HOW TO FILEPlease review this information packet that will assist candidates in fulfilling therequirements to appear on the November ballot. The City of Yamhill follows the stateguidelines for Candidates Filing by Nominating Petition (Candidate Elections Manual).The referenced filing forms are also included in this packet. Elections Manuals producedby the Oregon Secretary of State Elections Division and can be found at their website –www.sos.state.or.us.Step 1: File Prospective PetitionComplete the two forms listed below and submit to the City Elections Officer forapproval PRIOR TO GATHERING ANY SIGNATURES and well in advance of theAugust 24th filing deadline. No filing fees are required to run for City of Yamhilloffices. SEL 101 – Candidate Filing – Major Political Party or Nonpartisan(marked “Prospective Petition”) SEL 121 – Candidate Signature Sheet - NonpartisanGuidelines for completion of these forms can be found in the City CandidateElections Manual.Step 2: Collect SignaturesThe City Elections Officer will review the prospective petition and providewritten approval authorizing the candidate to begin the collection of signatures.Signatures gathered prior to written approval will be rejected.The City of Yamhill Charter requires petitions to contain a minimum of 10qualified (City of Yamhill registered voters) signatures. It is recommended yougather more than the minimum to assure you have the required amount necessary.Oregon law requires that each petition sheet be properly certified by its circulator,who must personally witness each signature. Please review the guidelines forcirculation of petitions in the Oregon Secretary of State’s election manual.The candidate shall sign the first line on the first sheet of the approved signaturepetition. This will provide confirmation of residency and voter requirements.Step 3: Submit Signature SheetsWhen ample signatures have been collected, the candidate shall submit thepetitions to the City of Yamhill/Elections Division for verification of signaturesat Yamhill City Hall, 205 S. Maple Street, Yamhill. Phone: 503-662-3511.Please allow at least 5-7 business days for signature verifications. As a guideline,signature petitions should be submitted to City of Yamhill/ Elections Division nolater than August 19, 2022.

When submitting the signature sheets to the City of Yamhill Elections Official, thecandidate will: Ensure each signature sheet certification is signed and dated by thecirculator Number each signature sheet sequentially in the space providedWhen the verification process is complete, the City of Yamhill Elections Officialwill contact the candidate to pick up the signature petitions. The City of YamhillElections Official will provide a tabulation of the number of valid signaturescontained on the accepted signature sheets.If it is determined that there are not enough valid signatures and the filingdeadline has not passed, the candidate may gather and submit additionalsignatures.Step 4: Complete FilingIn order to complete the filing process, a candidate must file the following with theCity of Yamhill Elections Officer to Yamhill City Hall, 205 S. A candidate quick guide on Campaign Finance Reporting has beenincluded with this information packet. All of the forms and additional informationregarding the process can be found at the Oregon Secretary of State Elections Divisionwebsite – www.sos.state.or.us under Campaign Finance.Campaign Finance GuidelinesEach candidate must establish a campaign account and file a Statement of Organizationdesignating a candidate committee unless the candidate meets ALL three of the followingconditions: The candidate serves as the candidate’s own treasurer; The candidate does not have an existing candidate committee; AND The candidate does not expect to receive or spend more than 750 during thecalendar year. (The 750 includes personal funds spent for any campaign relatedcosts.)

Civic penalties may be imposed for failure to file, or for insufficientinformation. No action is necessary because under Oregon Election Law you arenot required to establish a candidate committee if you meet all of thecriteria. The fee to file a candidate statement in the Yamhill County Voters’ Pamphlet isdetermined by the total number of voters in the district on January 1 of each year. The candidate must submit our form (not the Secretary of State’s form). Pictures are optional. If pictures are submitted, the standard size is 1.5” x 1.75”. If thesubmitted pictures are larger than this size, they will be formatted to the required size.You must submit a physical photo. If you have a digital version, please submit that aswell.The Yamhill County Clerk’s Office will take Voters’ Pamphlet Photos for 15 each. The maximum word count for the candidate statement is 325. That includes the words:“Occupation”, “Occupational Background”, “Educational Background”, and “PriorGovernmental Experience”. This information is best submitted in a Microsoft Worddocument. Submit the filing with a printout of the text on a separate piece of paper ‐ inaddition to the required Yamhill County Local Voters’ Pamphlet Candidate Statement’sform.
