Recycling & Garbage ServicesProtecting public health and safety is a top priority for the City of Saint Paul aswe work with our haulers to minimize community spread of the coronavirus(COVID-19). Recycling and garbage services will continue as normal. Maintainingregular recycling and garbage collection is an essential city service, and wecontinue to work with Eureka Recycling and the St. Paul Haulers to monitor andminimize any potential impact to service.Please note: Some programs and partners might have limited or modified programsand services. Please call or check websites to get the latest information and hours ofoperation.The City of Saint Paul contracts withEureka Recycling and the St. PaulHaulers, LLC, to provide citywiderecycling and garbage servicesto residential properties. Havingresidents participate in the City’srecycling and garbage programshelps Saint Paul track and meet ourcommunity’s waste diversion goalsand improves the livability and safetyof our neighborhoods.Recycling is collected weekly in Cityowned, blue recycling carts. Making a Positive ImpactThe City of Saint Paul is “All In” when it comes tosustainable waste management. Together withresidents we are working towards a goal of 50%reuse or recycling of material collected by 2021.The All In Program provides outreach andeducation to Saint Paul residents to promotesustainability and efficient use of resources.2019 All In Program at a Glance:28% of material collected from residential 1-4 unitproperties was recycled or reused.23,865 tons was collected from residents and at therecycling drop-off center for recycling.454 tons of material was recycled or disposed of properlythrough the citywide drop-off events.1,275 tons of residential yardwaste and 506 tons ofhousehold organics were collected for composting.56,484 tons of garbage was collected from more than71,000 households; 16,881 bulky items were collected.Where does my recycling and garbage go?Recyclables are processed and sorted at EurekaRecycling’s Material Recovery Facility andtransported to markets in the Twin Cities metroarea, the Midwest, and North America to bemade into new consumer products.Garbage collected in the City of Saint Paulgoes to the Ramsey/Washington Recycling& Energy Center (R&E Center). Cardboard RecyclingAll cardboard must be flattened to fit loosely inyour recycling cart. If you have large amountsof cardboard you can bring it to the RecyclingDrop-off Center located at 309 Como Avenue inSaint Paul.Plastic Bag RecyclingDo not place plastic bags in your recyclingcart. Plastic bags and film of any kind arenot accepted because they create hazards atrecycling facilities. Avoid using plastic bags bybringing reusable bags to the store. Bulky ItemsBulky items include anything that is too largeto fit inside or is prohibited by law from beingplaced in your garbage and recycling cartssuch as: mattresses, furniture, appliances, andelectronics.The Citywide Garbage Collection Programincludes a number of bulky pick-ups perresidential property each calendar year.Small carts - 2 bulky itemsMedium and large carts - 3 bulky itemsAdditional bulky items can be collected for a fee, ranging 10- 55 plus tax. Pricelists can be found at stpaul.gov/bulky. Residents can also bring bulky items to aCitywide Drop-Off event, for details visit stpaul.gov/drop-offs. If your bulky item is in good working condition explore otheroptions to donate, reuse, or recycle it whenever possible. The scheduled collection may be different than your normal collection day. All pick-ups will be scheduled within seven days of your request.2. Place your bulky item out for collection Do not place the bulky item in your garbage cart. Place bulky item(s) beside your garbage cart at your regular collectionlocation, following hauler instructions. Bulky items must not have any food or liquids in them. No construction or demolition materials are accepted.One live holiday tree can be collected per residentialproperty unit each year at no additional cost betweenJanuary 2-15. Service Holds & Walk Up ServiceService HoldsTemporary Service Holds: Contact your HaulerDuring temporary absences residents can request asuspension of garbage service. These holds can be placedtwice per calendar year for a minimum of two weeks and atotal of up to 26 weeks.Requests must be made to your hauler at least two weeks prior to the start dateof the Temporary Service Hold. If the service hold goes into effect mid-billingcycle, you will see a credit on your next quarterly garbage bill once the serviceresumes. To learn more and to access forms visit stpaul.gov/servicehold.Unoccupied Dwelling Unit: Contact the CityIf you own a property and have a unit that will be vacant for an extendedperiod, you can request an Unoccupied Dwelling Registration Form bycontacting the City’s Garbage Program at 651-266-6101; garbage haulerscannot process these requests. These will be evaluated annually. To learn moreand to access forms visit stpaul.gov/servicehold.Walk-Up ServiceIf you have physical limitations which prevent you fromtaking your cart to the curb or alley, you can request walkup service from your garbage hauler at no additional cost.If you do not meet the criteria as a less able-bodiedindividual, you can request walk-up service for an additional fee:Less than 100 feet: 25/month, plus taxMore than 100 feet: 50/month, plus taxContact your garbage hauler to request this service or get a request form tosend to your garbage hauler at stpaul.gov/walkup.Walk-up service is also available for recycling from Eureka Recycling. Annual Fees & Garbage RatesThe residential recycling program and citywide garbage program each have anannual fee that is collected through your Ramsey County property taxes.The annual recycling fee is 58.20 per unit for 1-3 unit properties and 36.16 per unit for properties with 4 units and more. Collection InformationFind Your Collection DayMost Saint Paul neighborhoods receive recycling andgarbage collection service on the same day. To findyour garbage or recycling collection day, as well asyour hauler’s contact information call 651-266-6101or visit stpaul.gov/garbagemap.Missed CollectionIf your recycling or garbage cart(s) were set out correctly by 6 a.m. but notcollected by 8 p.m. on your collection day, please call Eureka Recycling or yourgarbage hauler by noon the following day to report a missed collection.If you missed placing your garbage out for collection, you can contact yourgarbage hauler and schedule a special “return service” collection. Collection GuidelinesCorrect Cart Placement On your scheduled collection day,place carts at the edge of the alleyor curb by 6 a.m. with the openingsfacing the street. All materials must fit inside the carts,with the lids closed. Leave two feet of space between thecarts and other objects such as trees,fences, garages, and snow piles. Do not place carts in the street. Keepthem on a driveway or boulevard. Remove carts from the curb within 24hours after your collection day. If you have an alley collection, make sure house numbers are posted andvisible on your garage or the back of your house.Changing Your Cart SizeResidents can contact Eureka Recycling to change cart sizes or request additionalcarts at no charge.Property owners can change their garbage cart size once per year at no cost;additional changes are 25. Contact your garbage hauler to request a cart change.Damaged CartsThe recycling and garbage carts are theproperty of the City of Saint Paul. Do notpaint or alter your carts. Residential Yard WasteCollection ServiceOptional yard waste collection isavailable each year from April 15 –November 30, for an additional fee.Tree stumps, dirt, and rocks are notaccepted in yard waste collection.There are two service options:Subscription Service: Residentscan contact their garbagehauler and sign up to receive ayard waste cart, which along with up to 8 compostable bags, can be collectedeach week. The annual fee is 120.Please note: If you had a yard waste subscription for your property in 2019, theannual subscription service was automatically renewed.Non-Subscription Service: Residents can set out a compostable bag orbundle of yard waste near their garbage cart for a fee of 3 per bag/bundle,plus tax. Household OrganicsMore than 30% of residential garbage is food scrapsand other organic material. You can reduce theamount of these materials in your garbage with thehousehold organics program.Ramsey County offers a free starter kit for residentswho want to recycle food scraps and othercompostable materials. Moving or Selling Your PropertyWhen you sell your Saint Paul property, there are a few steps to take to make sureyour garbage and recycling services are properly transferred to the new owner. Keep all recycling and garbage carts at the property. You do not need to contact Eureka Recycling to start or cancel service.If there is not a recycling cart on the property, contact Eureka Recycling at651-222-7678 to have a recycling cart delivered at no cost. Contact your garbage hauler when the property is legally transferred/soldto the new owner to update the billing contact name.Seller Pay all quarterly garbagebills in full. You will receive arefund for garbage serviceoccurring after the buyertakes legal ownership of theproperty.Call your garbage hauler toreport the sale providingthem with the official closingdate. Leave all carts in a securelocation on the property. At closing, verify with thebuyer, that as the seller youhave contacted the garbagehauler to notify them of thesale of the property, closingdate, and transfer of name onthe garbage service bill. Contact your garbage haulerto confirm transfer of theaccount.Buyer Find your new garbage haulerand collection day by enteringyour new property address at:stpaul.gov/garbagemap.Review and choose a garbageservice level that will meet yourhousehold needs.Contact your garbage haulerto set up an account and selectcart service level. You can makechanges in cart size and servicelevel one time per calendar yearat no additional cost.Verify with the seller that theproperty currently has onegarbage cart per unit on-site.At closing, confirm with theseller that the garbage haulerhas been contacted, the servicetransferred, and all outstandingbills and/or additional servicecharges paid in full.Contact your garbage hauler toconfirm transfer of the account.As the property owner you are responsible for the quarterly garbage billfor the time in which you own the residence.
