NATIONAL TRIBAL WATER AND WASTEWATER OPERATOR CERTIFICATION PROGRAMTRAINING ANNOUNCEMENTWATER DISTRIBUTION – LEVEL 1TRAINING AND CERTIFICATION EXAMFOR WATER OPERATORSHosted by Fort Berthold Rural WaterNew Town, North DakotaAugust 21-25, 2017PROGRAM OBJECTIVE:The National Tribal Water and Wastewater Operator Certification Program at the Inter TribalCouncil of Arizona, Inc. (ITCA) serves to meet the needs of system operators working on Triballands and to provide a jurisdictionally-correct alternative to state certification programs. The ITCAis a U.S. EPA-approved provider of certification services under the U.S. EPA Tribal Drinking WaterOperator Certification Program Guidelines and makes its services available to all Tribal water andwastewater system operators working in Indian Country.THE TRAINING COURSE:The Water Distribution – Level 1 training course is designed to enhance the skills and knowledge ofTribal drinking water system operators. Subjects covered in this training course will include:drinking water distribution and system design, piping, meters and valves, fire hydrants, pumps, waterstorage, water disinfection, the Safe Drinking Water Act, water sampling and testing, math relating towater system operation, and worker safety. A training and reference booklet will be provided for thiscourse. Please Note: ITCA’s Level 1 training courses are designed with the expectation that studentshave had introductory training in related topics such as basic math, principles of electricity, power,electrical components, hydraulics, cross connection and backflow prevention, and the use of electricmeters to troubleshoot pumps and motors. Such Introductory training is included in a separate ITCAtraining course entitled General Module for Water and Wastewater Operators, which is highlyrecommended as a precursor to this Level 1 training course.Attendees that are only interested in the training may choose not to take the certification exam.ITCA does NOT “teach to the certification exams.” Students intending to take the certification examare encouraged to study the Association of Boards of Certification (ABC) 2012 Standardized ExamNeed-to-Know Criteria and a list of recommended study guide references can be found at:http://www.abccert.org.COST:Tribal personnel may attend this training course, apply for operator certification, and take the WaterDistribution - Level 1 operator certification exam for free.

INSTRUCTOR:ITCA has contracted with subject-matter expert Mr. Kim Yale of Yale Engineering, LLC to instructthis training course. Mr. Yale has extensive experience in the operation and maintenance of waterdistribution systems throughout Indian Country.LOCATION:The training course will be hosted by Fort Berthold Rural Water and will be held at the MHA &TERO Energy Complex, which is located at 305 4th St. N., New Town, North Dakota 58763. Thephone number to the MHA & TERO Energy Complex is (701) 627-6100.DATES & TIMES:On Monday, August 21, 2017, through Thursday, August 24, 2017, the training course will begineach day at 8:30 A.M. and will conclude each day at or before 5:00 P.M. There will be a one-hourlunch break each day and meals will NOT be provided. The Water Distribution – Level 1 operatorcertification exam will be administered by ITCA staff on Friday, August 25, 2017, starting promptlyat 8:30 A.M. and concluding at or before 12:00 P.M. Please be advised that prior approval fromITCA is required for admission into the exam session. There will be no late admission into the examsession.ATTENDANCE & CONTACT HOURS:Student sign-in sheets will be administered for both morning and afternoon sessions on each day ofthe training course. All attendees will receive written recognition of earned training contact hoursbased on attendance. Training contact hours may be accepted towards the training requirements fornew certification or as Professional Development Hour (PDH) credit towards the renewal of existingcertification.REGISTRATION: Class Registration Deadline is August 16, 2017Classroom space is limited. To request a class seat, please register as soon as possible, but no laterthan close of business on Wednesday, August 16, 2017. Separate written approval is required to be admittedinto the certification exam session (see below).EXAMINATION & CERTIFICATION: Exam Application Deadline is August 16, 2017ITCA staff will be available to proctor the Association of Boards of Certification (ABC) 2012Standardized 100-question paper-booklet exam following the training course (at the same location) toeligible Tribal personnel seeking Water Distribution - Level 1 Operator Certification. Participantsmust have prior written approval from ITCA to be admitted into the examination session. Approvalis based upon submittal of a completed ITCA Application for New (Drinking Water) Certification byclose of business on Wednesday, August 16, 2017. Please refer to the ITCA Application Bookletfor complete operator certification eligibility criteria and the application, which is available on theITCA website or by directly contacting the ITCA Tribal Water Department. You are highlyencouraged to submit an application as soon as possible.LODGING:You are responsible for making your own travel and lodging arrangements. Prior totraveling to the training event, preliminary applications for proposed travel expense reimbursementstipends will be considered for funding by ITCA. Preliminary applications will be considered on afirst-come first-served basis and will be subject to funding availability. Preliminary applicationsshall include proposed travel expenses that meet the federal government GSA rates. The maximumper diem rate for New Town, North Dakota for the period of this event, is 123 for lodging and 69for meals and incidentals. According to federal guidelines, local residents traveling less than fiftymiles one-way are eligible only for mileage reimbursement costs for use of privately-ownedautomobiles at the rate of 0.535 per mile.Please follow the steps below if you are interested in receiving a travel expense reimbursementstipend.1. Submit a completed Preliminary Application for Travel Reimbursement Stipend to ITCA beforetraveling to the training course. The form must include the signature of the attendee’s supervisor.The Preliminary Application Form is available upon request.2.
