NATO MOUNTAIN WARFARE CENTRE OF EXCELLENCEINTRODUCTIONThe NATO Mountain Warfare Centre of Excellence (NATOMW COE), located in Poljče, a small village in the Gorenjska region of Slovenia, is a multi-nationally sponsored andaccredited international military institution which offersrecognized expertise and experience for the benefit of theAlliance, especially in support of its transformation endeavours. It provides opportunities to enhance educationand training, improve interoperability and capabilities,assist in doctrine development, and test and validate concepts through experimentation in mountain warfare.The mission of the NATO MW COE is to assist NATO member states, PfP nations, other countries, and internationalorganizations in order to enhance mountain warfare capabilities through the following core areas: The development of mountain warfare-specific doctrine and tactics.Concept development and experimentation.The mountain warfare lessons learned process.Education and training.Support to capability development.The NATO MW COE contributes to the transformation andadaptation of the Alliance’s capabilities which enable itsforces to better operate in the mountain environment. TheCentre strives to set and meet standards and continuesto foster interoperability, with the goal of upgrading theknowledge of mountain warfare already existing at boththe national level and within NATO. The developmentand integration of mountain warfare capabilities into theAlliance and Partnerships, as well as the developmentof capabilities ready to be used in NATO operations, is acore task of the Centre. It is organized so as to allow thefunctioning of four pillars: Doctrine and Standardization;Concept Development and Experimentation; Educationand Training; and Lessons Learned.The NATO MW COE incorporates a professional core whichdevelops and maintains the subject matter expertiserequired to meet the requirements of mountain warfarechallenges. This enhances the ability of individuals andmilitary units to engage in mountain warfare, as well asthe Alliance’s readiness to operate in a mountain environment. The Centre represents a core element withthe required professional skills to develop standardizedtraining.Our Centre works closely with other NATO Centres ofExcellence and through the joint work of qualified and professional staff focuses on specific fields of the mountainenvironment to enhance related NATO capabilities.Education and training activities are conducted with theprofessional support of highly qualified experts, lecturers,instructors and guest speakers from international militaryand civilian organizations and universities through Lectures,Seminars,Courses,Study trips/visits to respective organizations.Practical and technical courses which require field applications and special expertise are conducted by the respective Armed Forces of the Framework Nation, SponsoringNations and Contributing Partners.The vision of the NATO MW COE is to be the hub of mountain warfare expertise in the NATO community.5

NATO MOUNTAIN WARFARE CENTRE OF EXCELLENCEGENERAL INFORMATION ABOUT THECOURSESMOUNTAIN WARFARE SMALL UNITS LEADERCOURSE – WINTERNATO ETOC Course Code: LOP-LO-3558621 MAR - 1 APR 2022NATO MW COE, Poljče, Republic of SloveniaThe aim of this course is toprovide mountain light infantry and light infantry platoon / company commanders with specific knowledgeof movement, survival andplanning of operations inmountain terrain in winterconditions.The course is designed for NATO and Partner membersrequiring the particular knowledge and skills necessary tosafely and efficiently operate in the complex terrain andclimatic conditions of the mountain environment in winterconditions.Structure of the Course:The two-week course is comprised of four parts: leadership, movement, survival, and tactics, and is partly carriedout in the field, with certain topics lectured in the classroom. The first week focuses on the introduction of thespecifics of the mountain environment, familiarization withmilitary mountaineering equipment, use of various ropetechniques, and explaining how to move in difficult terrain,as well as survival and rescue in the mountain environment, and the role of mountain SMEs in the preparationand execution of training and military operations. In thesecond part of the first week, the students will learn aboutthe influence of climate and terrain specifics on combat6functions. In the second week, the course participantswill be faced with a tactical situation in order to becomeable to overcome the challenges of fighting in areas wheretechnological supremacy can be negated by even the mostcrude and non-technical enemy actions. NATO MOUNTAIN WARFARE CENTRE OF EXCELLENCEMOUNTAIN WARFARE STAFF OFFICER COURSENATO ETOC Course Code: LOP-LO-355167 - 18 NOV 2022NATO MW COE, Poljče, Republic of SloveniaThe Mountain Warfare Staff Officer Course is the secondlevel of progressive mountain light infantry/light infantryofficer training, preparing students to carry out staff dutiesin mountain operations. Its purpose is to provide independent and group in-service training during which studentsuse their acquired knowledge to plan, organize andconduct training in units of a particular branch/service/specialty, commands and staff.This course is designed for: NATO and Partner membersrequiring the particular knowledge and skills necessary tosafely and efficiently operate in the complex terrain andclimatic conditions of the mountain environment.Structure of the Course:The two-week course is comprised of three parts: a GeneralModule, a Module of Tacticsand Doctrine of the branch/service/specialty, and the StaffOperations Module. The students will be introduced to theNATO Planning Process using NATO standards based12on the Comprehensive Operations Planning Directive(COPD) by means of the steps of the Military Decision-Making Process (MDMP).The first week focuses on the introduction of the specificsof the mountain environment, familiarization with militarymountaineering equipment, and the role of mountaintroops in the preparation and execution of training andmilitary operations. In the second part of the first week,the students will learn about the influence of climate andterrain specifics on combat functions.In the second week, the course participants will be facedwith a tactical situation in order to become able to overcome the challenges of fighting in areas where technological supremacy can be negated by even the most crude andnon-technical enemy actions. NATO MOUNTAIN WARFARE CENTRE OF EXCELLENCE Discuss Operation Anaconda in order to understandthe environment of operation and the main players.Fundamentals of movementand manoeuvre in mountains.Peculiarities of C2 in mountainous terrain.Intelligence requirements for conducting militaryoperations in mountainous regions.Specifics of fire support in difficult mountainousterrain.Basic protection requirements in mountainous terrain.Fundamentals of information operations.Sustainment considerations related to operations inmountains.Fundamentals of health protection requirements foroperations in mountains. Each student must successfully achieve allthe Enabling Learning Objectives (ELOs) inorder to acquire knowledge and skills as follows:Survivability: To use MW SMEs efficiently during the planning andconducting of operations.To develop a logistic plan to support all elements inthe AOR including alternative possibilities and means,civilian assets and installations, and to efficientlyconduct it.To include special vehicles, civilian vehicles andinstallations in supplyand transport planning.To sustain, repair, construct, protect and organize use of land lines ofcommunications.To establish an improvised Battalion Aid Station (BAS, divided) andsubunits with medicalresources and personnel,when necessary.To plan, organize, prepare and conduct theevacuation of casualtiesor complete subunits/elements at all times by several different means.To sustain isolated elements for longer periods oftime and to plan and conduct proper relief in place.To plan, organize and conduct the maintenance of vehicles, special equipment and weapons as far forwardas possible to avoid transporting them.To plan and conduct the most appropriate relief inplace system that allows personnel and units to recover from the stress caused by mountain conditions.Moveability: To evaluate, reconnoitre and assess all land lines ofcommunication with respect to the most efficient useby different types of vehicles and considering mountain hazards.To consider and coordinate the use of land lines ofcommunication (LOCs) with the civilian population.To improve or even support the construction of LOCs,if necessary, and develop a circulation plan for vehiclemovements to avoid traffic jams.13

NATO MOUNTAIN WARFARE CENTRE OF EXCELLENCE To develop a movement and transportation plan usingthe most suitable and effective means of transportation.To use each movement in its AOR for transportationtasks as well.Engagement: To conduct offensive, defensive, stability and enabling operations in mountainous terrain by adjusting planning, procedures, tactics and command andcontrol (C2) measures to the challenging environmentand own capabilities.To execute C2 in difficult and overstretched areas ofresponsibility, and establish and run a communication net which is also backed up by several differentmeans.To receive attached units and be able to integratethem, taking into account their mountain training andthe need for additional specialized support.To organize a synchronized information collectionplan including assets from higher echelons, collectinginformation from local people about the environment,and if needed, from additional reconnaissance elements of own combat forces, to cover all compartmentalized mountainous terrain of the area of interest toprevent surprises. To develop an integrated intelligence picture witha focus on verifying and complementing importantelectronic and area intelligence with human reconnaissance.To assess the sensible number of deployed heavyweapons, versus the amount of ammunition available.To coordinate available joint fire support and to allocate those assets or their availability effectively intothe operations plan.To plan, organize and conduct a wide variety of sustainment measures (e.g. shelter, depot, food, specialequipment, personal hygiene, relief in place, self-sustainment) to keep deployed forces combat effective.The BDE knows the targeting methodology and understands the different kinetic and non-kinetic capabilities and their limitations for support in a mountainousenvironment.Target Audience:A. NATO MOUNTAIN WARFARE CENTRE OF EXCELLENCEMOBILE EDUCATION AND TRAININGACTIVITIESMobile Education and Training activities are conducted asa course or seminar by a NATO MW COE training team at anoffsite location, following a specific request. Mobile Education and Training Teams (METTs) are designed to provideparticipants with an established NATO MW COE course attheir own location. METTs are typically more cost effectivefor an organization where there is a large group requiringtraining, thereby saving travel and per diem costs.Conducted by the Education and Training Branch, METTsare supplementary to resident NATO MW COE courses, andare arranged to meet the specific needs of the requestingcountry/organization.Mountain Warfare Team & Squad Leaders Course (MWTSLC) is based on MW Small Units Leader Course (MWSULC) and adapted to team and squad levels. It can befurther customized to the requester’s requirements.Depending on the Request for Support (RFS), the courseis designed to be conducted at any location (country).
