China Lake, Naval Air Warfare Center Weapons Division (NAWCWD) - Cyber Risk Assessments(twice awarded)To assist the NAWCWD at China Lake in assessing system effectiveness, robustness andresiliency, RTL performs analyses to determine and mitigate system weaknesses. RTL supportsareas of cooperative Cyber Risk Assessments (CRA) for tactical fighter/attack and surveillanceaircraft or similarly complex aircraft, smart (GPS guided) weapons or similarly complex weapons,test equipment, software, associated communications and networks in accordance withGovernment standards. Cyber Table Top (CTT) efforts are conducted in accordance with theNAVAIR CTT Standard Work Package.RTL also provides input for the development of a Verification and Validation (V&V) test plan andparticipates in the Government led testing of tactical fighter/attack and surveillance aircraft orsimilarly complex aircraft, smart (GPS guided) weapons or similarly complex weapons, test equipment, software,associated communications, and networks.RTL strengthens the resiliency and integrity of the systems by providing cyber resources and expertise to conductCRAs on platform and weapon systems using interviews, analysis of designs, test documentation and operationalrequirements, and assessments of work products per Government policies and procedures. RTL also supports Redand Blue Cybersecurity Teams on this program.Joint Warfare Intelligence Computer Systems (JWICS) – Network SupportUnder the Joint Warfare Intelligence Computer Systems (JWICS) Network Support contract,RTL provides classified integrated network operations support and intelligence networkwarfare capabilities to the 690 Intelligence Support Squadron (690 ISS) located at JointBase San Antonio (JBSA) in Lackland, Texas.RTL performs infrastructure technical support, help desk support, server administrationsupport, hardware maintenance support, project management support, and systemsengineering support. These services ensure the highest availability of network services anddevices for the warfighter.Our knowledgeable project team is responsible for infrastructure and systems engineering support including:hardware and firmware updates, encryption devices, data networks, network drops, and network devices such asswitches, routers, and firewalls. RTL staff quickly resolves problems while providing continuous operation of theIT Help Desk including managing user accounts, configuring network printers, issuing public key infrastructurecertificates, configuring network interface controller cards, and ensuring timely customer service ticket support.RTL provides server administration support including: installation, operation, maintenance, and troubleshooting ofworkstations and servers with application of current and future product enhancements such as Windows andUNIX Operating Systems, storage area networks, VMware virtual environment, and other technologies. IT and ITECresponsibilities include systems and network administration, IA, account documentation andtraining; and 100% accountability of over 19,000 assigned IT items. RTL deploys all new ITassets basewide; relocates existing assets; configures desktops, servers and communicationsequipment; implements, documents, and processes equipment transactions; manages warrantyrepair actions; and repairs and replaces hardware. We also provide expertise/training in properclassification marking and regulated distance on all classified equipment.Additionally, although not a contractual requirement, RTL has developed a system to help standardize and unify baseITEC operations. Work products are uniform, Air Force compliant, and generated in significantly less time. Ensures hard drives are sanitized according to the procedures outlined in AFMAN 33-282, Compute Security(COMPUSEC) Completes all required Air Force ITEC account documentation Completes IT, safety and logistics annual, refresher, and ancillary training Maintain 100% accountability of all assigned assets Installs all new IT assets to assigned location and configure according to training mission specification Installs and/or maintains cable plant infrastructures to ensure positive connectivity and safety. Maintains building and room diagrams to accurately account for asset locationsTyndall AFB, Air Force Civil Engineer Center (AFCEC) - Range and Operations SupportRTL provides cleared O&M support of Air Force Civil Engineer Center (AFCEC) explosive,ballistic, fire ranges, and the Material Test System (MTS) on Tyndall AFB, FL. RTL’s effortsinclude; engineering capabilities to design, plan, build, test and evaluate construction materialstrength, blast resistance, and suitability for use; explosives subject matter expertise,procurement, handling, transportation, operations, test, and evaluation; fire training ranges, testfacilities, fire engines, extinguisher systems, aircraft mockups, and fire pit operations andmaintenance; and O&M of the Material Test System load tree, strain rate, compaction, anddrop hammer testers.Our team develops and coordinates explosive test plans, conducts all range operations including range control safety,explosive handling, airspace coordination, fire control, and material disposal. RTL supports Explosive OrdnanceDisposal training courses for the Naval Dive School in Panama City Beach, Florida. We perform data acquisitionduring operational test and evaluation using digital sensors, deflection gauges, pressures sensors and a variety ofhigh speed digital video and photography.RTL supports research firefighting during OT&E of firefighting agents, ultra-high pressure firefighting systems, and AirForce fire fighting vehicles. We maintain fuel and water distribution systems, a tank farm, fuel-water separator,foaming pond and two real property structures on the fire training range. We facilitate firefighter training courses forthe Silver Flag training center on Tyndall AFB, procuring and storing fuels for use in turret and handline trainingexercises by the Red Horse Squadron. Logistically, RTL manages and supports activities related to loading/unloadingand transportation of explosives, explosive handling, and complies with safety and health regulations to eliminatehazards. Peterson AFB, Space Command - AFSPC Virtual Analysis Capabilities (AVAC)(twice awarded)RTL performs satellite network configuration modeling and develops network switching/routingplans to ensure AVAC mission priorities are taken into consideration. Our team manages,configures, installs, troubleshoots, maintains, and upgrades Government-approved troubleticket systems, servers, databases, and cable-plants. We review database structures andrequired additional fields of information as processes change. RTL makes the trouble ticketsystem and database available for Government access, use, and review. Our engineers providerecurring modeling and simulation support and monitor system events and error logs to identifyweak configurations and securityvulnerabilities using Government-provided tools. We report all anomalies through the established chain of commandand make recommendations on the level of any threat posed and any actions that may be necessary to correct theanomalies. RTL corrects unsatisfactory conditions caused by these anomalies. RTL provides helpdesk, incident, andproblem management services and trouble assistance to customers, including remote technical support. Our teamstaffs the Help Desk and resolves issues on AVAC networks. Additionally, RTL performs multi-level securitycertification and accreditation.Marine Corps Cyber Operations Group (MCCOG)As a subcontractor to Northrop Grumman, with personnel staffed at Quantico, VA, we supportCyber Operations Section (COS )by analyzing network traffic, identifying malicious andunauthorized activity, and responding to intrusion incidents; implementing, configuring,operating, and maintaining network defense systems; and auditing network security controls,managing enterprise vulnerabilities, drafting formal direction for review and ensuringcompliance with enterprise remediation measures. We also support operations of theDefensive Cyber Operations Section (DCOS) internal workforce training program andmaintaining a workforce consistent with DOD IA workforce standards, per the DOD Manual8570.01-M.The primary location of work is Quantico, VA, with secondary sites in San Diego, CA and Kansas City, MO. TopSecret/SCI (TS/SCI) access is required for all personnel to have access to the Government work spaces, creationand receipt of Joint Worldwide Intelligence Communications System JWICS accounts, and access to threat reportsrelated to Cyber Security. We provide Incident Management, Hunt, and Cyber Threat Analysis Cell (CTAC)to defend the Enterprise Network. This supports the detection and response to all malicious activitythroughout the Enterprise Network to include classified environments. DCOs Support Operations on thisprogram include knowledge management and portal administration, mitigation action, and InformationAssurance Red Team (IART). We develop and refine DCOS operating procedures and design and improveinformation sharing throughout DCOS. As data sources evolve to changes in the Government’s computingenvironment, we ensure continuity of services. We also support development andexecution of enterprise remediation measures to reduce impact from vulnerabilities andmitigate risk. Our IART support aligns with NIST 800-115 and the CJCSM. The DECC Ogden Service Desk is on the cutting edgeof the incident management system and provides the customers a single point-ofcontact for troubleshooting and resolution for problems associated with datanetworks, computer configurations, and application software assigned to the DECC.RTL provides Service Desk Incident management and customer service operations plus remedial and technicalsupport (Level II and III positions) to users of DECC Ogden computer systems on a 24x7 basis. Our team has indepth knowledge of mainframe operating systems, mid-tier operating, Windows server systems, personalcomputer (PC) and web applications. The operating environment at DECC Ogden is volatile with new hardware,software, and application systems implemented weekly.As part of our work with systems analysis and design, RTL staff examine problems and create effective solutionsby developing feasibility studies designed to ascertain the requirements of the system’s end-users. Staff areresponsible for monitoring server state, taking after hour calls, and performing weekend system checks morningand night to maintain ticket/call ratio. RTL has self-imposed a first call closure rate of 90 percent. Our average for2015 was 92 percent, exceeding our internal requirement.Department of Veterans Affairs (VA), Denver Acquisition & Logistics Center – Material HandlersRTL has provided expertise for Warehouse Logistics, Supply Chain Management, andSupport Services. Services related to Warehouse Operations included receiving, storingand assembling materials for issue, shipment and distribution. We have extensiveknowledge in methods used for processing, handling, and storing of materials andequipment through a supply facility which provided the customer with superior qualitycontrol. RTL was responsible for a variety of bin and bulk supplies, materials, andequipment. We provided the ability to logistically track materials through log receipt,storage, and shipment data as well as effectively used manual and mechanized equipment to move,stack, bin, and position materials. Our superior quality measures effectively organized, arranged,and removed materials in warehouses in accordance with established procedures to preventdamage, deterioration and loss. RTL did not have any safety incidences and all materials werehandled with the highest care. Most work required the regular use of hand lifts and mail processingto process the incoming and outgoing of mail/parcels of varying sizes, weights, andclasses. Our team maintained an accurate accounting and reporting system formanifesting and metering systems. We successfully performed each warehousemanagement objective and exceeded the performance threshold. Department of Energy (DOE)/Western Area Power Administration (WAPA) Upper Great Plains Region(UGPR) - IT Support ServicesRTL supports three field maintenance offices, one operations office, andone regional office in South Dakota, Montana, and North Dakota. Ourpersonnel support the Western Power and Transmission Billing System(WPTBS), employing Software Developers (Lead, Senior, Intermediate,Junior); an Applications System Analyst/Programmer Senior; a Database/ Programmer; a System Administrator(LAN/WAN); a Help Desk Specialist and PC Specialists.RTL follows a System Development Lifecycle process for ease and continuity of support. End users are trainedon equipment and applications. An automated inventory records of all technical equipment, software, andsupplies is kept current and systems comply with procedures that follow Western Systems Backup and RecoveryPolicy. We support configuration management and use Microsoft Team Foundation Server to maintain the CMprocess of developed code sets. Our team evaluates existing and planned functional systems and providestechnical assistance and advice on technology. Our database systems or improve existing application databasesystems plus recommend alternative solutions and processes. We prepare business cases, project plans, andschedules for either the COTS systems or in-house system designs. Our team maintains a stable operatingenvironment and supports the multi-tiered environment through changes to design, development, test, andproductions systems.Department of Agriculture (USDA) Animal & Plant Health Inspection Service (APHIS) - IT ManagementSupport ServiceRTL provides on-site and remote Tier I, II, and III Help Desk level support for a wide varietyof IT, telephone, video, and security related issues. Our team develops, tests, and fieldssolutions to address current and emerging cyber requirements. Our support includes WideArea Networking (WAN), Local Area Networking (LAN), and IP telephony responsibilitiesas we have converged networks (Cisco Based IPv6) at sites where voice, video, and datarun on the same network. RTL’s technical solution designs include development ofalternatives for new or upgraded hardware, software, system, and services through cost/benefit analysis, associated with the implementation of an approved design or plan. Ourteam monitors, analyzes, and communicates performance impacts with the USDA and itsagencies, state and local governments, local exchange carriers, and equipment and service vendors to minimizethe risk of adverse impacts to any of the involved organizations. RTL tests and recommends new hardware,software, systems and services to meet program needs, develop specifications for IT acquisitions, and assessimpact of new technologies on the APHIS infrastructure.Forest Service, Fire and Aviation Management – IT Subject Matter Expert (SME) ServicesRTL supports data administration, training, web master, security, reports lead andrequirements, design, and testing. As part of the implementation team, RTL teaches classes tofederal, state, local, and emergency hire employees and provides SME application businessprocess support. Our team collaborated with the US Forest Service on efforts to clean up itsdatabases with an emphasis on cyber security and data integrity. As a member ofInterdisciplinary Project Teams (IPT), we work jointly on Application Business and SoftwareRequirements.
