PREFACEThis General Specification aims to lay down the technical requirements of materialsand equipment, the standards of workmanship, the requirements on testing andcommissioning, and operation and maintenance as well as requirements on documentsubmissions for Mechanical Installations in Government Buildings of the Hong KongSpecial Administrative Region (HKSAR).The 2017 edition of this General Specification was developed from the 2012 edition(incorporating Corrigendum No. GSMI01-2012) by the Mechanical Specialist SupportGroup that was established under the Building Services Branch Technical Information andResearch & Development Committee of the Architectural Services Department (ArchSD).It incorporates updated international standards and codes as well as technologicaldevelopments which find applications in Hong Kong. To be in line with the Department’sendeavour to reduce the environmental burden on our neighbours and to help preservingcommon resources while improving the quality of our service, this General Specificationputs emphasis on green features and green practices for construction as well as initiatives forenhancement of client satisfaction on completed projects.With the benefit of information technology, electronic version of this edition is to beviewed on and free for download from the ArchSD Internet homepage. As part of theGovernment’s efforts to limit paper consumption, hard copies of this General Specificationwill not be put up for sale.The draft of the 2017 edition has been circulated to stakeholders within and externalto the Government before finalisation. Nevertheless, the ArchSD welcomes comments onits contents at any time since the updating of this General Specification is a continuousprocess for the inclusion of any developments that can help meeting the needs of ourcommunity.

PART A – SCOPE AND GENERAL REQUIREMENTSSECTION A1SCOPE OF YWITHTHISGENERALThe Mechanical Installations shall comply with this General Specification whichdetails the intrinsic properties (including materials and workmanship) of theInstallations, in so far as it is not overridden by the Conditions, ParticularSpecification, Drawings and/or written instructions of the Supervising Officer.A1.2SCOPE OF THE INSTALLATIONSThis General Specification, Particular Specification, Tender Equipment Scheduleand Drawings detail the performance requirements of the Installations. TheInstallations to be carried out in accordance with this General Specification shallinclude the whole of the design, installation and supply of all materials necessaryto form a complete installation including any necessary tests, adjustments,commissioning and maintenance as prescribed and all other incidental sundrycomponents together with the necessary labour for installing such components, forthe proper operation of the Installations.A1.3TERMS AND DEFINITIONSIn this General Specification, all words and expressions shall have the meanings asassigned to them under the Conditions unless otherwise provided herein. Thefollowing words or expressions shall have the meanings assigned to them exceptwhen the context otherwise requires:A1.3.1Terms and DefinitionsBuildingContractorThe Contractor employed by the Employer for the execution ofthe Works or the Specialist Contractor separately employed bythe Employer to execute the Specialist Works as appropriateConditionsThe “Conditions of Contract” as defined in the Contract. MI ContractorThe Nominated Sub-contractor or the Specialist Sub-contractoremployed by the Building Contractor or the contractor directlyemployed by the Employer as appropriate for the execution ofthe Installations in accordance with the ContractorequivalentstandardsMeans internationally recognised standards acceptable to theSupervising Officer having similar requirements andspecification as regards to the type of construction, functions,performance, general appearance and standard of quality ofmanufacture and approved by the Supervising OfficerParticularSpecificationThe specifications drawn up specifically for the Installations ofa particular projectProprietarybrand nameproducts ormaterialsThe phrase “or alternative products or materials havingequivalent functions or performance” is deemed to be includedwherever products or materials are specified by proprietarybrand names in the Contract. A summary of technical standards quoted in this General Specificationto which the Installations shall comply with is listed in Annex I.A2.2CASE OF CONFLICTThe documents forming the Contract are to be taken as mutually explanatory of oneanother but in case of ambiguities or discrepancies the same shall be dealt with inaccordance with the Conditions.Section A2Page 5 of 5MI GS2017 Edition

SECTION A3EXECUTION OF INSTALLATIONSA3.1THE INTERNATIONAL SYSTEM OF UNITS (SI)The International System of Units of weights and measures shall be used for allmaterials, equipment and measurements.A3.2PROGRAMME OF INSTALLATIONSThe MI Contractor shall submit to the Supervising Officer a detailed programmeof the Installations within 4 weeks from the acceptance of his Tender showing theintended method, stages and order of work execution in coordination with thebuilding construction programme, together with the duration he estimated for eachand every stage of the Installations. The programme shall include at least thefollowing:(a)Dates for the placement of orders for equipment and materials;(b)Expected completion dates for builder’s work requirements, i.e. when worksite needs to be ready;(c)Delivery dates of equipment and materials to the Site;(d)Dates of commencement and completion of every stage of the Installationsin line with the building construction programme, i.e. each floor leveland/or zone area;(e)Dates of documents/drawings submissions to relevant Governmentdepartments to obtain the necessary approvals;(f)Dates of requirement of temporary facilities necessary for testing &commissioning, e.g. electricity supply, water and town gas;(g)Dates of completion, testing and commissioning; and(h)Short term programmes showing the detailed work schedules of comingweeks and months shall also be provided to the Supervising Officer.Programmes shall be regularly updated to reflect the actual progress and tomeet the MI Contractors’ obligations under the Contract.In addition, detailed submission schedules for installation drawings, equipmentand testing and commissioning shall be submitted to the Supervising Officer forapproval. The formats and information to be included in the schedules shall be asdirected by the Supervising Officer.Section A3Page 1 of 7MI GS2017 Edition

A3.3BUILDER’S WORKAll builder’s work including openings or holes through building structure orpartition walls; trenches, ducts and cutting; and all plinths, concrete bases,supports, ducts, etc. required for the Installations will be carried out as part of thebuilding works by the Building Contractor at the expense of the Employerprovided that the MI Contractor has submitted full details of such requirements tothe Supervising Officer for approval, so that due consideration may be givenbefore the Building Contractor commences the building works in accordance withthe building programme in the areas concerned. After obtaining the said approvalof the Supervising Officer, the MI Contractor is required to mark out at the relevantlocations of the Site the exact positions and sizes of all such works and to providedetailed information of such works to the Building Contractor to facilitate him tocarry out the builder’s works as the Works proceed.All ‘cutting-away’ and ‘making-good’ as required to facilitate the MI Contractor’sworks will be carried out by the Building Contractor, except for minor provisionsrequired for the fixing of screws, raw plugs, redhead bolts, etc. which shall becarried out by the MI Contractor. The MI Contractor shall mark out on Site and/orsupply drawings of all cutting-away to the Building Contractor within a reasonabletime.All expenses properly incurred and losses suffered by the Employer as a result ofthe MI Contractor’s failure to comply with the above requirements are recoverableby the Employer from the MI Contractor as a debt under the Contract or via theBuilding Contractor as if it is a debt liable to the Building Contractor under theSub-contract as appropriate.The MI Contractor shall ensure that such works are essential for the execution ofthe Installations. In the event that any of such works is proved to be non-essential,unnecessary and/or abortive, the MI Contractor shall bear the full cost of suchworks including but not limited to any unnecessary or incorrect cutting-away andmaking-good and shall reimburse the Employer for all cost incurred in thisconnection are recoverable by the Employer from the MI Contractor as a debtunder the Contract or via the Building Contractor as if it is a debt liable to theBuilding Contractor under the Sub-contract as appropriate.Upon completion of the builder’s works by the Building Contractor, the MIContractor shall forthwith check and examine that all builder’s works so executedhave been completed in accordance with his requirements. If at any time itbecomes apparent to the MI Contractor that any builder’s works completed by theBuilding Contractor does not comply with his requirements in any respectwhatsoever, the MI Contractor shall forthwith give notice in writing to theSupervising Officer and specify in details the extents and effects of suchnon-compliance in that notice. The MI Contractor is deemed to have satisfied withthe builder’s works after a period of 14 days from the date of completion of thebuilder’s works if the above notice is not served to the Supervising Officer withinsuch period. A3.4COORDINATION OF INSTALLATIONSThe MI Contractor shall coordinate the Installations with those works of theBuilding Contractor and any other contractors and sub-contractors of the BuildingContractor.The MI Contractor shall note that the Drawings supplied to him only indicate theapproximate locations of the Installations. He shall make any modificationreasonably required of his programme, work sequence and physical deployment ofhis work to suit the outcome of work coordination or as necessary and ensure thatall cleaning, adjustment, test and control points are readily accessible whilekeeping the number of loops, cross-overs and the like to a minimum.The MI Contractor shall pay particular attention to the building works programmeand shall plan, coordinate and programme his works to suit and adhere to thebuilding works in accordance with the building programme.Any significant problems encountered during the coordination work, which arebeyond the MI Contractor’s control, shall promptly be reported to the SupervisingOfficer.A3.5COOPERATION WITH OTHER CONTRACTORSThe MI Contractor shall cooperate at all times with the Building Contractor and allother contractors and sub-contractors of the Building Contractor in order toachieve efficient workflow on the Site and keep the Site in a clean and tidycondition.Any significant problems beyond the MI Contractor’s control shall promptly bereported to the Supervising Officer.A3.6SITE SUPERVISIONThe MI Contractor shall keep on the Site a competent and technically qualified sitesupervisor to control, supervise and manage all his works on Site. The sitesupervisor shall be vested with suitable powers to receive instructions from theSupervising Officer or his Representative.The site supervisor shall be technically competent and have adequate siteexperience for the Installations. The MI Contractor shall also refer to theParticular Specification for other specific requirements, if any, on site supervision.Approval by the Supervising Officer shall be obtained prior to the posting of thesite supervisor on Site. The MI Contractor shall immediately replace any sitesupervisor whose experience, skill or competency is, in the opinion of theSupervising Officer, found to be inadequate for the particular work.All tradesmen must be experienced in the trade and the work carried out shall beconsistent with good practice in Hong Kong and to the satisfaction of theSupervising Officer. In this connection, the MI Contractor’s attention is drawn to theSpecial Conditions of Contract under the Contract for the requirements relating toQualified Tradesmen/ Qualified Skilled Workers and Intermediate Tradesmen/Qualified Semi-skilled Workers.Section A3Page 3 of 7MI GS2017 Edition

A3.7SAMPLE BOARDWithin 6 weeks of the acceptance of his Tender and prior to the commencement ofthe Installations, the MI Contractor shall submit to the Supervising Officer forapproval a sample board of essential components proposed to be used in theContract. However, the MI Contractor may request the Supervising Officer inwriting for an extension of time, if 6 weeks are practically insufficient.Items displayed shall be deemed to be adequate for the Installations unlessotherwise clearly indicated. Each sample, with clear numbering and labeling, shallbe firmly fixed onto a rigid wooden or metal board. A list shall also be affixed onthe sample board to show the item description, make and brand, country of originand locations of installation (if not generally used).
