Administrator CostelloTIMING:The Board is aware that the County has multiple telephone facilities, numbers and serviceproviders that are in a constant process of accumulation and evolution. An effort tobetter understand these and to attain efficiencies wherever practical was initiated as aprelude to the purchase and installation of the County telephone system replacement.DISCUSSION:A general report on the status of this effort by ANS is intended to brief the Board on theeffort.FISCAL IMPACT:As of this writing the substance of the report has not been made available to County staff.REFERENCES:NoneHISTORY:N/ARECOMMENDATION:The board should hear the report, ask questions and advise and direct staff asappropriate. Adistinct proposal with associated funding has not prepared as of this writing and ispending discussion at an EMS departmental meeting on May 24.DISCUSSION:This is a development that was not contemplated in the FY19 budget. However, it appearsto be a worthy effort and an opportunity to promote better emergency medical servicesin Madison County.FISCAL TION:The board should hear the report, ask questions and advise and direct staff asappropriate. Staff anticipates supporting the departmental recommendation on this item.ENCLOSURES:None

Shereferred to the County's future discussion to purchase the Moore Building for the use of future entrepreneur smallbusiness endeavors, and advised that the "Go Virginia" Small Business Entrepreneurship Innovation is a highpriority in the region, and that the "Go Virginia' Council has initiated a business funding plan that focuses onAlbemarle, Charlottesville and Madison connectivity to the rural areas. There will also be some opportunities forrural entrepreneurship which offer some "Go Virginia' matching funds if some programming can be implementedthat coincide with other opportunities that will be coming forth in other rural localities.With no further public comment being brought forth, the public comment opportunity was closed.4. Constitutional Offices:Sheriff’s Office: Erik Weaver, Sheriff, was present to advise of the 29th Tour de Madison event scheduled for thisupcoming weekend; motorists were urged to drive with caution on the local highways and look out for the cycliststhat will be participating in the weekend event.6. County Departments:

EMS: Noah Hillstrom, Director of Emergency Medical Services, was present to provide highlights from his monthlydepartmental report. A request was also submitted in the amount of 9,500.00 ( 8,830 quoted plus pus installation,allowances for gravel and contingencies equals total being requested). He advised that the building permit is inorder to cover costs associated with the purchase of the shelter covering for the two (2) emergency vehicles. Inclosing, it was advised that the Madison County Volunteer Rescue Squad is planning to host an open house for thepublic; he plans to request funding to assist with the open house event.The County Administrator also advised that consideration will be needed regarding the waiver of all building, zoningand other County fees associated with the proposed installation project.Supervisor McGhee moved that the Board authorize the installation of the proposed ambulance shelter for EMSemergency vehicles located at 1494 N. Main Street, at a cost not to exceed 9,500.00, and to waive all Countybuilding, zoning and related fees associated with the project, seconded by Supervisor Foster.Chairman Jackson suggested that a list be constructed to denote agencies/organizations that are not to be chargedany County fees.After discussion, it was noted that a list was already in order and will be forwarded to the Board for future review andadvisement.Aye: Jackson, Foster, Weakley, McGhee, Hoffman. Consideration: Emergency Management Mutual Aid Agreement with Rappahannock County: JohnSherer, Emergency Management Coordinator, was present to provide an update on the safety mutual aid agreementwith Rappahannock County, which is currently being reviewed by the County Attorney for clarity. During a recenttabletop exercise, discussions focused on developing a rescue task force that would call for EMS personnel to utilizefull body armor (the same as law enforcement personnel) that would allow them to enter a building to provide lifesaving emergency care to victims before law enforcement personnel fully secure the building. The cost of full bodyarmor is 932.00 per set, and has a shelf life of five (5) years and stock will need to be rotated out. Funding is beingrequested today to cover the purchase of six (6) sets of the proposed gear. This gear can also be used whenpersonnel all called to a domestic incident.The Finance Director noted that there is 800.00 in contingency for the next budget year for the proposed purchase;an appropriation of funds can be initiated from the timber sales revenue.Comments from the Board: Supervisor Weakley: Questioned the specifics concerning the five-year life span.Troy Estes of the Sheriff's Department was present and advised that within a five-year period, there is a breakdownof the material simply caused by 'exposure'; he further stated that the armor company will not back the safety of theproduct after a five-year (5) period); the only part of the armor that will need to be replaced is the 'plates' and notthe entire set.Mr. Hillstrom verbalized concerns that he would be unable to guarantee that all EMS staff would be trained toutilize the full body armor; also noted that in some localities, emergency personnel do utilize a rescue task force,To which, Mr. Sherer advised is being initiated in Arlington, VA, and that they also utilize the concept in the

training process. In closing, he referred to the fact that buildings are much larger in Northern Virginia and thatemergency personnel can enter on different levels (than in Madison County). Supervisor Weakley: Questioned the effects of the County's budget process and whether the proposed conceptwill affect the County's insurance risk factor.To which the Finance Director noted that EMS is already the County's highest risk factor.Supervisor Weakly moved that the Board authorize the purchase of the requested 1st responders' body armor fromFY19 monies with a cost not to exceed 6,500.00, seconded by Supervisor Foster. Nay: (0).The County Attorney noted that a few signature lines will be added to the proposed agreement; it should be readyfor signatures tomorrow.Economic Development & Tourism: Tracey Gardner, Director of Economic Development & Tourism was presentto provide highlights from her monthly departmental report (i.e. local grand openings; recent purchase of old postoffice, attaining permits for TOTM festival' revolving loan committee, success of Madison Day event, future Plow &Hearth expansion endeavor, input on Shenandoah Group, Neighbor's Day in the Park, Tween Rivers, etc.), andstressed the fact that new business comes from existing business. The business appreciation dinner is scheduled forMonday, May 20th, and the business expo is scheduled for Thursday, May 23rd from 1:00 p.m. to 6:00 p.m. Aspending comparison in tourism dollars from 2017 shows: Madison: 1,000,000.00 Culpeper: 975,000.00Schools: Anna Graham, Superintendent, was present for today's meeting session.7.
