(Board of Education Regular Meeting April 20, 2005)The President opened the Public Comments session and calledfor comments from visitors.Ms. Heather Reid stated she had lived in Fontana for the pastyear and a half, received her Bachelor of Arts degree and completed hermethods and credential courses at Cal State University of Long Beach,and was an elementary school teacher in Orange County for 10 yearsprior to having children. She was present to appeal the denial of aninter-district transfer request to the Orange County School District inorder to participate in the Community Home Education Program offeredthere, as it was a valid independent study program and there wassufficient room in the school of requested attendance.Mr. Hawthorn requested for the Superintendent to look into Ms.Reid's situation and respond back to her.Mr. Rafael Trujillo, representative from the office of AssemblymanJoe Baca Jr., invited the audience to participate in the First AnnualNational Children's Day at Fiesta Village on April 30, where free testingfor asthma would be provided for children by Arrowhead RegionalMedical Center, and free information and applications for the HealthyFamilies program would be available.Mr. Tony Orlich, community member, spoke of his belief that theaim of the No Child Left Behind Act was to destroy public schools byimposing impossible goals and sanctions, that charter schools hadsimilar goals plus the opportunity for making people rich. He mentionedcharter schools that had been closed down and were being investigatedfor potentially criminal acts, government control of schools through thetesting regimen, and of money to be made by the companies thatprovide the tests. Mr. Orlich last noted that Congress does not have thepower to legislate schools, and less was spent on'school children thanon the military in Iraq.PublicComments

(Board of Education Regular Meeting April 20, 2005)Ms. Dee Dee Arganda, district teacher, spoke of the importance ofstudent attendance and the loss of funding when students were not inschool; that parents needed to be responsible for getting their children toschool.PublicComments,continuedMr. Hawthorn responded that Ms. Arganda's points were welltaken and that there was a component in the new district goals toaddress student attendance.Ms. Beth Davidson, district employee, stated she was present asa member of the USWA Negotiations team, and thanked the district andthe team for starting to move negotiations forward, there was hope tocome to a resolution very soon, as employees were in a hurry for theirretroactive pay.The Board approved the submission of a General Waiver to theCalifornia Department of Education for the District to act as a provider ofSupplemental Educational Services for the 2005106 school year.Dr. Milligan explained that the waiver copy provided in the agendawould be modified a bit as a flaw in the law had been discovered and theState wished to use Fontana Unified as a template until the State Boardcould meet regarding the law in July.Motion made by Dr. Wayne Ruble, seconded by Dr. ArlenePiazza, and carried.Submissionof GeneralWaiverApproved

(Board of Education Regular Meeting April 20,2005)A demonstration of the capabilities of the Edusoft program wasprovided for the Board. Dr. Milligan explained that only a portion of theprogram would be used for the first year to assure that the district'sinfrastructure could support it and teachers could become comfortablewith it. He asked one of the district's principals who had been pilotingthe program for the past year to speak of his experience.ContractApprovedMr. Kevin Tierney, Principal of Tokay Elementary School, sharedthat since his staffs training on the program in January and Februarythey were most impressed with the power they had to access data andmake it work for students and parents, and that in student conferenceswith parents teachers were able to pull data to show parents what theirchild needed to work on. He closed by saying that he had receivednothing but positive feedback from teachers.Dr. Milligan noted that the power of Edusoft laid in the ability ofadministration to lead their staff in utilization of the product, and thatwhen fully implemented it would be possible for him to pull upinformation on schools to use when meeting with principals to providethem with the right support.The Board approved a contract with Edusoft for Internet-basedData Analysis Tools in the amount of 269,600.40 for the 2005106school year.Motion made by Dr. Wayne Ruble, seconded by Mrs. Kathy Binks,and carried.The Board approved the Summer Swim Program for publicrecreational swimming at Fontana High School for the period of June 27- September 2,2005.Dr. Ruble voiced his concern that sometime the 3" grade swimprogram needed to be re-implemented.Motion made by Dr. Wayne Ruble, seconded by Ms. LauraAbernathy Mancha, and carried.SummerSwimProgramApproved
