You can find out more about when children have to start school in the ‘AboutStarting School’ section. If your child attends a school’s nursery or pre-school class you still need to apply.Transfer to Junior School Applying for a place in year three at a junior school. This is the first year of a juniorschool. For children born between 1 September 2014 and 31 August 2015. For children who need to transfer from Year 2 in an infant school to Year 3 in ajunior school and children who live in Cornwall and attend a primary school whowant a place in Year 3 at a junior school. Children normally start in year three at a junior school in the September followingtheir seventh birthday. If you want to apply for a primary school instead of a junior school you will need tocomplete a different application form. The application will be processed later thanjunior school applications. Contact the School Admissions Team for moreinformation.Transfer to Secondary School Applying for a place in year seven at a secondary school. For children born between 1 September 2010 and 31 August 2011. Information Classification: PUBLICace for September 2022Designated areasCornwall Council has divided Cornwall into areas called ‘designated areas’. You might alsohear them called ‘catchment’ areas. These are each served by a specific school or schools. Your designated school may not be the one nearest to your home address. Some schools include living in the designated area as a priority in theiroversubscription criteria. This is the criteria they will use to decide who should havea place. Entitlement to transport to all schools will be decided by Cornwall Council based onwhether or not:o your address is in the school’s designated area; oro it is your nearest school. If you want to find the designated or nearest school or schools for your address:o go to www.cornwall.gov.uk/admissions; oro contact the School Admissions Team.Home addressWe can only use one address to process your application. A child can only have one address which will be used to decide:o admission to school; ando home to school transport entitlement. The address should be the one where the child spends most of their time. We would need evidence of a proposed address in the form of:o a signed rental agreement; oro evidence of an exchange of contracts. If there is a disagreement between parents/carers about the home address:o You should sort this out before applying.o You may need to get legal advice.o The Council or the admission authority will decide which address to use ifyou cannot agree or do not tell us in time.8www.cornwall.gov.uk/admissions

If you are allocated a place at a school it does not mean that you will automaticallyget transport. You are responsible for getting your child to and from school. This includesaccompanying them if necessary. The eligibility criteria for home to school transport is explained in Cornwall’s Hometo School Transport Policy. You can see this at:www.cornwall.gov.uk/schooltransport. Unless other criteria apply, entitlement to transport will be decided by CornwallCouncil based on whether or not:o your address is in the school’s designated area; oro it is your nearest school; oro the school has been allocated by Cornwall Council because it is thenearest one with a place available. If you want to identify the designated school/s or nearest school for your address:o go to www.cornwall.gov.uk/admissions; oro contact the School Admissions Team. You should not assume that your child is eligible for home to school transport. Information Classification: PUBLICace for September 2022Service Families (UK Armed Forces)There are certain procedures to help remove disadvantage for Service Families.Service Families: are more likely to need to apply when schools may already be full; and may be unable to provide a specific address in time for the admissions process.The Armed Forces Covenant tries to make sure that the service community is notdisadvantaged.There are some specific references to Service Children in the School Admissions Code. Itshould be noted that: the Covenant does not seek preferential treatment for the service community; and the School Admissions Code does not give Service Children any automatic right to aplace in their preferred school.Applications will be processed and places allocated: based on the proposed address with supporting evidence; or if you are not able to confirm a proposed address and a unit or quartering address isprovided, an allocation will be made based on the unit or quartering address.This is to ensure that your child is not left without a school place, although it is acceptedthat you may want/need to change your preference when a new address is confirmed inorder to try to secure a school closer to that address. The School Admissions Team willthen offer support and guidance.Special Educational NeedsIf your child has an Education, Health and Care (EHC) plan you are not required to make anapplication. School admissions for children with an EHC plan are arranged by the Statutory SENService, outside the Co-ordinated Admissions Scheme. Information Classification: PUBLICember 2022When parents/carers disagree about anapplicationOnly one application can be processed for each child. You should sort out any disagreement before applying. We can only offer one school place.If there is a disagreement about the application or the preferences, either by someonedisputing an application or by two applications being submitted: You will need to agree or settle the matter through the courts. Cornwall Council will decide which application to process if you do not agree or geta court order in time for us to be able to allocate a place within the timescales.We will take into account the following: your child’s home address; the living arrangements; your child’s view; what is considered to be in the child’s best interests; other relevant factors.Fraudulent applicationsYou could miss out on your preferred school if you submit a fraudulent application. A fraudulent application is one where the applicant uses false information to gainadvantage in the application process. If you use false or misleading information in your application which may gain youadvantage over other applicants we might:o start an investigation which could lead to criminal proceedings;o ask you to provide evidence to help with an investigation;o share your information to help with preventing and detecting fraud;o withdraw the offer of a school place. You must tell us immediately if your circumstances change. We carry out checks on a random sample of applications to ensure that the addressinformation is accurate. This is to ensure that places are allocated fairly. If you arerandomly selected you will receive a letter requesting evidence of your currentaddress. Places in reception will be allocated as full-time. You can request part-time admission until your child reaches compulsory school age.You need to arrange this with the school. When a child starts in a reception class at school, nursery funding will not be paid fromthat term. Any free entitlement will be used within the school budget allocation. If your child has an Education, Health and Care (EHC) plan please speak to the StatutorySEN Service (01872 324242) if you have any queries about starting school. This will be treated as a new application and you need toapply in the summer term 2023. Please note that there is no guarantee that a place willbe available at your preferred school.Please note that if you decide to request a place in a reception class rather than year onein September 2023, having deferred the place for a year, this would be called delayedadmission and needs to be agreed by the admission authority, usually in consultation withCornwall Council and other professionals. Information Classification: PUBLICember 2022New school – St AustellSky Primary & Eden Project Nursery will open at the heart of the new West CarclazeGarden Village on the outskirts of St Austell in September 2022.The school and nursery will initially open with space for 30 reception age pupils and willhave 26 full time equivalent places for 3 & 4 year olds in the Nursery. The school will growyear on year with classes across the primary phase.Sky Primary & Eden Project Nursery will be proudly part of Kernow Learning, a multiacademy trust of 19 other primary schools across Cornwall. We will offer you a place at the highest preference school at which yourchild is eligible for a place. Information Classification: PUBLICace for September 2022When you are ready to applyBefore the deadline go to www.cornwall.gov.uk/admissions and complete your onlineapplication in Parent Portal.Providing supporting informationIf you believe that you should be given priority based on a particular oversubscriptioncriterion in the school’s admission arrangements: You will need to provide as much relevant information as possible with yourapplication. You can upload this to your Parent Portal application. Places can only be allocated using the written information that you give us. If you wish to send any supporting information after you have submitted yourapplication it must be received by the School Admissions Team by the ‘exceptionalcircumstances’ deadline. After this date the allocation process will begin and itcannot be guaranteed that the supporting information you provide will be takeninto account. You will need to post or email this. It is your responsibility to send any information that is provided outside the onlineapplication system to us securely. If one (or more) of your preferred schools is a school with a religious designationyou may also need to complete an extra form or provide additional evidence. This isto help them determine your priority for a place under their oversubscriptioncriteria. You should ask the school or School Admissions Team whether this is thecase and provide the required information with your application.Late applicationsApplications submitted after the deadline will not be processed until after all thosesubmitted by the deadline. In exceptional circumstances an application may be accepted for consideration withthose received by the deadline. Examples include:o medical reasons;o a recent move into the area; oro a family returning from abroad. This can only be considered if you tell us by the exceptional circumstances deadline. Information Classification: PUBLICember 2022Change of mind before the application deadlineWhen applying online you will not be able to make any changes to your preference(s) ordetails once the application has been submitted. For a change of preference, please access www.cornwall.gov.uk/schoolpreferences. For all other changes please contact the School Admissions Team.How places will be allocatedEach school has an ‘admission authority’ which sets the admission arrangements. Thisincludes the priority order they will use if there are more applications than places available– the ‘oversubscription criteria’. Attendance at a school's nursery or pre-school, or a local nursery or pre-school,does not automatically guarantee a place at that school. The school’soversubscription criteria will be used to allocate places. If your child already attends an infant school and wants to attend the nearby juniorschool you must still complete an application for a place – attending the infantschool does not guarantee you will be allocated a place at the junior school.Allocation of applications submitted on time – ‘round one’If your application was submitted by the deadline it will be considered at the same time asall other applications received by the deadline. On-time applications are not processed on a first come first served basis. Sometimes there are more applications than places available. If this happens theschool’s oversubscription criteria will be used to decide who should get a place. The oversubscription criteria are summarised in the ‘School details’ section later inthis booklet or can be found in full on the school’s website. All applicants will be listed in the order of each school’s oversubscription criteria foradmission to each school. They will be listed regardless of whether the school isnamed as a first, second or third preference. If you name three preferences, your child will appear on three lists. We will offer places up to the Published Admission Number (PAN) for each school.The PAN is the maximum number of children that a school will admit to the yeargroup. If your child qualifies for a place at more than one of the schools you haveexpressed a preference for, a place will be offered at the one you have ranked asyour highest preference on your application form. You may have to give up the allocated place and your changed preference(s) wouldbe processed as a late application.Change of address before a place has been allocated If you change address before National Offer Day you must tell the SchoolAdmissions Team in writing. A change of address may affect your child’s priority for a place at a school or yourentitlement to transport. All address notifications received by the exceptional circumstances deadline will betaken into account when considering your child’s priority for a place at a school. You must provide evidence of the change of address to the School Admissions Teamin the form of:o a signed rental agreement; oro evidence of an exchange of contracts. If you fail to notify Cornwall Council of your change of address and you are allocateda place at an oversubscribed school on the basis of your previous address CornwallCouncil reserves the right to withdraw that allocation.National Offer Day If you submit an application online by the deadline you will be sent an email onNational Offer Day telling you which school you have been allocated. If you applied online you will also be able to log back in to the system to check yourallocation. Information Classification: PUBLICember 2022When you have received your allocation If you are happy with the school place allocated then you do not need to doanything. The school will contact you to arrange admission. If you are not happy with the place you have been allocated you should look at yourallocation letter for details of how to appeal and how to request to go on a waitinglist. If your circumstances have changed since applying then please contact the SchoolAdmissions Team. If you no longer require the place then please inform the School Admissions Team inwriting. We would strongly advise against refusing a school place until you havemade alternative education provision for your child.AppealsIf we have to refuse a place at any of your preferred schools you will have the right toappeal to an independent panel. Your letter will tell you how to do this. You will have 20 school days after you receive your notification to appeal thedecision. Appeals must then be heard within 40 school days of this deadline.Applying/appealing againYou can only apply again if: there has been a significant change in circumstances for your child; or there has been a significant change in circumstances for the school.You can only appeal again if: the admission authority accepted another application; and you were refused again.Waiting listsCornwall Council or individual admission authorities will maintain waiting lists for at leastthe first term of the academic year.You can only request to go on a waiting list where you have applied for and you wererefused a place.Your school place allocation letter will tell you how you can request to go on a list.How waiting lists operateWhere a school holds a waiting list the follow terms and conditions apply. These followthe requirements of the School Admissions Code 2021.Waiting Lists are based on the school’s oversubscription criteria. A child's position may change if: extra information is received about applications; or other children are added to the list.No priority is given to the length of time that a child has been on the list.The following children have priority over children on a waiting list: Children in care and those that were previously in care. Children with an Education, Health and Care Plan. Children allocated to a school under the Fair Access Protocol. Children admitted after a successful admission appeal.A child that is at the top of the waiting list will not necessarily be eligible for a place when achild leaves that year group. If the school is already over its admission number then a placewill only become available when the year group falls below this number.If a place becomes available at an oversubscribed school it will be allocated to the child atthe top of the waiting list (which will list children in the order of the school’soversubscription criteria) regardless of whether the application for that child had been lateor on time.Parents will need to reapply at the end of the academic year if they still wish their child tobe considered for a place.Change of address after a place has been allocatedIf you change address after National Offer Day you should tell the School Admissions Teamin writing. A change of address may affect your entitlement to transport. Late applications received before the round two deadline but not considered to beexceptional will be looked at together. If a school is already full, round two late application children will be added towaiting lists. They will be on the list with the names of children who are already onthe list after round one. Applications received after the round two deadline will be dealt with on a daily basisbut only after the round two allocations have been made. The deadline for theseapplications will be midnight each day.
