B-BBEE Status Level 2YESNOTHE BIDDING SELECTION PROCESSStage 1 – Compliance to submission requirementsBidders warrant that their proposal document has, as a minimum, the specified documentsrequired for evaluating their proposals as set out in the Returnable Document List.SANParks evaluates only procurement responses that are 100% acceptable in terms ofthe Returnable Document List and mandatory requirements and may disqualify nonacceptable responses for Stage 2.Stage 2 – Price/Preference EvaluationBasis of competition:SANParks compares each bidder’s pricing proposal offered on the SBD 1. A bidder whodid not make an offer on the SBD1 when submitting their bid at the closing date and timewill automatically be disqualified.Due diligence tests for reasonableness of price:SANParks conducts fair market-related pricing tests to arrive at an opinion ofreasonableness of the preferred bidder’s price offered. Where these tests reflect defectivepricing or pricing outside of the fair market-related price range, the bid evaluation committeewill recommend to the bid adjudication committee that the preferred bidder be appointedsubject to negotiation in respect of bringing the price within the fair market-related pricerange as tested.Where the preferred bidder does not want to participate in the price negotiation or providea fair market-related price, SANParks will cancels the award and commences pricenegotiations with the second preferred bidder.Ranking of the bidders pricing:SANParks ranks the qualifying bids on price and preference points claimed in the followingmanner:Price – for bids qualifying for this stage, the lowest priced Bid receives the highest pricescore as set out in the Preferential Procurement Policy Regulations of 2017;Preference - for bids qualifying for this stage, the bidder will be awarded the preferencepoints claimed in the preference claim form (SBD6.1) and supported by a valid BBBEEcertification or sworn affidavit.Award recommendation:BID NO KNP-020-19Page 10 of 47

SANParks nominates the bidder with the highest combined score for the contract awardsubject to the bidder having supplied the relevant administrative documentation.BID PROCEDURE CONDITIONS:Counter ConditionsSANParks draws bidders’ attention that amendments to any of the Bid Conditions or setting ofcounter conditions by bidders will result in the invalidation of such bids.Response Preparation CostsSANParks is NOT liable for any costs incurred by a bidder in the process of responding to thisBid Invitation, including on-site presentations.Cancellation Prior To AwardingSANParks reserves the right to withdraw and cancel the Bid Invitation prior to making an award.The cancellation grounds include insufficient funds, where the award price is outside of theobjective determined fair market-related price range (in terms of the Preferential ProcurementPolicy Framework Act 2017 Regulations), or any process impropriety.Collusion, Fraud And CorruptionAny effort by Bidder/s to influence evaluation, comparisons, or award decisions in any mannerwill result in the rejection and disqualification of the bidder concerned.FrontingSANParks, in ensuring that bidders conduct themselves in an honest manner will, as part of thebid evaluation processes where applicable, conduct or initiate the necessaryenquiries/investigations to determine the accuracy of the representation made in the biddocuments. Should SANParks establish any of the fronting indicators as contained in theDepartment of Trade and Industry’s “Guidelines on Complex Structures and Transactions andFronting” during such inquiry/investigation, the onus is on the bidder to prove that fronting doesnot exist? As the flagship of SANParks – KNP represents the cultures, persons and events of the regionhistorically and is conserved along with the park’s natural assets. Established in 1898 to protect the wildlifeof the South African Lowveld, and opening its gates to the public in 1927, KNP has become a majorresearch and conservation centre and one of Africa’s premier wildlife-watching destinations. As the largestNational Park in South Africa, the KNP spans 19,485 square km and extends approximately 453 km fromNorth to South and 60 km from East to West. Being a narrow wedge in orientation; KNP is bordered byMozambique to the East; Limpopo Province to the West and Mpumalanga Province to the West andSouth. Rimming the Park to the West, and sharing the same unfenced terrain, is a chain of private wildlifereserves.CONTEXT OF THIS PROCUREMENTThe Kruger National Park intends to appoint a credible service provider/s for the supply and delivery ofJET A1 and Avgas aviation fuel items for a period of 5 years to be delivered to Skukuza Warehouse duringthe contract term period.CONTRACT PERIODThe contract period is FIVE (05) years commencing from the last signature date on the signaturepage for the supply and delivery of JET A1 and Avgas aviation fuel items [as and when required].SPECIFICATIONS1. CONDITIONS All goods or services purchased will be subjected to South African National Parks Conditions ofContract;Penalty Clause (supply and delivery of JET A1 and Avgas aviation fuel items):All staff will be subject to integrity testing as and when requiredBID NO KNP-020-19Page 13 of 47

2. BACKGROUNDThe SANPARKS Airwing manages and advises on all helicopter and fixed wing aviation related activitieswithin the South African National Parks (SANParks).The SANParks Airwing is structured to provide the aerial support required by various departments withinthe organisation, and operates both Helicopter and Fixed wing aircraft.The South African National Parks owns and operates a fleet of Airbus AS350B3 / H 125 turbinehelicopters and Cessna light piston aircraft.The South African National Parks intends to appoint a credible service provider to supply the SouthAfrican National Parks Air Services with Jet A1 and AVGAS aviation fuel for a period of 5 years.Bids are sought from reputable service providers that have experience and capability in the supply anddelivery of aviation fuel.The estimated supply of Jet A1 aviation is calculated at 310,000 litres per annum and AVGAS 100LL at71,800 litres per annum. Actual annual quantities may vary depending on operations.The supply of AVGAS 100LL shall be in sealed, certified drums to the main base of operations inSkukuza, Mpumalanga or at any of the South African National Parks as required.The supply of Jet A1 aviation fuel shall be part supplied in sealed, certified drums and part in a bulk fuelsolution at the Skukuza base of operations.3. SCOPE OF WORKThe estimated supply of Jet A1 aviation is calculated at 310,000 litres per annum and AVGAS 100LL at71,800 litres per annum. Actual quantities may vary depending on operations.Jet A1 FuelThe supply of Jet A1 shall be in the form of estimated 110,000 litres delivered in sealed, certified drumsto the main base of operations in Skukuza, Mpumalanga or at any of the South African National Parksas required. The remaining estimated 200,000 litres of Jet A1 shall be delivered as a bulk fuel solution tothe main base of operations in Skukuza, Mpumalanga.Bulk fuel solutions and mobile fuel bowsers must comply with the relevant petroleum regulations andstandards as well as the accepted standards for such on South African Commercial Airports. Aboveground bulk storage solutions must be fitted with the required pumps and quality assurance measures toensure ease of operations and quality control assurance. Supplier shall ensure bulk storage isreplenished as and when required.Drummed fuel shall have a minimum of 11 calendar months remaining until expiry on the day ofdelivery.Fuel deliveries shall be accompanied by a material data sheet for quality assurance purposes.BID NO KNP-020-19Page 14 of 47

Fuel shall be delivered on-site within 7 days after receiving a valid purchase order for Skukuza deliveriesand within 14 days after receiving a valid purchase order for deliveries to other National Parks.AVGAS 100LLThe supply of AVGAS 100LL shall be in sealed, certified drums to the main base of operations inSkukuza, Mpumalanga or at any of the South African National Parks as required.Drummed fuel shall have a minimum of 11 calendar months remaining until expiry on the day ofdelivery.Fuel deliveries shall be accompanied by a material data sheet for quality assurance purposes.Fuel shall be delivered on-site within 7 days after receiving a valid purchase order for Skukuza deliveriesand within 14 days after receiving a valid purchase order for deliveries to other National Parks.Bids are invited for the supply and delivery of Aviation Fuel to the South African National Parks AirServices for a five (5) year contract, from service providers that have the required certification for theSupply and delivery of Aviation Fuel as prescribed in The Petroleum Product Amendment Act, 2003 (ActNo 58 of 2003).Certified copy of certificate must be attached, if not this will lead to automatic disqualification. Allcompanies must further comply in full with the National Environmental Management Act, 1998 (NEMA)during the full tender contract period.Fuel trailer / bowser / bulk storage solutions must comply with the minimum standards for suchinstallations / vehicles on schedule 5 licenced aerodromes.4. SPECIAL CONDITIONSCode of Conduct for Working in SANParksOccupational Health and Safety SpecificationEnvironmental Management Plan SpecificationBidder agrees to be bound by a mutually agreed performance matrix for the continued evaluation of thebidders’ performance measured against delivery times, quality of product supplied, aircraft safety andincidents and hazard reports this performance matrix shall be included in the service level agreementand shall include penalties for non-performance of the successful bidder.The Successful bidder shall provide a material data sheet for every delivery and when requested by theend-userThe successful bidder shall avail himself and his facilities for periodic, scheduled and non-scheduledquality assurance audits at his premises. These audits shall be quarterly unless concerns regarding thequality and safety of the delivery warrant ad-hoc inspections.Successful bidder will be required to submit the following documentation upon appointment:BID NO KNP-020-19Page 15 of 47

This may include but are notlimited to overhead crane, Skyjack lift system or similar.Bulk fuel solutions and/or mobile fuel bowsers must comply with the relevant petroleum regulations andstandards. Applicable legislation and standards includes but may not be limited to:(a) the National Environmental Management Act, 1998 (NEMA),(b) Part 139 of the South African Civil Aviation Regulations (SA-CARs 2011) and applicable SouthAfrican Civil Aviation Technical Standards (SA-CATS),(c) the National Building Regulations and Building Standards Act, 1977 (Act No. 103 of 1977),(d) the Occupational Health and Safety Act, 1993 (Act No. 85 of 1993),(e) or any other law and comply with SANS 108 and the applicable municipal by-laws5. RESPONSIBILITIES OF SANPARKS To provide the tendering company with information that will assist in submitting the tender. Give indication of unsatisfactory performance to the attention of the company’s management forimprovement and expect feedback on how such unsatisfactory performance or bad behaviourwill be prevented for future occurrences. Effecting payment within 30 days from date of receipt of original tax invoices.6.
