Chief McLaughlin explained that this was due to hiring back seasonalsfor spring break.Rob Underwood moved to approve the April 2022 financials as presented.Craig Hamm seconded the motion.Motion carries as follows.4Ayes(Hamm, Stewart, Underwood, Hoxsey)1Absent(DeSimone)STAFF REPORTGeneral: as presented via emailOperations:Chief McLaughlin reported to the Board that he contacted Hays Oil and they do not allow prebuying of bulk fuel.Rob Underwood expressed that the new stations signs looked good.Rob Underwood inquired if the district is equipped for an active shooter situation. ChiefMcLaughlin expressed that he has researched vests in the past. The Board expressed that theywould like Chief McLaughlin to research the reality, feasibility and liability of equipping theengines with vests for an active shooter situation.New Permits – Chief McLaughlin conducted 5 fire safety inspections for the month of April, yearto date 28 inspections.(Page 2)

Crews received assistance on a grass fire on SterlingCreek from Jacksonville Fire. Sent 8503 to Medford as part of the RV-1 StrikeTeam to the Pacific Pride Fire. The new contract represents going to a cash basis accounting practices.Doug Stewart moved approve signing the contract with Richard Brewster.Rob Underwood seconded the motion.Motion carries as follows.4Ayes(Hamm, Stewart, Underwood, Hoxsey)1Absent(DeSimonePolicy 1.2Doug Stewart recommended that policy changes or agenda items with a lot of substance besubmitted 14 days or more before the board meeting to be place on the agenda. This would giveboard members time to review the information before the meeting. If material was not presentedwithin that time frame (unless urgent) it would be moved to the following month. The Boardgenerally agreed to utilize this recommendation from Doug Stewart.Rob Underwood expressed that policy 1.2 needs to be written to give better clarification onagreements that the fire chief can sign and what needs board approval. Rob Underwood is lookinginto information from SDAO for a draft policy. Fire Chief’s Report –May 2022TrainingCombined Drill –Basic Rope Systems, Apparatus checks and Air Management/8539Air Fill Operations.Battalion Drills – Station Drill/Apparatus ChecksStation – Shift officers conducted numerous training sessions with their immediatecrews.Other – N/AMaintenance TurnbullServices performed on 8512, 8504,8514,8564.Replaced high pressure injector pump on 8567Assisted with vehicle recovery for 8503 and 8504 on structure fire on ThompsonCreek.Inspected both vehicles and determined only minor damage to 8504-wheel simulatorcover.Annual pump test completed on 8514,8516,8504.We are now up to date on all pump testing of all apparatus.Facilities – Replaced station 5 sign.Conducted air testing on SCBA compressor.Back up generator project has been completed and is in full operation at station 1.AlarmsMay 2022 – 62 May 2021 - 54 2022 TYD 301 2021 YTD 240YTD Diff. 25 % increase in incidents.General1. Operations – Chief McLaughlin; This month’s report covers the following,- Spent several hours conducting Mitch Kuntz background check.- On boarded Mitch Kuntz on May 10, 2022, on B-Shift- Worked on gathering quotes for A/C hook up at station 1 living quarters.- Worked on obtaining quotes for fence project at station 1.- Began working on the Jackson County Zone Haven Project. This project isbeing developed by the Jackson County Emergency Management Departmentand is a computer-based program designed to establish evacuation zones forall areas of Jackson and Josephine County. Completion of the project is slatedfor Summer 2024 at which time the Emergency Management Department willbe conducting a media presentation to get information out to all constituentsof Jackson County. Josephine County will be doing the same.- Conducted a fire investigation in the 9000 block of Thompson Creek.- Attended the Rogue Valley Fire Chief’s annual Wildland refresher. The groupdiscussed mutual aid and what type of increase in staffing can we seethroughout the agencies.- Began second fire investigation on a structure fire that occurred around the17000 block of Hwy 238. This investigation is currently on going.- Was on vacation from 5/20-6/2

Alarm’s worth mentioning – The district responded to two working structurefires during the month of May. The first incident occurred in the 9000 block ofThompson Creek. Crew had a difficult time making access due to poor roadconditions. Two engines got stuck due to the poor conditions and required aheavy wrecker to assist with freeing the vehicles from their stuck locations.The second incident occurred in the 17000 block of Hwy 238. Crews here alsohad difficulty getting to the residence due to poor road conditions. Bothincidents had zero injuries reported by staff and or occupants.4. Priorities next 30 days: Close out all existing opened budgetary matters. Conductinterviews for our seasonal staffing positions.5. Grants – Received two grants, one from the West Family Foundation and the otherfrom the Chaney Family Foundation each for the sum of 8,750 dollars. This will helpoff set our cost for new pagers for the district. Chief Wolfard did an outstand jobsecuring these grants for the district.
