CONSTITUTIONThe International Table Tennis Federation (ITTF), founded in 1926, isthe world-governing body of the sport of table tennis with 226 memberAssociations in the world.The ITTF supervises the staging of World Championships annually, andseveral other world title events. Around 120 international tournamentsare sanctioned by the ITTF yearly. 1: Constitution1.1GENERAL PROVISIONS1.1.11.1.1.1NAMEThe Federation shall be called the International Table Tennis Federation,referred to elsewhere in this Constitution by its abbreviated title "ITTF".1.1.21.1.2.1COMPOSITIONThe ITTF shall consist of the affiliated table tennis organisations, referredto elsewhere in the Rules as "Associations", governing the sport inaccordance with the principles of the ITTF in any territory generallyregarded as constituting a national, historical or other unity.Associations shall not be regarded as agents of the ITTF.1.1.2.21.1.31.1.3.1PRINCIPLESThe principles of the ITTF shall be general unity of action, mutual respectof Associations in their dealings with one another and the inadmissibility ofdiscrimination against Associations or individuals on racial, political,religious, gender or other grounds.1.1.3.2 The ITTF is committed to providing a sport and work environment in whichall individuals are treated with respect and dignity. Each individual has theright to participate and work in an environment which promotes equalopportunities and prohibits discriminatory practices.1.1.3.3 The ITTF is committed to providing a sport environment free of harassmenton any basis without exception.1.1.3.3.1The Executive Committee ITTF Tribunal shall impose appropriatedisciplinary sanctions from warnings to exclusions from all kind ofactivity in the ITTF, when a complaint of harassment has beensubstantiated. The same disciplinary sanctions shall be imposed if afalse accusation has been substantiated.1.1.3.4 The ITTF is committed to take a responsible approach to safeguarding theenvironment and managing resources through its practices in hostingevents and in managing its operations.1.1.3.5 The ITTF shall observe the general and fundamental principles of theOlympic Charter, including, but not limited to, the Code of Ethics andCompliance; the Code of Prevention of the Manipulation of Competitions,the Olympic Movement Medical Code and the IPC Handbook; and noprovision of this Constitution shall be deemed to conflict with or derogatefrom those principles.1.1.3.6 The ITTF shall co-operate with the IOC, ASOIF, GAISF, IPC, and otherorganisations that recognise it as the controlling and governing authorityfor table tennis throughout the world.1.1.4OBJECTIVES1.1.4.1 The objectives of the ITTF shall be:1.1.4.1.1to uphold the principles of the ITTF and to develop the spirit offriendship and mutual assistance among Associations and players;ITTF Handbook 2021Page 6

1: 1.111.1.4.1.121.1.51.1.5.11.1.5.2to regulate relations between Associations and between Associationsand other organisations;to seek continual improvement in the technical standard of table tennisand in the extent of participation in the sport throughout the world;to foster friendly sporting competition and to eliminate unfair andunsporting practices such as match fixing, match corruption, irregularand illegal betting, doping or illegal equipment to enhance performance;to establish and enforce the Constitution, the Laws of Table Tennis, theRegulations for International Competitions, the Regulations for World,Olympic and Paralympic Title Competitions, the Anti-Doping Rules, theCode of Ethics, the Anti-Harassment Policy and Procedures, the ITTFTribunal Regulations and any other ITTF regulations;to publish the English standard text of the Laws, Rules and regulationsmentioned in 1.1.4.1.5;to encourage the publication of the regulations mentioned in 1.1.4.1.5in other languages and to check the accuracy of such publications;to promote and to supervise World, Olympic, Paralympic and ITTFContinental title competitions;to employ the funds of the ITTF as may be expedient in the interests ofinternational table tennis;to endeavour to increase participation at all levels, to enhance thepopularity of the sport, to develop new sources of revenue, and tomanage the sport through a systematic planning process;to encourage players, coaches and officials to present the sportpositively in the best ways so as to enhance its image;to encourage and to support the promotion of women in sport at alllevels and to ensure significant representation of women in ITTFcommittees, commissions and working groups.LEGAL STATUSThe ITTF is a not-for-profit organisation governed by article 60ff. of theSwiss Civil Code;The ITTF is endowed with legal status and its members, officers andemployees shall not be responsible for its debts, unless it is by a grosslynegligent or wilful conduct.ITTF Handbook 2021Page 7

1: Constitution1.2MEMBERSHIP1.2.11.2.1.1ELIGIBILITYAn Association complying with 1.1.2.1 may be elected a member but it shallbe recognised as representative only of the territory in which it controls andgoverns the sport.1.2.1.2 Where one or more Associations represent table tennis in only part of anarea generally regarded as constituting a unity, an Associationrepresenting the sport in any other part of the same unity may apply formembership, provided that1.2.1.2.1its separateness is due to circumstances outside the sport and of theplayers concerned;1.2.1.2.2the jurisdiction it claims is clearly limited, in title and constitution, to theterritory in which it controls the sport;1.2.1.2.3it is otherwise qualified for membership.1.2.1.3 In the consideration of such an application, the views of any Associationalready in membership from the same unity shall be taken into account andin no circumstances shall two Associations be recognised as exercisingauthority over the same territory.1.2.1.4 An organisation located outside the territory of any Association may begranted temporary attachment to an Association for the purpose ofreceiving aid in development and competition; the extended territory shallbe regarded as being within the member's control, but approval of theattachment shall be reviewed at each AGM and shall not be 2.41.2.2.4.11.2.2.5APPLICATION AND ELECTIONApplications for membership shall be made on a form approved by theExecutive Committee.All applications shall be submitted not later than 6 calendar months beforethe date of the Annual General Meeting (AGM) at which the application isto be considered, except applications from previous member Associations.Such applications may be accepted with immediate effect at the discretionof the Executive Committee, without the need to allow the 6 calendarmonths. Any such acceptance must be ratified at the next AGM.The Executive Committee shall review all applications on behalf of theAGM and make recommendations on acceptance.Applications for membership shall be considered by the next AGM andshall be accepted if they receive at least 2/3 of the votes cast.In the consideration of an application in respect of an area for whichthere is a recognised Continental Federation, the views of thatFederation shall be taken into account.In the consideration of applications for combined membership byAssociations formerly in separate membership, or for separateITTF Handbook 2021Page 8

1: Constitution1.2.2.61.2.2.7membership by Associations which were formerly components of anAssociation which has divided, or for recognition of changes in the territoryin which an Association controls the sport, the views of the organisationsconcerned and any circumstances outside their control shall be taken intoaccount; secession in other circumstances is not to be encouraged.The representatives of an Association elected to membership at an AGMshall be entitled to attend the meeting.Election and membership of an Association shall not carry any implicationsin respect of the political, diplomatic or national status of the areaconcerned, but only to its conduct of table tennis therein.1.2.31.2.3.1SUSPENSION, AND TERMINATION AND OTHER SANCTIONSAn Association wishing to resign from the ITTF shall give notice in writingto the Secretariat; the resignation may take effect at any time from thereceipt of such notice until the 31st December of the same year, but theAssociation shall be liable for the subscription due for that year. The writtenresignation must detail the reason for resignation, proposed timing and allefforts that have made toward retaining affiliation. The Association and theITTF must have first engaged in either direct or mediate discussions withthe purpose of affiliation being retained.1.2.3.2 An Association which fails to pay its subscription for 3 successive yearsshall automatically be suspended from membership; it shall not be liablefor subscriptions during the period of suspension and may be re-admittedto membership on payment of part or all of the subscriptions previouslydue, at the discretion of the Executive Committee; the suspension in thiscase is a full suspension.1.2.3.3 An Association that is suspended from membership shall, including but notlimited to, not be entitled to nominate or enter players for any event heldunder the jurisdiction of the ITTF nor to attend or be represented at anAGM or EGM (Extraordinary General Meeting) nor to nominate any personfor election to the Executive Committee, Board of Directors (referred toelsewhere in this Constitution as "Board"), any committee, commission orworking group nor shall any individual nominated by the Association beentitled to participate in the activities of the Executive Committee, Board,any committee, commission or working group; further:1.2.3.3.1no match official nominated by the Association shall officiate at anyITTF sanctioned event;1.2.3.3.2the Association shall not be entitled to receive any benefit from the ITTFincluding but not limited to participation in development activities nor toreceive any grants from the ITTF;1.2.3.3.3the Association shall not be entitled to host an ITTF sanctioned eventsave that where an ITTF sanctioned event has been approved prior tothe suspension, the Executive Committee may establish a committeeto oversee the organisation of such sanctioned event under conditionsapproved by the Executive Committee, at its discretion.1.2.3.4 An Association which seriously and persistently fails to maintain theprinciples or to respect the Constitution and decisions of the ITTF may beITTF Handbook 2021Page 9

1: 6.21.2.3.6.31.2.3.7censured, fined, suspended or expelled by an AGM or EGM by a two-thirdsmajority; a suspension may be cancelled by an AGM or EGM by a twothirds majority.In a case of a suspension, the AGM or EGM may allow players fromthe suspended Association to compete in events under the jurisdictionand flag of the ITTF.Before the AGM or EGM suspends an Association, the Association musthave been sent notice in writing of the proposed suspension at least onemonth before the AGM or EGM at which the suspension is to beconsidered; the Association shall be afforded an opportunity to present itscase at the AGM or EGM.The Executive Committee ITTF Tribunal may act to propose thetermination to the AGM, suspend or otherwise sanction an Associationpending the AGM or EGM, provided that: if it infringes the ITTFConstitution, other Regulations, and ITTF Tribunal decisions.clause 1.2.3.5 is applied;decision on the suspension is by a unanimous vote;all Associations are informed of the suspension providing reasons.The Association which has been suspended or expelled may appeal to theCourt of Arbitration of Sport.1.2.4RIGHTS OF THE ASSOCIATIONS1.2.4.1The Associations have the following rights:1.2.4.1.1To appoint up to 2 delegates to take part in the AGM or EGM in whicheach Association has one vote cast.1.2.4.1.2To submit proposals or resolutions for inclusion in the agenda of theAGM or EGM or the Board.1.2.4.1.3To nominate candidates for election or appointment within the ITTFaccording to the specific rules.1.2.4.1.41.2.4.1.51.2.4.1.6To enter players for participation in competitions organised under theauthority of the ITTF according to the specific qualification rules of eachcompetition.To take part in and benefit from ITTF's assistance, development andeducational programmes organised directly or through the ContinentalFederations.To exercise all other rights arising from the Constitution or from anyother ITTF Laws and regulations.1.2.5OBLIGATIONS OF THE ASSOCIATIONS1.2.5.1 The Associations have the following obligations:1.2.5.1.1To fully comply with all duties and provisions of the Constitution, Lawsand Regulations established by the ITTF as well as with all decisionstaken in accordance therewith.1.2.5.1.2To apply the ITTF Anti-Doping Rules, the ITTF Code of Ethics, and theAnti-Harassment Policy and Procedures, the ITTF Tribunal Regulationsand the ITTF Tribunal decisions.ITTF Handbook 2021Page 10

1: 2.5.1.71.3To immediately notify the ITTF about any major change on theAssociation (Constitution, change of President and/or GeneralSecretary, its address and/or contact details)To request their own members to comply with the ITTF Constitution.Laws and Regulations established by the ITTF.To fulfil at all times the requirements necessary for eligibility tomembershipTo pay the annual subscription to the ITTF.In the event of any dispute leading to disaffiliation, the ITTF retains allthe rights as the international governing body, as if the association wasaffiliated for the purpose of calling for information and/or specificobligation to be fulfilled by the Association.ASSOCIATED 1.51.3.1.6CONTINENTAL FEDERATIONSAssociations may group themselves into Continental Federations for thepurpose of promoting and regulating table tennis within a given continentalarea; such Federations shall be supported and encouraged by the ITTF,which shall co-operate with them in all matters, provided that theconstitution, general principles, rules and policy of the ContinentalFederation conform to those of the ITTF.Each Continental Federation shall provide the Secretariat with a copy of itsConstitution and with details of any subsequent changes not later than 3calendar months after the meeting at which they are made.Upon request by a Continental Federation and approval by the ExecutiveCommittee, a Continental Federation may be allowed to use the ITTFname and logo as part of the “brand name” of the Continental Federation.Membership of the Continental Federation shall be open to Associationswhose address in the ITTF Directory is situated within the appropriateContinental area except where, for reasons outside the control of sport, anAssociation is not acceptable to its appropriate Continental Federation; insuch circumstances, which shall not necessarily prevent recognition of theContinental Federation concerned, the Association failing to securemembership shall have the right to appeal to the ITTF to assist in securingmembership or, failing that, attachment to another adjacent ContinentalFederation.Organisations eligible for membership of the ITTF but not yet havingapplied for membership may, with the consent of the Board, be included inthe appropriate Continental Federation for a period not exceeding 1 yearbut renewable by each AGM; the players of such an organisation shallenjoy the privileges of players of a member Association but only in theContinent concerned.Parts of an Association which lie wholly within a Continental area otherthan that in which the address of that Association in the ITTF Directory issituated may, with the permission of the Board and the consent of theirITTF Handbook 2021Page 11

1: ssociation, be attached to the Continental Federation in whose area theylie for the purpose of competition and the encouragement of table tennis;with the same permission and for the same purposes, Associations lyingwholly outside but adjacent to the Continental area concerned maysimilarly be attached, with the consent of the Federation of the Continentof which they form a part.The championship title competitions of a Continental Federation shall beopen only to the players of its member and attached Associations and theITTF shall recognise such competitions as the sole Continental titlechampionships for that Continent.CONTINENTAL FEDERATIONS AFFILIATIONThe Continental Federations shall be affiliated to the ITTF according toestablished criteria, proposed by the Board following a proposal of theContinental and Development Council.The affiliated Continental Federations will renew every 4 years, in the yearafter the Olympic Games, specific strategic quadrennial agreements withthe ITTF.The affiliation of the Continental Federations has the following goals:increase cooperation in events and marketing as well to develop tabletennis cooperatively.legalise the status of continental federations within the ITTFconstitution.provide development funding agreements to the affiliated continentalfederations.provide the use of the ITTF brand and customised continental logo.ensure marketing support and commercial strategic agreementsthrough contractual Memorandums of Understanding with the ITTF.link continental events to the ITTF world title events to reinforce greatermarketing value and ensuring the participation of the top players.1.3.31.3.3.1OTHER GROUPS OF ASSOCIATIONSA group of Associations shall, in principle, include associations that sharecommon objectives (promotion of table tennis in any of its forms orcategories, organisation of competitions for specific titles or for areasunited by language, history and/or culture)1.3.3.2Each recognised group of Associations shall have the right to organisespecific competitions open to all the Associations of the group providedthat the Constitution is observed in respect of play with unaffiliatedorganisations.1.3.3.3Each recognised group of Associations shall have the followingobligations:1.3.3.3.1To fully comply with all duties and provisions of the Constitution, Lawsand regulations established by the ITTF, as well as with all decisionstaken in accordance therewith.1.3.3.3.2To apply the ITTF Anti-Doping Rules, the ITTF Regulations againstillegal betting and corruption and the ITTF Code of Ethics.ITTF Handbook 2021Page 12

1: Constitution1.3.3.3.31.3.3.3.41.41.4.1To immediately notify the ITTF about any change on the membershipof the group (Constitution, change of President and/or GeneralSecretary, its address and/or contact details).To ensure their own members comply with the ITTF Constitution, Lawsand regulations established by the ITTF.HONORARY POSITIONSThe ITTF defines the following Honorary positions. In order to obtain ormaintain its Honorary positions, individuals may conduct or be subject to,under the request of the ITTF Ethics Commission, annual checks, includingbut not limited to the signature of conflict-of-interest declarations, andremain available for background checks as required by the ITTF EthicsCommission. In the occurrence of a lack of cooperation, the EthicsCommission may refer the case to the ITTF Integrity Unit for prosecutionbefore the ITTF Tribunal. If the case of a lack of cooperation is made out,the ITTF Tribunal may issue sanctions in accordance with the ITTFTribunal Regulations.1.4.12HONORARY PRESIDENT1.4.12.1 Any past President of the ITTF shall be automatically bestowed the title of“ITTF Honorary President” with a set of privileges decided by the ExecutiveCommittee from time to time. This title can only be revoked by a majorityvote of the AGM or by a decision of the ITTF Tribunal.1.4.23PRESIDENT’S ADVISORY COUNCIL1.4.23.1 The President may appoint a President’s Advisory Council (PAC) to advisehim or her on various matters. Members of the President’s AdvisoryCouncil shall be invited to attend the AGM and EGM as observers and theywill have a set of privileges decided by the Executive Committee from timeto time.1.4.23.2 The terms of office of the President 's Advisory Council shall coincide withthat of the Executive Committee.1.4.3.3 President’s Advisory Council appointments can be revoked by decision ofthe ITTF Tribunal.1.4.34PERSONAL HONORARY MEMBERSHIP1.4.34.1 A person who has given long, outstanding service to the ITTF may, onretirement, be appointed a Personal Honorary Member (PHM) for his orher lifetime by the AGM on a recommendation by the Board.1.4.34.2 Personal Honorary Members shall be entitled to attend WorldChampionships, with free hospitality, and to attend the AGM and the EGMwith the right to speak but not to vote.1.4.4.3 Personal Honorary Membership can be revoked by decision of the ITTFTribunal.ITTF Handbook 2021Page 13

1: Constitution1.5GOVERNANCE1.5.11.5.1.1ANNUAL GENERAL MEETINGThe Annual General Meeting, referred to elsewhere in this Constitutionas AGM, is the supreme governing body of the ITTF and consists of theassembled representatives of the Associations.1.5.1.2The AGM has the following functions and powers:1.5.1.2.1to amend the Constitution and the Laws of Table Tennis.1.5.1.2.2to elect the ITTF President, the ITTF Executive Vice-Presidents and allmembers of the Board, at an AGM held in the year following the year ofthe Olympic Games every four years. All members elected shall servefor a four-year term and shall be eligible for re-election not more thantwice in the same role. After 3 full terms any member should have 1waiting period term before opting for the same role.1.5.1.2.3to appoint, in odd numbered years, the full and corresponding membersof committees and commissions, on the recommendation of theNominations Committee; except for the Nominations Committee whichshall be appointed in even numbered years by the ExecutiveCommittee.1.5.1.2.4to designate the host Association of the ITTF World Championships1.5.1.2.5to delegate any of its powers to the Board or to the ExecutiveCommittee, on the request of at least one-quarter (1/4) of theAssociations not in arrears.1.5.1.2.6to ratify the work done by the Board and the Executive Committee sincethe last AGM.1.5.1.2.7to decide to deal with a matter normally delegated to another ITTF bodyor decided upon by this body.1.5.1.2.8all the other functions and responsibilities mentioned from 1.5.1.8.1.1to 1.5.1.8.1.14.1.5.1.3Representation of Members and attendance1.5.1.3.1Each Association shall be entitled to 2 representatives, referred toelsewhere in this Constitution as “delegates” at an AGM.1.5.1.3.2The Executive Committee members, the Board members, the ITTFsenior staff, the Honorary Presidents, the Personal Honorary Membersand the President's Advisory Council members are also allowed toattend the AGM with the right to speak but not to vote. All members ofcommittees and commissions shall be entitled to attend the AGM asobservers, without speaking or voting privileges unless representing anAssociation. The Committee and Commissions Chairs and theTechnical, Junior and Gender Commissioners, as expert advisers, willhave the right to speak. The AGM Chair, exceptionally, can allowspecial guests to attend and speak at the AGM too.1.5.1.3.3Representation by letter or proxy is not permitted.1.5.1.4 Delegates1.5.1.4.1Delegates shall be appointed by the appropriate body of theAssociation they represent; they shall either carry the citizenshipITTF Handbook 2021Page 14

1: Constitution(passport) of this Association or shall have their main residence in theterritory controlled by this Association for no less than 12 months.Delegates of Associations belonging to the same state unity, with thesame kind of national passport, must have their main residence for noless than 12 months in the territory where the Association has thejurisdiction. The Executive Committee, under special circumstances,can grant exceptions from this rule in a case-by-case basis.1.5.1.4.2The ITTF will cover the cost of travel and accommodation for onedelegate from each Association not in arrears to attend the AGM theyear of elections of the Executive Committee members according to theguidelines approved by the Executive Committee.1.5.1.5 Place and Time1.5.1.5.1An AGM shall be held at the place and date decided by the previousAGM or EGM and during the period, of the World Championships or, ifthe World Championships is not held at the due time, and in case ofemergency at such other place and date as the Executive Committeemay determine.1.5.1.5.2An AGM can be convened remotely (wholly or partly) if consideredappropriate.1.5.1.6 Notice of Meeting1.5.1.6.1Notice of the meeting, giving details of the place, date and time and thebusiness to be transacted, shall be sent by post or e-mail to:1.5.1.6.1.1each Association;1.5.1.6.1.2the Executive Committee members;1.5.1.6.1.3the Board members, the ITTF senior staff;1.5.1.6.1.4the Honorary Presidents;1.5.1.6.1.5the Personal Honorary Members; and1.5.1.6.1.6the President's Advisory Council members;. and1.5.1.6.1.7the Committee Chairs and Commissioners.1.5.1.6.2The notice shall be sent not later than 2 calendar months before thedate of the meeting.1.5.1.7 Notice of Business1.5.1.7.1Details in writing of propositions and resolutions to be dealt with at anAGM must reach the Secretariat not later than 3 calendar monthsbefore the date of the meeting.1.5.1.7.2Notice of the actual closing date in each year for the receipt of businessand propositions shall be sent to all Associations by the Secretariat notlater than 6 calendar months before the date of the meeting.1.5.1.7.3Propositions and resolutions, other than changes to the Constitution orthe Laws, of which due notice has not been given but which, in theITTF Handbook 2021Page 15
