PREFACEThis document was developed by the Southern Nevada Building Officials’ General Committeeand presents recommended amendments to the 2012 International Building Code (IBC) aspublished by the International Code Council (ICC).Participation in the 2012 General Committee was open to all interested parties. However, votingon amendment proposals was limited to one vote each for the seven Southern Nevadamunicipalities (Clark County, Henderson, Las Vegas, North Las Vegas, Boulder City, Pahrump,and Mesquite), the Clark County School District, and three industry representatives. All GeneralCommittee proceedings were conducted in accordance with Robert’s Rules of Order.The recommended amendments contained herein are not code unless adopted and codified bygovernmental jurisdictions. These amendments are not intended to prevent the use of anymaterial or method of construction not specifically prescribed herein, provided any alternateshave been approved and their use authorized by the Building Official. SOUTHERN NEVADA CODE AMENDMENT FORM – 2012AMENDMENT NO.:GC12-001COMMITTEE:GeneralCODE SECTION:Chapter 1PROPONENT:Jim Gerren, Clark CountyPROPOSAL:Delete Part 2 from Chapter 1 of the IBC.REVISE AS FOLLOWS:Delete Part 2 (“Administration and Enforcement”), including Sections 103 through 116 intheir entirety, from Chapter 1.JUSTIFICATION:Chapter 1 of the 2012 International Building Code (IBC) addresses “Scope andAdministration”. Part 1 of Chapter 1, which includes Sections 101 (General) and 102(Applicability) only, covers scope and application requirements. The provisions of Part 1are applicable to all Southern Nevada jurisdictions. However, Part 2 of Chapter 1addresses “Administration and Enforcement” and includes the following sections:Section 103 – Department of Building SafetySection 104 – Duties and Powers of Building OfficialSection 105 – PermitsSection 106 – Floor and Roof Design LoadsSection 107 – Submittal DocumentsSection 108 – Temporary Structures and UsesSection 109 – FeesSection 110 – InspectionsSection 111 – Certificate of OccupancySection 112 – Service UtilitiesSection 113 – Board of AppealsSection 114 – ViolationsSection 115 – Stop Work OrderSection 116 – Unsafe Structures and EquipmentEach jurisdiction in Southern Nevada typically addresses administration andenforcement requirements, such as those topics addressed by IBC Sections 103 through116, through their own local ordinances (i.e., local Building Administrative Codes).Therefore, this proposal recommends that Part 2 of Chapter 1 be deleted in its entiretyso as to eliminate potential inconsistencies and conflicts between Part 2 of IBC Chapter1 and the local ordinances that cover administration and enforcement requirements.Southern Nevada General CommitteePage 5 of 167

There may be some concern with leaving Section 101.4 (“Referenced codes”) in Chapter1 since it addresses several codes that may not be adopted by all of the SouthernNevada jurisdictions. SOUTHERN NEVADA CODE AMENDMENT FORM – 2012AMENDMENT NO.:GC12-002COMMITTEE:GeneralCODE SECTION:Section 202PROPONENT:Jim Gerren, Clark CountyPROPOSAL:Revise the definition of “High-Rise Building” in Section 202.REVISE AS FOLLOWS:HIGH-RISE BUILDING. A building with an occupied floor located more than 55 feet(16 764 mm) 75 feet (22 860 mm) above the lowest level of fire department vehicleaccess.JUSTIFICATION:In accordance with NAC 477.283.2(b), the Nevada State Fire Marshal requires the highrise building provisions of Section 403 to apply to all buildings having occupied floorslocated more than 55 feet above the lowest level of fire department vehicle access. Theproposed amendment revises the definition of “high-rise building” for consistency withNAC 477.283.2(b). The Energy ConservationCode as amended and adopted by the local jurisdiction.INTERNATIONAL EXISTING BUILDING CODE. The Existing Building Code asamended and adopted by the local jurisdiction.INTERNATIONAL FIRE CODE. The Fire Code as amended and adopted by thelocal jurisdiction.INTERNATIONAL FUEL GAS CODE. The Fuel Gas Code as amended andadopted by the local jurisdiction.INTERNATIONAL MECHANICAL CODE. The Mechanical Code as amended andadopted by the local jurisdiction.INTERNATIONAL PLUMBING CODE. The Plumbing Code as amended andadopted by the local jurisdiction.INTERNATIONAL PRIVATE SEWAGE DISPOSAL CODE. The Private SewageDisposal Code as amended and adopted by the local jurisdiction.INTERNATIONAL PROPERTY MAINTENANCE CODE. The Property MaintenanceCode as amended and adopted by the local jurisdiction.INTERNATIONAL RESIDENTIAL CODE. The Residential Code as amended andadopted by the local jurisdiction.INTERNATIONAL WILDLAND-URBAN INTERFACE CODE. JUSTIFICATION:The IBC contains numerous references to the above-listed International Codes.However, such references to these International Codes in the IBC create potentialconflicts with the codes actually adopted by Southern Nevada jurisdictions because (a)the jurisdictions may not adopt the same editions of these codes, and (b) thejurisdictions may adopt codes other than those published by the ICC (e.g., the UniformPlumbing Code and Uniform Mechanical Code as published by IAPMO). The proposeddefinitions would direct the user to the applicable adopted code without requiringchanges to be made throughout the IBC. This approach is consistent with the methodused to address this issue in the adopted and amended 2000, 2006, and 2009 editionsof the IBC. SOUTHERN NEVADA CODE AMENDMENT FORM – 2012AMENDMENT NO.: GC12-005(R1)COMMITTEE:GeneralCODE SECTION:Sections 305.2.3, 308.6, 308.6.3, 308.6.4, 310.5 & 310.5.1PROPONENT:Jim Gerren, Clark CountyPROPOSAL: Amend Sections 305.2.3, 308.6, 308.6.1, 308.6.3, 308.6.4, 310.5 and310.5.1.REVISE AS FOLLOWS:Amend Section 305.2.3 to read as follows:305.2.3 Six Five or fewer children in a dwelling unit. A facility such as the abovewithin a dwelling unit and having six five or fewer children receiving such day careshall be classified as a Group R-3 occupancy or shall comply with the InternationalResidential Code.Amend Section 308.6 to read as follows:308.6 Institutional Group I-4, day care facilities. This group shall include buildingsand structures occupied by more than six five persons of any age who receivecustodial care for fewer than 24 hours per day by persons other than parents orguardians, relatives by blood, marriage or adoption, and in a place other than thehome of the person cared for. This group shall include, but not be limited to, thefollowing:Adult day careChild day careAmend Section 308.6.1 to read as follows:308.6.1 Classification as Group E. A child day care facility that provides care formore than six five but no more than 100 children 2½ years or less of age, where therooms in which the children are cared for are located on a level of exit dischargeserving such rooms and each of these child care rooms has an exit door directly tothe exterior, shall be classified as Group E.Amend Section 308.6.3 to read as follows:308.6.3 Six Five or fewer persons receiving care. A facility having six five orfewer persons receiving custodial care shall be classified as part of the primaryoccupancy.Southern Nevada General CommitteePage 10 of 167

Amend Section 308.6.4 to read as follows:308.6.4 Six Five or fewer persons receiving care in a dwelling unit. A facilitysuch as the above within a dwelling unit and having six five or fewer personsreceiving custodial care shall be classified as a Group R-3 occupancy or shallcomply with the International Residential Code.Amend Section 310.5 to read as follows:310.5 Residential Group R-3. Residential occupancies where the occupants areprimarily permanent in nature and not classified as Group R-1, R-2, R-4 or I,including:Buildings that do not contain more than two dwelling unitsBoarding houses (nontransient) with 16 or fewer occupantsBoarding houses (transient) with 10 or fewer occupantsCare facilities that provide accommodations for six five or fewer personsreceiving careCongregate living facilities (nontransient) with 16 or fewer occupantsCongregate living facilities (transient) with 10 or fewer occupantsAmend Section 310.5.1 to read as follows:310.5.1 Care facilities within a dwelling. Care facilities for six five or fewerpersons receiving care that are within a single-family dwelling are permitted tocomply with the International Residential Code provided an automatic sprinklersystem is installed in accordance with Section 903.3.1.3 or with Section P2904 of theInternational Residential Code.JUSTIFICATION:This amendment is proposed to provide correlation between the 2012 IBC and therequirements of the Nevada Bureau of Services for Child Care, which are codified inNAC/NRS 432A.In accordance with NAC 432A, the Nevada Bureau of Services for Child Care licenseshome day cares as either “family homes” or “group homes”. As defined in NAC 432A, a“family
