IntroductionThe purpose of this publication is to celebrate theoutstanding achievements of members of Her Majesty’sCanadian Armed Forces (CAF). Although the grantingof the honour or award itself constitutes an appropriaterecognition of their service from Crown and Country, thisis only the beginning. Beyond the presentation of theirinsignia, these individuals become role models and theiractions inspire others to emulate their behaviour, and instilpride in our country. Their service epitomizes the higheststandards of devotion to duty, courage and leadership inthe military profession. Their stories and achievementstherefore must be communicated to other CAF membersand to all Canadians in order to realize the true meaningof ‘honouring’. This publication will allow everyone tounderstand the array and number of honours and awardsgranted to CAF members in 2018 and share the amazingstories of these outstanding Canadians.The honours and awards included are only those awardedto CAF members and members of allied forces or civiliansworking with the CAF and that are administered by theDepartment of National Defence or involves the Departmentof National Defence in their award process. CAF membersregularly receive honours from other sources. Though theymay be authorized for wear, they are not recorded here.For example, a reservist who is also a police officer may beawarded the Police Exemplary Service Medal or appointedto the Order of Merit of the Police Forces. These honours,however, are not recorded herein.The scope of this publication is limited to the honoursand awards publicly announced during the year 2018 asopposed to the date of approval or presentation of theaward. The announcement date is determined eitherby the Rideau Hall press release, the publication of theCANFORGEN or the publication of the award in TheCanada Gazette, whichever comes first.This publication does not include the full history andcriteria for the honours and awards concerned but onlya brief outline with the focus being on the 2018 recipientsand their achievements. The Order of Military MeritAppointments and promotions in the Order of MilitaryMerit recognize conspicuous merit and exceptional serviceby members of the CAF, both Regular and Reserve. TheOrder consists of three levels: Member (MMM), Officer(OMM) and Commander (CMM), the latter being thehighest. The level of responsibility assumed by theindividual determines the level of appointment.The Governor General presented insignia to membersat two investitures one held at La Citadelle in Québec Cityon 29 June and the other at the Canadian War Museum inOttawa on 6 November 2018. While these appointmentswere announced in 2017, and therefore included in lastyear’s report, some photographs of the investitures areincluded in the following pages.The 69 th list was announced in CANFORGEN 218/18 on7 December 2018 and contained the appointment orpromotion of 106 distinguished CAF members to or withinthe Order, including five Commanders, 21 Officers and80 Members. Normally, membership in the Order of Military Merit is forlife. The Constitution of the Order stipulates that a person’smembership in the Order ceases when either the persondies, the Governor General accepts the person’s resignationfrom the Order, or the Governor General makes an ordinance terminating the person’s appointment to the Order.2018 saw the third resignation in the Order’s history. The Most Venerable Order of the Hospital ofSt. John of JerusalemAppointments and promotions in the Order of St. Johnrecognize outstanding or exceptional service with the Order,mainly through its two foundations, the St. John Eye Hospitalin Jerusalem and St. John Ambulance. There are five mainlevels to the Order and usually one is admitted at the lowestgrade and is later promoted through the grades when furtherdistinguished service has been demonstrated. The grades areServing Member (formerly Serving Brother or Sister), Officer,Commander, Knight or Dame of Justice or of Grace and Bailiffor Dame Grand Cross, the latter being the highest.Only those appointments and promotions in the Order thathave been made on the recommendation of the Departmentof National Defence are included hereunder. The sameapplies for the other awards of the Order. Several otherCAF members have been honoured through the Order on therecommendation of other bodies such as St. John Ambulance.The DND appointments were announced by CANFORGEN194/18 on 17 November 2018. Declassified HonoursThere are instances where, for security and operationalreasons, the names and citations of CAF recipients ofhonours and awards are not released publicly althoughthe fact that an award has been made is announced.After some time has elapsed and the security concernsare reduced to an acceptable level, the names andsanitized citations can be made public.The awards below were previously published in aCANFORGEN and in previous editions of this reportwithout name and citation. As a result of declassification,the following details are now released. These Recipientshave not been included in official 2018 statistics asthey were included in previous editions.Meritorious Service Cross(Military Division)Lieutenant-Colonel Steven James HUNTER, MSM, CDDuring two separate tours as the commander of a specialoperations task force, Lieutenant-Colonel Hunter displayedunparalleled leadership and competence. His strengthand deft command were critical in the aftermath of anincident that injured three operators and killed anotherin theatre. His tactical innovation modified intelligencecollection methodology, resulting in substantially improvedkinetic effects against the enemy. 12Captain David Umberto Mario SUFOLETTA,SMV, CDMedal of BraveryFrom February to July 2011, Captain Suffoletta served asOfficer Commanding of the Embedded Partner Team withthe Kandahar Provincial Response Company. During thistime, he dramatically improved the operational effectiveness of the unit, while simultaneously enhancing both theAfghan rule of law and the overall legitimacy of the Afghangovernment. Captain Suffoleta’s efforts culminated in theestablishment of a credible and capable Afghan unit thatgained recognition at the highest levels of the Afghangovernment and the coalition.On May 6, 2015, Corporal Justin Yaassoub risked his life toassist an injured colleague during an incident in northernIraq. After coming under fire from partner forces who mistook them for the enemy, Corporal Yassoub was woundedand forced to seek cover with his team. Seeing an injuredcomrade nearby, Corporal Yassoub put down his weaponand attempted to reach him, but was forced back by a hailof bullets. Canadian Bravery DecorationsThe Canadian Bravery Decorations recognize people whohave risked their lives to save or protect others. The Crossof Valour (CV) is awarded for acts of the most conspicuouscourage in circumstances of extreme peril. The Star ofCourage (SC) is awarded for acts of conspicuous courage incircumstances of great peril. The Medal of Bravery (MB)is awarded for acts of bravery in hazardous circumstances.On behalf of THE QUEEN, the Governor General hasbeen pleased to approve the following awards:Medal of Bravery:Captain Michael Lawrence KRISTY, CD (Retired)On January 5, 2016,while on holidays in SantaMaria, Cuba, CaptainMichael Kristy and hisson, Master Corporal RyanKristy, rescued a man whowas in danger of drowning. Meritorious Service Decorations (Military Division)The Meritorious Service Decorations (Military Division) recognize individuals for outstanding professionalism and forbringing honour to the CAF. The Meritorious Service Cross (MSC) (Military Division) recognizes a military deed or activitythat has been performed in an outstandingly professional manner, according to a rare high standard that brings considerablebenefit or great honour to the CAF. The Meritorious Service Medal (MSM) (Military Division) recognizes a military deed oractivity that has been performed in a highly professional manner or of a very high standard that brings benefit or honour tothe CAF. The list below includes the eight MSCs and 37 MSMs announced in 2018.On behalf of THE QUEEN, the Governor General has been pleased to approve the following awards:Meritorious Service Cross(Military Division):Master Corporal John ARCHER, CDMaster Corporal Archer developed innovative data extractionand management proficiencies that enhanced CanadianSpecial Operations Forces Command’s effectiveness incountering violent extremists. His resourcefulness resultedin the enhancement of data management standards whichincreased actionable intelligence. Master Corporal Archer’sunparalleled subject matter expertise has resulted in theCanadian Armed Forces being recognized as a globaltechnical leader.Commander Todd BONNAR, CDFrom July to December 2017, Commander Bonnarexemplified outstanding leadership, coupled with tremendous planning and communications skills, as chief of staffand deputy commander of Standing NATO Maritime TaskGroup One. His efforts significantly enhanced Canada’scontributions to reinforce NATO’s military and strategicobjectives. He was also instrumental in shaping the largestNATO task group in over two decades. General Joseph DUNFORD Jr. of the United Statesof AmericaGeneral Dunford, Chair of the United States Joint Chiefsof Staff, is recognized for his outstanding co-operationand commitment to the Canadian Armed Forces. As astrong supporter of the Canadian Armed Forces’ missionin Iraq, he has exemplified the spirit of collaboration bychampioning alliances and partnerships, and by recognizingthem as strategic advantages. General Dunford’s strongleadership and vision have indisputably enhancedthe defence relationship between Canada and theUnited States.Commander Sheldon Roderick Kyle GILLIS, CDCommander Gillis was deployed from January to July 2017as the commanding officer of Her Majesty’s Canadian ShipSt. John’s, which contributed to NATO assurance measuresin the Mediterranean, Black and Norwegian seas. Heexpertly led the ship and her crew through the criticalpatrols, conducting surveillance and large-scale exerciseswith other NATO-member states. With every new andunique challenge brought by this demanding role,Commander Gillis provided outstanding leadershipand direction to his unit in order to accomplish allthe missions assigned to St. John’s.Lieutenant-General Frederick Benjamin HODGES(Retired) of the United States of AmericaDeployed to Afghanistan as director of operations forRegional Command South in 2009 and as commander ofUnited States Army Europe from 2014 to 2017, LieutenantGeneral Hodges was wholly committed to the strategicand operational links between Canada and the UnitedStates. Leveraging his superior diplomatic skills, he providedunwavering support to Canada’s Joint Task Force Afghanistanand enhanced the constructive co-operation betweenCanadian and American troops while commanding UnitedStates Army Europe.Honours & Recognition 2018Corporal Alexander Nicolas PAPINEAU-LEVESQUEOn August 14, 2016, during Operation IMPACT, CorporalPapineau-Levesque was instrumental in saving the livesof dozens of host nation soldiers injured on the battlefield.As the trauma combat casualty care provider on-site, heprovided front-line medical treatment to multiple waves ofcasualties during the first 14 hours of a counterterrorismoperation. Leading a small team of Canadian and alliedsoldiers, he oversaw the successful medical treatmentof more than 90 casualties, demonstrating exceptionalprofessionalism, dedication and skill.General Lori ROBINSON of the United Statesof AmericaGeneral Robinson served as commander of the NorthAmerican Aerospace Defense Command and the UnitedStates Northern Command from 2016 to 2018. Her devotionto duty and her selfless service to both Canada and theUnited States contributed immeasurably to a strong,integrated, bi-national defence of North America.
