CharacterAll applicants for graduate admission, enrollment,and/or attendance at Eastern Washington Universitymust meet minimum education and characterrequirements.All applicants must demonstrate sufficient maturityand discipline as are considered necessary forattending and participating in a collegiateenvironment. The appropriate Vice Provost ordesignee shall make final determinations as towhether an applicant meets these requirements. Tomeet character eligibility requirements, eachapplicant must:1-1. EducationGraduate degree specializations must be built e degree (or equivalent) from anaccredited college or university is required foradmission to a graduate program and/or enrollmentin any graduate level classes at Eastern. Accreditedrefers to regional accreditation in the United Statesor equivalent process in other countries. Exceptionsfor certain senior students are provided undersection 2-4. International applications are reviewedon a case-by-case basis.Applied baccalaureate (BAS) degrees from two-yearand four-year colleges and universities, authorized tooffer such degrees, are considered acceptable foradmission to the Graduate School. However, specificprograms may:a. Choose not to accept applied baccalaureatedegree applicants; orb. Require prerequisite courseworkcondition of admission.as aa. display competence to profit from the curricularofferings of the university; and,b. Demonstrate sufficient maturity such that his orher presence or conduct will not create a disruptiveatmosphere within the university.c. Demonstrate the ability to comply with therequirements of the Student Conduct Code.Applicants/students who exhibit a pattern of behavioror conduct that is contrary to EWU’s StudentConduct Code may be denied admission,enrollment, and/or attendance.1-3. AppealsStudent appeals involving graduate regulations maybe addressed to the Graduate Studies Office. Thewritten appeal should be initiated by the student andsupported by the appropriate graduate programadvisor or director. The appeal document mustcontain adequate justification which demonstrates1

Graduate Studies OfficeThe Graduate Studies Office oversees all policiesand procedures for graduate education and is theclearinghouse for admissions, candidacy, degreecompletion and academic appeals.CHAPTER 2 – ADMISSION AND REGISTRATION2-1. GeneralThe Graduate Studies Office coordinates admissionfor all graduate student applicants. Generaladmission requirements are provided in this policy;however, individual programs may establishindividual requirements. The Graduate StudiesOffice is the final authority for information related tograduate admission and graduate studies.2-2. Admission RequirementsAdmission to a graduate program requires thefollowing:a. Evidence of scholarly ability as indicated by aminimum grade point average of 3.0 in the last 90quarter or 60 semester graded credits ofpostsecondary academic course work. Applicantswith earned graduate or professional degrees fromappropriately accredited institutions are judged, bytheir academic accomplishments, to show evidenceof student preparedness generally equivalent tothese minimum admission standards.b. A cumulative minimum GPA of 3.0 in all postbaccalaureate course work, if any.c. English language proficiency (see §2-5).d. Recommendation of admissionappropriate graduate program.bythee. Approval by the appropriate Vice Provost ordesignee.f. If required by the program, acceptable scoresfrom the Graduate Record Examination (GRE), theGraduate Management Admission Test (GMAT), orother standard test.2-3. Scholarly Ability Exceptionsa. 10% Exception Admission: Up to 10% of thequalified applicants for admission to graduate studymay be admitted as exceptions to the requirementslisted in §2.2. A degree-offering unit may take intoaccount the following factors as alternativeadmission criteria for recommendation of admissionas a 10% exception:(1) An applicant’s performance in proceedingthrough an undergraduate degree program: Anapplicant’sdemonstratedimprovement, over time, of his or her gradepoint average, even though the calculatedaverage might remain below 3.0 An applicant’s satisfactory completion ofupper division courses that providenecessary background for graduate study inthe discipline.(2) Interview(s) of the applicant bydepartmental admission committee:the An applicant’s demonstration of qualitiessuchasmaturity,motivationandcommitment to graduate study An applicant’s description of additionalqualifications for programs which seek toattractstudentswithprofessionalexperience as well as academic credentials.(3) Written and oral recommendations frompersons who are qualified to evaluate theapplicant’s academic record, relevantexperience or academic potential.(4) A portfolio of the applicant’s work whichdemonstrates productivity and expertiserelevant to the discipline.(5) Scores on relevant standardized tests.b. Weights given to the various factors undersection 2-3a as justifications for recommending 10%exception admission may vary among academicunits.c. Special Clienteles: Upon approval of the StudentAchievement Council, programs serving specialclienteles may be exempted from the GPArequirement defined in section 2-2a. Alternative anddemanding admission standards will be establishedfor the exempted programs.d. Professional Experience: Applicants with at least10 years of increasingly responsible professionalexperience in a field directly related to2

These applicants must have abaccalaureate degree from a regionally accrediteduniversity and must meet the following requirements:(1) Submit transcripts showing a minimumgrade point average of 3.0 in the last 90quarter or 60 semester graded credits ofpostsecondary academic course work; orsubmit satisfactory scores on the GRE,GMAT or other approved test.(2) Submit to the academic unit offering theprogram an essay demonstrating criticalthinking skills; or submit a statement of intentdemonstrating a level of knowledge andintellectual maturity appropriate to theproposed field of graduate study; or submitto the academic unit offering the programevidence of professional success in a fieldrelevant to the proposed area of study.e. Applicants for admission under the professionalexperience provision must work closely with theprogram advisor or director to ensure that all requiredmaterials are received and reviewed. Anyrecommendation for admission under this provisionmust come from the academic department orprogram to the Graduate Studies Office. Additionaldetails related to this program may be provided in theAnnual Catalog.2-4. Undergraduate Enrollment / Admissionsa. Undergraduate students with senior standingmay enroll in 500-level graduate courses subject tothe following provisions:(1) A minimum cumulative GPA of 3.25(2) Permission of the chair or designee of thedepartment offering the course(3) Permission of the appropriate Vice Provostor designeeb. Applying Credits to a Graduate Program:Graduate courses taken as an undergraduate maybe applied to a graduate degree program at Easternsubject to the following provisions:(1) Such courses cannot be applied to thestudent’s undergraduate education.(2) Prior permission of the appropriate ViceProvost or designee.ACADEMIC POLICY 303-22(3) Applying such courses to a graduateprogram is subject to all other graduateregulations, including a limitation of 12credits which may be applied toward adegree program before admission to theprogram.(4) Courses similarly taken for “graduate credit”at other institutions may also be applied tograduate degree programs at Eastern,subject to all other graduate regulations.c. Admission to Graduate Program: Undergraduatestudents may not be admitted into a graduateprogram. Permanent exceptions to this policy maybe requested by graduate programs through appealto the Graduate Affairs Council (GAC).Allof the usual requirements of the graduate programapply. Only courses completed before baccalaureatedegree completion that have been previouslydesignated as for ‘graduate credit’ may be applied toa graduate degree program. Programs with CPACapproved 3 2 programs may request an exceptionto the policy. Occupational Therapy has beenapproved for their longstanding 3 2 program.2-5. English Language ProficiencyStudents, whose first language is not English or whodid not graduate with a bachelors, masters, orequivalent degree from an accredited institutionwhere English was the language of instruction, arerequired to submit English language test scores. Allapplicants must meet all other admissionrequirements in addition to the English languageproficiency (ELP) requirement in order to beadmitted.a. An applicant who does not meet the minimumscore will not be considered admissible by theGraduate Studies Office.2. Graduate Studies does not offer conditionaladmissions.3

GRADUATE STUDENTS3. An applicant who has attained therecommended score has satisfied GraduateStudies’ ELP requirement.4. Anadmittedapplicantbelowtherecommended score will be required to enrollin and successfully complete EWU’s AcademicEnglish Program (AEP).5. Individual Graduate programs may require ahigher minimum English language test scorefor admission than listed above with theapproval of the Global Programs AcademicCouncil and the Graduate Affairs Council.2-6. Graduate Certificate ProgramsThe prerequisites and general criteria of eligibility foradmission to any graduate certificate programinclude:a. An earned baccalaureate degree or itsequivalent from a regionally accredited college oruniversity. International applications are reviewed ona case-by-case basis.ACADEMIC POLICY 303-22completion of a certificate program on the student’stranscript upon completion.e. A maximum of 40% of the credit hours towardsany certificate program may be accepted as transfercredit per the approval of the certificate programdirector.f. Students pursuing a graduate certificate will berequired to meet the same academic requirementsas those defined for degree-seeking students.A Certificate Graduate student may enroll on eithera part-time or a full-time basis, as determined by thecertificate program coordinator. Students enrolled ona full-time basis will have access to many of thesame campus services as other full-time graduatestudents.They also may be considered for merit-basedfinancial aid by the department or program, as wellas for need-based financial aid by the Financial AidOffice pursuant to Federal regulations, but at areduced priority compared to degree-seekingstudents.b. Minimum grade point average, minimum TOEFLscores, standardized test scores as set by eachprogram; whether or not certificate courses may becounted towards a related master’s degree programand other similar criteria as part of the application.2-7. Registrationc. Graduate students who are currently enrolled ina graduate program of study leading to a degree, andwho wish to pursue a simultaneous graduatecertificate within Graduate Studies must inform theprogram coordinator of the certificate program inquestion and the Graduate Studies office.Students who have earned a bachelor’s degree orhigher from an accredited institution may apply fornon-degree (non-matriculated) graduate enrollment.The following restrictions apply:d. An application for Graduate Studies is required.Students who are currently enrolled in GraduateStudies and who wish to pursue approved graduatecertificate programs must apply for admission tosuch programs before one-half of the required creditsare completed. The appropriate Vice Provost ordesignee, upon request by the certificate programcoordinator, may grant exceptions to this policy.Certificate-seeking graduate students who are notcurrently enrolled in a master’s program will beadmitted into a separate classification within theGraduate Studies, as “Certificate Graduate”students, as defined by the Graduate Affairs Council.The Graduate Studies Office will note successfulRequirements for class registration may varybetween classes and between students.2-8. Non-matriculated Studentsa. Enrollment is restricted to 500 level courses, orbelow, subject to both program and instructorapproval. Enrollment also is subject to any course orprogram pre-requisite requirements.b. Non-degree students are eligible to enroll for upto one year (renewable), and are not eligible forfinancial aid.c. Non-degree seeking graduate students paygraduate tuition.d. Non-degree status is not available for anyoneholding an F-1 visa status nor will non-degreeapplicants be issued an I-20 by the EWU GraduateStudies Office.Non-degree graduate status is intended for studentswho do not wish to pursue a graduate degree, or a4

GRADUATE STUDENTSgraduate certificate, and is not to be used forprobationary status for those seeking admission tograduate studies. However, students may apply atany time for an advanced degree by following therequirements for admission to graduate studies.The restriction on 12 pre-admission credits and thesix-year time-limit to complete a degree apply to anycredits earned before admission to a graduatedegree program.Enrollment as a non-degree-seeking student doesnot guarantee admission to graduate ment must apply separately through theUndergraduate Admissions Office.CHAPTER 3 – ACADEMIC PROGRAMS3-1. Program RequirementsEach graduate program at the University has specificrequirements related to curriculum, course levels,credits, exams, thesis and similar items. Many ofthese program requirements are outlined in theannual Catalog. Additional and/or revised programrequirements may be found in quarterlyannouncements or other publications, or throughEagleNet, Records and Registration, or theuniversity website. The graduate catalog, however,should be considered the definitive source of specificprogram requirements.3-2. ExceptionsStudents may request exceptions to programrequirements through the academic departmentchair, the graduate program director, the AcademicAppeals Board, or the appropriate Vice Provost ordesignee– depending on the nature of the exceptionrequested.a. The Academic Appeals Board will considergraduate student requests for exceptions related toprevious graduate credit (see section 3-3).b. The appropriate Vice Provost or designee willconsider student appeals of graduate policies andprocedures (also see section 1-3).c. All appeals of academic requirements must bebrought first to the department chair or programdirector.3-3. Transfer CreditsACADEMIC POLICY 303-22a. Students may include in a graduate degreeprogram, from any regionally accredited college oruniversity, a maximum of 12 quarter or ninesemester department- or program-approved preadmission credits not used toward an undergraduatedegree.b. Exceptions to this policy can be made by theAcademic Appeals Board in rare and specialcircumstances. Request for exceptions must bemade in writing by the student and the programadvisor to the Academic Appeals Board. However, inno case may credit be granted for experientiallearning which occurred before the student’smatriculation into the graduate degree program.(1) To request a reconsideration of a denial, aninterview with the Academic Appeals Board mustbe scheduled at which the student and programadvisor appear together to present their case.(2) Permanentexceptionswhichhavepreviously been granted by the Graduate AffairsCouncil include:(a) With program approval, Master of SocialWork degree students completing their firstyear of graduate study elsewhere may beadmitted directly into the second year of thetwo-year MSW program with the stipulationthey complete at least 50% of the requiredtotal program credit requirements at EasternWashington University.(b) Students admitted to the Master ofEducation degree program in French (Niceprogram only) may apply 15 pre-admissionquarter credits toward the required 48quarter credits.(c) With program approval, Master of Arts inInternational Business and Economicsdegree students at the University of AppliedSciences Schmalkalden (FhS) inSchmalkalden, Germany will transfer intoEastern Washington University (EWU) 24quarter credits from this MA program intothe Master of Business Administration(MBA) program at EWU. These studentswill complete 24 quarter credits at EWU tocomplete the requirements for the EWUMBA degree.(c) With program approval, students in theEd.S. in School Psychology Respecialization Program may transfer into5

Thesecredits are exempt from meeting the 6-yeartime-limit described in section 4-3.c. Graduate credit may be granted for internships,field experiences and clinical practices that are anintegral part of the graduate degree program. Creditmay not be granted for experiential learning whichoccurred before the student’s matriculation into thegraduate degree program. Unless the graduatestudent’s faculty advisor structures the currentlearning experience and monitors and assesses thelearning and its outcomes, no graduate credit isgranted for current learning experiences external tothe student’s formal graduate program.second master’s degree including course work, tests,thesis, foreign language, experience, age of ements as specified. Students may apply amaximum of 12 department/program credits from onemaster’s degree or degree program to a second oradditional master’s degree.3-6. Dual Master’s DegreesStudents who enroll in the Master of PublicAdministration degree program may choose the dualdegree option with any one of three other programs:the Master of Business Administration, Master ofUrban and Regional Planning or Master of SocialWork. Upon the completion of specifiedrequirements for each of the degree programs, thestudent will be granted two master’s degrees.3-4. Academic Standards, Probation & Dismissala. Graduate students must maintain a cumulative3.0 GPA in all courses completed since admission tograduate studies at EWU.b. Students who fall below a cumulative 3.0 GPAwill be placed on probation.c. The Graduate Studies Office shall providewritten notification of placement on probationarystatus to both the student and the student’s graduateprogram director.d. The student has the right to appeal to thedepartment program advisor on any action takenwith respect to this probationary process.e. One quarter is allowed to restore the cumulativeGPA to the minimum 3.0.Advanced StandingDoctor of Physical Therapy108 sem crNewly proposed graduate programs (certificates orMasters) at EWU must have credit loadscommensurate with comparable graduate degreeprograms in the discipline at other institutions.3-5. Multiple Master’s DegreesStudents who have earned one master’s degree maybe awarded another master’s degree when theyhave completed the requirements for the seconddegree as set forth in the Graduate Catalog.Students must meet all of the requirements of thef. Faculty of the department offering the degree,with the approval of the Graduate Studies Office,may extend the probationary period by one quarter,when warranted by special circumstances.g. Students on probation may not be advanced tocandidacy or schedule their comprehensive exams.h. Students unable to restore their cumulative GPAto 3.0 or above in the additional quarter of probationshall be terminated from the program.i. Individual departments/programs may haverequirements that are more restrictive. Suchrequirements supersede those stated here.6

GRADUATE STUDENTSj. Students who have been academicallydismissed from a graduate program may reapply foradmission. In addition to the application forreadmission to graduate studies and meeting alladmission requirements specified by the program,applicants who have been dismissed must alsosubmit a written petition to the program stating theirreadiness to pursue the degree and addressing thecircumstances that led to dismissal. Applicants whoare then readmitted will be allowed to register for onequarter only. At the end of the initial quarter,continuation is contingent upon recommendationfrom the program and the approval of the appropriateVice Provost or designee. Students who have beenreadmitted will have up to two quarters to return togood academic standing with a cumulative graduateGPA of at least 3.0. Extensions of probationarystatus may be approved on the writtenrecommendation of the program and with theapproval of the appropriate Vice Provost ordesignee. Students who are not recommended forcontinuation are not eligible for one year to reapplyfor admission to graduate studies. [§ 6.5 verbatim].Re-application does not guarantee re-admission.4-2. Coursework Requirementsa. Program requirements shall not be satisfied withany course credit in which a grade below C is earned.Only two courses in a student’s degree program maybe below a grade of B-. Repeating courses for whicha grade of less than B- was received does not negatethis rule. Individual departments/programs may haverequirements that are more restrictive; suchrequirements would supersede those stated here.b. Students are expected to successfully completecourses for which they register. The record of anystudent with more than two no-credit (NC) grades intheir program will be reviewed by the programadvisor with possible termination of the program asa consequence.c. Pass/No Credit grades are utilized only indesignated graduate level courses. The P/NC gradeis mandatory for all students enrolled in courses sodesignated by departments. Students may countP/NC graded courses in their graduate degree work,but they must complete at least 75% of the quartercredits required for the program as graded work.Upper division courses (300-400) with P/NC gradesACADEMIC POLICY 303-22cannot be included as part of a graduate degreeprogram.d. At least 75% of the total credits for a graduatedegree must be at the 500 level or above. No 300level courses may be included in a graduate degreeprogram without prior approval of the appropriateVice Provost or designee. No more than one 300level course (a maximum of five quarter credits) shallbe included in any graduate degree program. Twotypes of 300-level courses will be considered forapproval: (a.) support courses from outside of themajor discipline, or (b.) support courses not availablethrough Eastern Washington University. In eithercase, such exceptions must be justified, in writing, bythe degree program director to the appropriate ViceProvost or designee. Doubtful cases may be referredto the Graduate Affairs Council by the appropriateVice Provost or designee. (see appendix A forInterdisciplinary Studies program)e. Three-fourths of the minimum credits requiredfor the specific degree program must be earned inapproved courses offered by EWU. The remainingcredits may consist of approved credits from otheraccredited institutions.f. No more than one-half of the minimum numberof credits required for the degree may be countedtoward the graduate degree program before the totalprogram is planned and the Application for DegreeCandidacy form submitted (also see chapter 5).g. Distance-delivered courses numbered 400 orabove and offered by accredited institutions asgraded courses and part of a graduate program ofstudy may be included in a graduate degree programat the discretion of the program/department.h. No more than one 597 workshop course may beincluded in a graduate degree program, for amaximum of three credits.4-3. Program Time Limitsa. Time limit: All academic requirements, includingcourse work, thesis and final examinations, must becompleted within a six-year time period. The sixyear period is based on academic terms.The start term for the six-year period is the EWUacademic term corresponding to the completion dateof the earliest course being included as part of thedegree program. If the student completed the firstcourse between EWU academic terms, the next term7

GRADUATE STUDENTSwill be considered the start term (e.g. for a firstcourse completed in late August, the start term wouldbe fall). The student's admission status at the timethe first course was taken is irrelevant in determiningthe start term. A student's start term may be aSummer Term.The end term is the corresponding term six yearsafter the start term (e.g., for a start term of fall 2004,the end term is fall 2010).b. ReadmissionAdmitted students who fail to complete the degreewithin the six-year period will be dropped from theprogram. Dropped students must apply forreadmission to the degree program with evaluationof all credits taken to date and must pay theapplication fee.The six-year time period applies equally toreadmitted students; courses falling outside the sixyear time relative to a readmitted student’s newintended end term are expired and may not becounted toward the degree.4-4. Degree ProgressGraduate students are expected to make efficientprogress toward their degree. Those with attemptedcredits on their record at or above 150% of theminimum number of credits required for theirprogram will be prevented from registering until theyhave met with their academic advisor andestablished a revised plan for program completion,specifying a new graduation term. This plan must besubmitted with the written support of the student’sacademic advisor and approved by the appropriateVice Provost or designee in order for the student toregister.4-5. Degree Completion, Minimum Enrollment,and Use of University ResourcesDuring the six-year period allowed for degreecompletion, students who are using Universityresources (e.g., faculty consultation, laboratories,some library resources, scheduling and completingfinal oral examinations and so on) must register for aminimum of two (2) credits. If summer is the finalterm, the student must register for a minimum of one(1) credit.In the term of the final oral examination, studentsmust be enrolled for a minimum of two (2) credits.ACADEMIC POLICY 303-224-6. Research RequirementProof of competence in research is required of allgraduate degree candidates.CHAPTER 5 – GRADUATE DEGREE CANDIDACY5-1. CandidacyThe program specified on the candidacy formconstitutes the graduation requirements for thestudent.Advancement to graduaterequires the following:degreecandidacya. Admission to a graduate program.b. Completion of at least 15 credits of gradedgraduate course work, at least 10 of which must beat the 500 level, but no more than 50% of the coursework required for the degree.c. Maintenance of at least a 3.0 cumulative postbaccalaureate GPA.d. Submission of the Application for DegreeCandidacy form to the Graduate Studies Office,specifying a graduate degree study programapproved by the major department. This program, atthe student’s option, may be based on either currentrequirements or those in effect at the time ofadmission. The form must be submitted before thestudent has completed one-half of the minimumcredits unless program requirements allowsubmission after the mid-point of the student’sprogram. All applications for graduate degreecandidacy must be submitted no later than the firstFriday of the term before anticipated graduationunless special permission is granted by theappropriate Vice Provost or designee.If any changes to the list of courses identified onthe candidacy form occur after advancement tocandidacy, students must submit a CandidacyContract Change form to the Graduate StudiesOffice that has been signed by their advisor(s).e. Successful field experience as required byspecific degree programs.f. Approval of the appropriate Vice Provost ordesignee.g. No application for degree candidacy thatincludes courses in a proposed substantive program8

approval of the Global Programs Academic Council and the Graduate Affairs Council. 2-6. Graduate Certificate Programs The prerequisites and general criteria of eligibility for admission to any graduate certificate program include: a. An earned baccalaureate degree or its equivalent from a regionally accredited college or
