Doing Business with City GovernmentHow to Use this Buying Plan – Commodities and services purchased for City departments are procuredthrough a Request for Proposal (RFP) or a Bid solicitation process in an effort to offer the opportunityfor equitable participation in City contracting opportunities. In addition, often times small dollar valuepurchases between 5K and 10K are obtained via a department soliciting quotes from multiplevendors. Furthermore, purchases are also made by City departments outside of a formal Bid or RFPprocess, in accordance with City ordinances, policies and procedures. Lastly, purchases may be madeas a result of utilizing a piggyback/cooperative contract or through an Exception to Bid (ETB)procurement process.For more information regarding a particular commodity or service, including the anticipatedprocurement process (Bid, RFP, Piggyback, ETB, etc ) that will be utilized, please reach out via email tothe contacts listed in the Buying Plan. Lastly, please note that all Bids andRFPs are also be posted to our website at milwaukee.gov/ContractingOpportunities.The American Rescue Plan ActThe American Rescue Plan Act of 2021, also called the COVID-19 Stimulus Package or American RescuePlan (ARP), is a US 1.9 trillion economic stimulus bill passed to speed up the country's recovery fromthe economic and health effects of the COVID-19 pandemic and the ongoing recession. The moneyavailable for residents and local initiatives is unlike any previous federal program. It gives us a chanceto improve lives, solve problems, and profoundly change efforts City government is making to addressour challenges in a manner that puts racial equity and inclusion front and center.The City of Milwaukee has been allocated approximately 394.2 million in direct ARP assistance. It isthe City’s goal to use the funds to enable the City and community to recover from the pandemic,address the needs of residents, families and neighborhoods hardest hit by the pandemic, and put ourcity on a path to a strong, inclusive and equitable recovery. Contracting opportunities specific to ARPfunding are included in this Buying Plan.
