Business Administrator Adam Cruz was happyto report that a majority of thebuses will be relocated to aprivate lot by 3/30/17. "Theremaining few buses will remain until the end of April because of payments that alreadyhave been made."R-96-3/17 - Overriding theMayor's Veto of an Ordinanceentitled: An Ordinance amending section 99-3 of the CityCode entitled RedevelopmentAgency.Councilman Fernando Gonzalez said he had just receiveda document pertaining to thisresolution. "I haven't had achance yet to review it. Howlong do we have for an override?"Council President Bill Petrick reminded Gonzalez that itwas done in February. "If wedon't do anything tonight, thenwe accept the veto."Councilman Gonzalez responded as he has done in thepast, "I would like to eliminatePARA altogether. It has servedits purpose. "Due Diligenceshould have been done to set afair market value on the property."Councilman Brian McLaughlin added, "I agree with Reillyon that the tax assessor couldhave done a better job on assessing fair market value onthe Manhattan Beach Project.City Attorney John Lanza responded, "The City of SouthAmboy doesn't do assessments. Assessments are doneby independent tax assessorsand it's based on his knowledge and comparables. TheCity or tax payee can appealthe decision. The Mayor/Council does not do assessments of property. Appealshave to be filed by April 1st."Lanza continued, "We didhave appraisals in connectionwith tax appeals. The tax assessmentwent up tenfold."Kross was confused andasked, "Did the property owner appealed the decision by thetax assessor?Mayor Henry replied, "Theowner did not appeal in time."Kross then questioned, "Howdoes John Q. The Amboy Guardian * March 22, 2017LOCAL PERSPECTIVEEDITORIALThumbs Up!How I felt walking downSmith Street, Perth Amboy on3/17/17 in the eveningIn the past at Council Meetings, the Perth Amboy Department of Public Works has beentaking it on the chin when itcomes to snow removal onSmith Street.On the evening of 3/17/17 Icaught the 8:40 p.m. train fromSouth Amboy to Perth Amboy.Upon arriving in Perth Amboy,from the time I walked up thetrain steps to the intersectionof Smith and High Streets, thesidewalks and streets (to thecurbs) were clear of 85% ofthe snow. It was a pleasant surprise to see that a person exiting on the passenger side ofvehicles had no snow to climbover. This was on both sides ofthe street. Even stores that hadno sun to help them clear theirsidewalks did an outstandingjob.Kudos to the Department ofPublic Works and to businesses on both sides of SmithStreet who did a fantastic job.Smith Street is the heart of ourbusiness district and everypublic service bus uses thatstreet.I realize that residents in other parts of town may have issues with their streets beingplowed in a timely manner, butthe main thoroughfares haveto take priority.There were a couple of businesses (on other streets in thebusiness district) who I wassurprised did not clean theirsidewalks in the time framethat the City's ordinance calledfor. My advice to those businesses is this: make an agreement with the businesses thathave quick snow removal toclear your sidewalks at thePerth Amboy Department ofPublic WorksUpdate on the Ferry; Remembering aLifetime Resident; Art Gallery ExhibitSOUTH AMBOY - MayorFred Henry was pleased to announce the Federal HighwayAuthority gave funds for recovering the artifacts by theFerry Terminal. The registrywould enable law enforcementagencies to reach a motorist’semergency contact in the eventof a crash that results in serious bodily injury, death or incapacitation of the motoristand inform the emergencycontact of the hospital or otherlocation at which the drivermay be receiving medicaltreatment.The measure effectively is anextension of Sara’s Law, ameasure both Coughlin andWisniewski sponsored, whichin 2011 established a next-ofkin registry linked to a motorist’s driver’s license or permit.Similarly, this new legislationwould tie emergency contactinformation to a motorist’s vehicle identification number.“Having a designated emergency contact can eliminatesome of the guesswork thathealth care professionals otherwise may go through as theyassist a victim who is unable tocommunicate his or her wish-es.
