Streamers areessentially “goals” set by National for Posts to achieve during each calendaryear. Based on applications submitted by each post, National recognizes Postswho achieve the goals and also recognize an extra level of achievement as “withdistinction”. The three streamers the Post was awarded for 2015 are: Education and Training Leadership and Mentoring Relationships and RecognitionOur Post was awarded the streamers“with distinction” meaning that thePost completed all the activitiesrecommended by National. Eachstreamer award is the result of carefullyplanned activity by the SacramentoPost Board of Directors and CommitteeMembers and dedicated time and effortto execute each activity and event.The Education and Training streamer goals for example include the lunch meetingprograms and site visits that provide technical information and PDH units and ourprograms to assist engineers with certifications and higher degrees.The Leadership and Mentoring streamer goals include our mentoring workshopsfor young and student members such as the STARBASE mentoring, sending youngmembers to training conferences, our K-12 outreach and support of the Science,Technology, Engineering and Math programs at the high school level, and muchmore.The Relationships and Recognition streamer goals include the publishing of thisnewsletter, maintenance of a web site, email communications, and a solid programto recognize and reward excellent and selfless contributions from Post members tomeet Post goals.Membership is asked and encouraged to get involved by contacting a member ofthe SAME Post leadership group, found on the web site, and expressing your areaof interest.

Page 2Spring 2016Over 20 Speakers Scheduled for the SAMETraining and Business Opportunities SymposiumAugust 30-31, 2016By David O. Cook, PE, PMP, F.SAME; GENTERRA Consultants Inc, Conference ChairThis summer your Post is planning a two-daysymposium with the theme: Infrastructure andResource Resilience: Preparing for the Future.The Sacramento Post will be co-host with the SanFrancisco Post. The Symposium will be held August30-31 at the Harper Alumni Center on the campusof California State University Sacramento. Updatesand a registration link will be on the SacramentoPost web site by mid-June at www.samesacramento.org.Over 20 speakers are expected to share theirexpertise during the two-day event. The symposiumwill consist of technical and business opportunitypresentations on Tuesday and Wednesday with anetworking event on Tuesday evening and a localrestaurant. There is a separate admission for each ofthese three events, so you can pick and chose whatyou have time and interest to attend.Tuesday’spresentations will focuson resource resiliencewith emphasis onwater managementand sustainability.Gov. Brown appointee,Kris Tjernell, specialassistant for waterpolicy at the CaliforniaNatural ResourcesKris Tjernell, Special AssistantAgency, will providefor Water Policy, CNRAan overview for theattendees on the California Water Action Plan. Thefull day of presentations will drill into the details onlegislative actions, funding sources, sustainablegroundwater management, flood managementprograms, levee safety programs, desalination,recycling and environmental restorations. The lunchspeaker will present the sometimes humorous taskof communication of resilience to the general public.Wednesday will be dedicated to mega-projects andmilitary programs. Attendees will be updated on theCalifornia Water Fix project and the ongoing IsabellaDam Improvements. Construction of the CaliforniaHigh Speed Rail is increasing in intensity and anupdate for our attendees from two key authoritypersonnel is planned.The USACE DistrictEngineers fromSacramento, SanFrancisco, and LosAngeles will be onhand to brief theirplans. The new DistrictCommander for theSacramento Districtis invited. If you havenot met COL Ray,do plan to attend thesymposium to meethim.COL. David Ray, DistrictCommander,U.S. Army Corps ofEngineers, Sacramento DistrictWe are honored thatBrigadier General (CA) Frank D. Emanuel, Director,Facilities and Infrastructure California MilitaryDepartment (Army, Air, State Military Reserve, Youth& Community Programs), is available to brief us onthe expansion of hisprogram. For questions andcomments please contact David Cook, ConferenceChair at 530-558-5697, dcook@genterra.com.January Flood Control and El Nino Meeting SummarySarah McIlroy, Stantec, SAME Sacramento Post DirectorOn January 28, 2016 nearly 90 SAME members andfriends convened at the Old Spaghetti Factory inSacramento to discuss Flood Control and El Nino.The meeting began with Pete Ghelfi, Director ofEngineering of the Sacramento area Flood ControlAgency, and Mike Bessette, Director of Engineeringwith the Sutter Butte Flood Control Agency, providingoverviews of their programs and projects.Mr. Ghelfi provided background on the history offlooding in Sacramento and the Sacramento Riverflood control system. He provided an overview of theSAFCA’s programs and the goal of establishing 200year flood protection. Projects include the Natomasimprovements, the Folsom Dam Joint FederalProject, and the South Sacramento Streams project.Mr. Bessett provided an overview of SBFCA andtheir current projects. The Feather River West Leveeproject includes 37 miles of levee repairs and willprovide a 200-year level of protection. The project issupported not only by SBFCA as a local agency, butalso the US Army Corps of Engineers and the StateCentral Valley Flood Protection Plan.Fitting to the topic, just before Dirk Verdoorn ofKRCA stepped up to the podium, a nice squallmoved through with some large rain drops! Dirkeducated us on the Southern Oscillating Index and“wowed” us with several graphs and charts showingpredictions for a rainy winter. Indeed El Nino arrivedthis winter!

Page 4Spring 2016Sacramento State University Evening with IndustryMike Conrad, Sapper West, SAME FellowOn 28 March 2016, the Sacramento Post ofthe Society of American Military Engineers(SAME) hosted a Student Members Forum at theSacramento State University Alumni Center. Thisforumwas entitled an “Evening with Industry” andreplicated the much larger and popular event thatthe College of Engineering and Computer Sciencesconducts on an annual basis in this same venue.The intent of the forum was to provide professionaland transitional information to our SacramentoState University SAME Student Post members. Inaddition, informal sessions were held both in groupsand at tables to allow our attending professionalmembers to provide personal mentorship to thestudents.The event attracted over 50 attendees and 30of them were student post members. The vastmajority of our student post members are seekingengineering degrees and many are veterans aswell. As a bonus, the Chair of Sacramento StateUniversity Civil Engineer Department, Dr. Ben Fell,hosted the event. Dr. Fell is an ardent supporter ofSAME and our Sacramento State University studentpost.The ‘Evening with Industry’ event included 3speakers. The first speaker was Ms. StaceyBennett-Lynch, PE. Ms. Bennett-Lynch is aSacramento State University graduate and iscurrently part-owner, project manager, and marketingdirector for Bennett Engineering. Our next speakerwas Mr. Sean McNeil. Mr. McNeil is a veteran andhas worked for several local engineering firms. Thelast speaker was 1LT Bryan Edwards, who is amechanical engineer with many years of experience,but is currently working in the CA National Guard’sWork For Warriors program.The common themes from all 3 of our speakers werecommunication, networking, certification, and lifelonglearning.Readiness Committee UpdateSean McNeil, SAME Sacramento Post Readiness Co-ChairThe Sacramento Post SAME Readiness is groupis forming and already has approximately 10members. The Readiness group is currently focusedon creating a new vision for the group to align withtoday’s Readiness and Resilience challenges. TheReadiness group will be charged with ensuring theNational SAME streamer requirements for resilienceare met while integrating with the local emergencymanagement community and providing assistanceand expertise where needed. If you are interestedin attending readiness committee meetings and/orhelping to develop the group and lead any numberof technical areas, please email me (stmcneil@yahoo.com) and I will add you to the groups meetinginvite list. Any companies who want to get onthe Sacramento Post Member Firm ReadinessCapabilities Brochure also email me for a templateand send it back filled out. We hope to update thebrochure just after the California Shakeout exercise.Join the ‘SAME Southwest Region Group’ on LinkedInto get the latest updates on SAME as well as connectwith other SAME members in your area.
