Measurement and Payment: Cleaning work for the roof membrane shall be measured by the squarefoot of surface area completed. Measurement shall be submitted to the City’s liaison for verificationand documentation. Cleaning of the gutters shall be incidental to the membrane cleaning. Payment willbe made in accordance with the Specifications for each unit bid item listed on the proposal form.Administration: The City in coordination with the contractor shall make all measurements anddetermine all quantities and amounts of work done for progress payments under the contract.Approximately once a month, the project manager shall make an estimate of the work completed ordone by the contractor, and such estimates will be made by measurement or approximation at theoption of the project manager. The project manger's determination of progress payments shall beconclusive. PF19‐0072FTacoma Dome Roof CleanTechnical ProvisionsExisting ConditionsThe existing roof material was installed under Work Order No. SA 1253, Specification No. G‐223‐95. Thematerial is thermoplastic sheet roofing supplied by HPG Roofing Systems and installed by Haight RoofingCo., Inc. There are six (6) colors that comprise the triangular pattern of colored triangles. The uppersection of white color is fully adhered with the lap seams thermo‐welded, the other five (5) colors aremechanically attached with lap seams welded.Cleaning Elastomeric Sheet Roofing – Tacoma Dome Roof CleaningGeneral: Cleaning the roof of the Tacoma Dome is a complex and potentially hazardous work project.Outlined below are the components of the Scope of Work that shall be performed.Administrative, Environmental and Safety1. Institute Compliance with all City of Tacoma, Pierce County, State of Washington and Federalordinances, laws and regulations including but not limited to:a. Provisions of the Contractor’s Safety and Fall Protection programs;b. Provisions of OSHA and EPA regulations pertaining to the Work referenced herein;c. Provisions of the hazardous materials sections of the Safety Data Sheets submitted forproducts brought to and utilized on site;d. Provisions of the Hazardous Materials Management Plan filed by the Contractor withthe appropriate City of Tacoma agencies;e. Provisions for electrical safety, in particular, safe working conditions while usingelectrically powered equipment during the cleaning process; andf. Provisions to ensure compliance with Tacoma Municipal Code, in particular, theprovisions of Chapter 12.08.2. A Special Authorization to Discharge issued by Sewer Utility, including payment of anappropriate fee, signed application and Hold Harmless agreement is required. Safety DataSheets for cleaning compounds used during the project must be submitted to Sewer Utility atthe time of application. As part of the final Authorization to Discharge, the contractor may berequired to perform and bear the cost of analytical tests to verify that the wastewater meets thedischarge limitations in Tacoma Municipal Code Chapter 12.08. Under certain circumstances thecontractor may be required to contain and test wastewater generated during this project beforepermission to discharge shall be granted.3. The City will institute a Quality Assurance program, including compliance and documentationservices performed by the contractor. In particular, the City will define protocols for theinspection and for coordination with Tacoma Dome management and other affected parties.4. Acceptance of Work: Upon satisfactory completion of the cleaning work, the City will providewritten acceptance of the work after a final inspection.PF19‐0072F ‐ Tacoma Dome Roof Clean

Safety1. The contractor shall hire a safety consultant to provide a fall protection plan for the work andprovide comment and suggestions in the field as required. The roof area is steeply sloped inareas and will become very slippery during the cleaning process. The contractor shall instituteSafety and Fall Protection programs and thoroughly review these programs with all personnelon a daily basis.2. The contractor shall locate and verify strength and capacity, as well as pertinent compliance forthe existing safety cable grid on the roof area around the Cupola.3. All Work shall be conducted by personnel wearing safety harnesses, securely attached to thesafety cable grid. Use other safety equipment as deemed necessary by the safety consultant.The WorkGeneral: The project scope of work includes removal of accumulated dirt and other material adheringto the roof membrane, also, removing and disposing of waste and water from the cleaning operation.Repair any damaged sections of the roof material. The contractor shall provide water under pressurefor roof cleaning. There is no water source from inside the Cupola or at the roof level. The City willprovide a water source at ground level. The contractor shall provide the conveyance equipment andmaterials necessary to provide water under pressure to the cleaning activities.Pre‐Cleaning Inspection: The contractor shall participate in a joint inspection with the City’s liaison anddocument the roofing system conditions.Work Sequence: Work shall be coordinated and sequenced to minimize interference with TacomaDome activities as well as property owners abutting the project site. The contractor shall sequence thework to maintain public access to the site. The project schedule shall be updated weekly.Preparatory Cleaning at Cupola: The contractor shall clean the access path to the roof through theCupola and the Cupola exterior louvers.1. Walkway inside the Cupola:a. The Walkway shall be cleaned prior to cleaning the roof membrane to avoid latertransference of any walkway debris to the cleaned roof;b. Loosen and remove the accumulated walkway debris material using only a hand brushand broom. No liquid cleaners can be used in this area due to the adjacent presence ofthe interior electrical and mechanical systems; andc. Use an industrial vacuum cleaner with a fine filter to thoroughly remove all remainingwalkway debris.2. Louvers at the Cupola:a. The louvers shall be cleaned prior to cleaning the roof membrane to avoid latertransference of any louver debris to the cleaned roof;b. A protective barrier shall be installed at the interior face of the louvers to prevent liquidentry into the Cupola from the cleaning process;c. Loosen and remove the bulk of the louver dirt and debris material using a hard brush;PF19‐0072F ‐ Tacoma Dome Roof Clean

d. Use an industrial vacuum cleaner with a fine filter to thoroughly remove the looseneddebris; ande. Clean the louvers using a liquid or granular cleaning product and water until all surfacesare clean.3. Roof Membrane:a. The accumulated debris at the roof membrane generally consists of hydrocarboncontaminants with airborne dirt particles bonded to the Southwest face, and greenalgae;b. Using manual brushing, clean the roof membrane using ‘Simple Green’ (or comparableproduct) and water until all surfaces are clean;c. Apply soapy water to the brushes. The cleaning shall proceed with minimum two‐footwide swath;d. Close inspection of the cleaned membrane shall be conducted to identify any stainedareas that may need additional cleaning. Use a sample sheet of new membrane as acomparison to guarantee that at least 90% of the stain is removed;e. An appropriate algae treatment may be applied as a preliminary cleaner for the areaswith green algae, followed by a flushing of clean water for two to three minutes; andf. Under no circumstances shall the cleaning mixtures be allowed to enter the City ofTacoma’s storm drainage system.4. Gutters & Wash Water Management:a. Plug the gutter system so that total control of all liquids is established. Test leakage onlywith water;b. Open two drain leaders on opposite sides of the roof. Install collection systems at bothleaders to capture all waste water;c. Monitor, using radio‐equipped personnel, both collection systems throughout thecleaning process;d. Dispose of collected wastewater in a manner that meets all City, County, State, andFederal requirements, in particular, the relevant provisions of the Tacoma MunicipalCode; ande. Reinstall, like and kind, the removed drain leaders. Open the gutter system.MClose‐Out: The contractor shall participate in a joint post cleaning inspection with the City’s liaison toreview the cleaned roofing membrane conditions; demobilization shall proceed only after writtenacceptance of the Work; remove all unused material from the Work areas; and dispose of all emptycontainers and unused materials in compliance with City, County, State and Federal regulations. Byrequiring such minimum insurance, the City of Tacoma (City) shall not be deemed or construed to haveassessed the risk that may be applicable to Contractor under this Contract.
