1 Statement of Work1.1 PurposeThe purpose of this Request for Proposal (RFP) is to invite prospective vendors to submit a proposal toRedesign the IFES Website-Phase II. This RFP provides vendors with relevant operational and performancerequirements.2 General Information2.1 The OrganizationThe International Foundation for Electoral Systems (IFES) is a global leader in election assistanceand democracy promotion.IFES promotes democratic stability by providing technical assistance and applying field-basedresearch to the electoral cycle in countries around the world to enhance citizen participation andstrengthen civil societies, governance and transparency.Every IFES project is staffed by national and international personnel while partnering with localelection management bodies and civil society organizations. This homegrown approach ensures thatthe expertise offered by IFES fits the needs of the country or client and the benefit of assistanceoutlasts the life of the project. IFES is an independent organization that helps citizens participate intheir democracies; increase politicians' accountability to the electorate; and strengthen governmentinstitutions.2.2 Schedule of EventsThe following schedule will apply to this RFP; however, IFES reserves the right to make changes in accordancewith the organization’s needs or unforeseen circumstances. Changes will be communicated by e-mail to allbidders who submit a Notice of Intention to bid (See attachment 2). IFES reserves the right to disqualifyany vendor who demonstrates less than such understanding. Further, IFES reserves the right to determine, at itssole discretion, whether the vendor has demonstrated such understanding. That right extends to cancellation ofaward, if award has been made. Such disqualification and/or cancellation shall be at no fault, cost, or liabilitywhatsoever to IFES.

3.2 Good Faith StatementAll information provided by IFES in this RFP is offered in good faith. Individual items are subject to change atany time. IFES makes no certification that any item is without error. IFES is not responsible or liable for anyuse of the information or for any claims asserted there from.3.3 CommunicationVerbal communication shall not be effective unless formally confirmed in writing by the specified procurementofficial in charge of managing this RFP process. In no case shall verbal communication govern over writtencommunication.3.3.1Vendors’ Inquiries. Applicable terms and conditions herein shall govern all communication andinquiries between IFES and vendors as they relate to this RFP. 3.5 Criteria for SelectionThe evaluation of each response to this RFP will be based on demonstrated competence, compliance, formatand organization. The purpose of this RFP is to identify those suppliers that have the interest, capability andfinancial strength to supply IFES with the product and/or service identified in the Scope of Work.3.5.1 Evaluation Criteria: Scope of Work25% Price25% Vendor’s Experience 25% Timeline25%3.5.2 Evaluation Criteria Grading: Exceed Expectations 2 Points Meet Expectations1 Point Do Not Meet Expectations0 Point3.6 Selection and NotificationVendors determined by IFES who possess the capacity to compete for this contract will be selected to move intothe negotiation phase of this process. Written notification will be sent to these vendors via e-mail.4 Scope of Work, Specifications & Requirements4.1 Functional RequirementsWe currently use Sitecore CMS software. Several enhancements need to be made throughout the IFES website,including:4.1.1 Add breadcrumbs: This allows the user to see where they are in the site and provides flexibility innavigation. Example below.

4.1.2 No wrapping around gray box: They layout of text within a page needs to be modified so the textdoes not wrap around the box on the left. Below is an example of what we do not want.4.1.3 Pagination of Related Resources: When a site visitor would like to view all releated resourcesunder Research link on division pages, the results are listed all on one page. Due to the amount ofrelated content, pagination is needed, as shown below.4.1.4 Rotating Image Box: The rotating image box throughout the IFES website needs to be increased,within the current area for text and image. The size of the area for text immediately under the imagecan be decreased to alow only two lines of text: title and subtitle.4.1.5 PDF Download: The PDF download link, located in the grey bar near the top of a web page is notprominent enough for a visitor to immediately know that is where files can be downloaded. Wewould like to put a red Adobe icon along with the “Download PDF” text. We will also require twooptions for viewing: (1) view PDF in browser and (2) save PDF.4.1.6 Identify Content Type: When search results are displayed, the visitor has no idea what type ofcontent is being listed (See below). Right now, results show the title and the date but not if thecontent is a photo gallery versus an article versus a publiction.4.1.7 Chronological Listing: The default search order is based on relevance. For our visitors, searchresults and related content need to be displayed in chronological order.

4.1.8 Press resource Center: Currently, the two categories of information are “Recent Comments” and“Recent Rress Releases.” “Recent Comments” needs to be replaced by “Latest Highlights” with anability to override to place content in the order as determined by IFES.4.1.9 Filter Past Projects: The page that lists IFES’ past projects needs to be able to be filtered bycountry. If one country has too many projects, those pages will also need to be paginated.4.1.10 Update the Sitecore UI to be able to identify active vs. inactive projects in the left sidebar ofSitecore.4.1.11 Sitemap: The current sitemap does not provide enough detail to allow a user to go immeditely totheir desired location on the site. We would like the sitemap to show at least 6 levels down, wherepossible.4.1.12 Forms: We need the ability to create forms on IFES.org.4.1.13 Applied Resource Center (ARC) needs a new page design that includes landing page andsubpages.4.1.14 Publication Tab which will list all the publications IFES produces.4.1.15 Virtual Resource Center (Library) needs a redesign which includes a search box on the main page.4.1.16 New Functionalities: We would like to see the following functionalities added to the site: WebAnalytics (Online Marketing Suite) and an Email Campaign Manager.4.1.17 Structural Changes: The following is a list of structural changes to the site to ease the .4.1.17.5.4.1.17.6.4.1.17.7.“Press Resource Center” should be renamed “Newsroom” and a redefined page.Move Newsletter, Multimedia, Galleries and Podcast under NewsroomAll social media links needs to be on the bottom right side, under Election GuideChange “Divisions” to “Regions”Move “Countries” under the “Regions” tabApplied Research Center as its own tab.Publication as separate tab.4.1.18 Look into the extended mail action to make workflow better.5 Vendor Qualifications & ReferencesAll vendors must provide the following information in order for their proposal to be considered:1.Vendor Information:Full legal name of the companyName of President / CEOBrief outline of products and services2.References: Contact information for three (3) references from projects similar in size, application and scopeand a brief description of their implementation.

6 Budget & Estimated PricingThe vendor must agree to keep these prices valid for a minimum of 60 (sixty) calendar days following thesubmission deadline.Please list the number of hours and the hourly price to complete each task. In the case of discrepancies betweenhourly price and total price, the hourly price will be taken as reference basis in the evaluation. Any purchase ofsoftware and taxes must be listed separately.Please advise your payment terms.7 Additional Terms & Conditions7.1 Non-Disclosure AgreementIFES reserves the right to require any Vendor to enter into a non-disclosure agreement.7.2 CostsThis RFP does not obligate IFES to pay for any costs, of any kind whatsoever, which may be incurred by aVendor or any third parties, in connection with the RFP response. All responses and supporting documentationshall become the property of IFES, subject to claims of confidentiality in respect of the response and supportingdocumentation.7.3 Intellectual PropertyThe Vendor should not use any intellectual property of IFES including, but not limited to, all logos, registeredtrademarks, or trade names of IFES, at any time without the prior written approval of IFES, as appropriate.7.4 Governing LawThis RFP and the Vendor’s Response shall be governed by the laws of Commonwealth of Virginia, U.S.A.7.5 Partial AwardingIFES reserves the right to accept all or part of the quotation when awarding the purchase order.7.6 Entire RFPThis RFP, any addenda to it, and any attached schedules, constitute the entire RFP.8 Attachments1.Vendor Certification2.Schedule A “Notice of Intention”
