OVC AI/AN TTA Dedicated Staff Biography InformationRoicia Banks, Project CoordinatorMs. Banks was born in Phoenix, Arizona, and raised throughout the Grand Canyon State. She spentmost of her adolescent years on the Hopi reservation and the small town of Winslow. In 2007, shegraduated from Winslow High and went onto pursue her bachelor's Degree by becoming a SunDevil. Ms. Banks studied at Arizona State University in Tempe, Arizona, and graduated in 2011 fromthe College of Liberal Arts & Sciences earning a Bachelor of Arts in African & African AmericanStudies and a Bachelor of Arts in Political Science. Ms. Banks then pursued her Masters in SocialWork at the University of Houston, in Houston, Texas. While pursuing her Masters of Social Work,she experienced her love for community social work serving at the local community center in AcresHomes. Ms. Banks assisted in creating research-based solutions such as cultural competencytraining for state employees, foster agencies, and foster families in order to eliminate systematicracism in the child welfare system. Ms. Banks was employed as a case manager for ChildrenProtective Services in Houston, Texas before returning back to Arizona. Ms. Banks previously served children and familiesin tribal government for four years as a social worker and advocate. Ms. Banks also served as a SNAP Coordinator atMaricopa County Community Colleges District Office, supporting students with information, resources, and communityservices. Today, Ms. Banks serves as a Project Coordinator with the National Criminal Justice Training Center of Fox ValleyTechnical College.Kevin Brennenstuhl, Project CoordinatorKevin Brennenstuhl is a Project Coordinator at the National Criminal Justice Training Center of FoxValley Technical College (NCJTC). Within this role, Mr. Brennenstuhl’s main focus is supportingTribal victim assistance programs that are working to empower victims of crime, expedite therecovery process, and keep their communities safe. Prior to joining NCJTC, Mr. Brennenstuhl spentover 10 years working in the corrections’ and human services’ fields, primarily assisting traumatizedyouth and their families. He worked as an Advanced Program and Policy Analyst for the WisconsinDepartment of Corrections, principally overseeing strategic planning and contracting for youthtreatment services. He was instrumental in promoting evidence-based practices throughout thejuvenile justice system statewide and was instrumental in the opening of the Grow Academy, a Type1 juvenile correctional placement for court ordered youth under state supervision. In addition, Mr.Brennenstuhl was also the Program Director for the Menominee Tribal Police Department’s Crime Victims Program. In thatposition, Mr. Brennenstuhl oversaw several staff who provided direct services to victims of crime within the MenomineeReservation/County and facilitated and managed a cache of grants that focused on tribal victim assistance and violenceagainst women. He helped spearhead several local programs while working for the Menominee Tribe of Wisconsin and wasthe recipient of several state and national awards for his leadership in working with victims of crime. Over the years, Mr.Brennenstuhl has been asked to speak at tribal, state, and national conferences on issues of inter-agency collaboration,partnership building, evidence-based practices, missing and exploited children, drug endangered children, and multijurisdictional team approaches to victim recovery. Angel Cruz, Project CoordinatorAngel Cruz is a Project Coordinator with the National Criminal Justice Training Center of Fox ValleyTechnical College. Angel leads program efforts funded by the Office for Victims of Crime, Office ofJustice Programs, U.S. Department of Justice. Angel previously worked as a Domestic ViolenceShelter Coordinator for the Gila River Indian Community, where she managed the overall operationsof a 30-bed shelter for domestic violence survivors and their children. Prior to that, Angel served asa Sexual Assault Program Coordinator with Gila River. In this position, Angel coordinated,developed, and monitored training plans for Sexual Assault Advocates in order to increase staffcompetency. She also helped develop and establish healing support groups for survivors of sexualviolence. In 2011 Angel worked as a Chemical Dependency Counselor Aide at the Desert VisionsYouth Wellness Center, and later, in 2012, a Social Worker II/CPS Investigator with Salt River PimaMaricopa Indian Community. Between 1998 and 2010, Angel worked for the Hopi Tribe as a Victim Outreach Coordinator,a Homeownership Counselor/Coordinator, and Senior Child Protective Services Social Worker. Angel also worked as aVocational Rehabilitation Counselor at Sycuan Inter-Tribal Vocational Rehabilitation. Angel has a Master of Arts in ForensicPsychology and a Bachelor of Arts in Psychology from Argosy University. She also has an Associate of Arts degree inPsychology from Mesa Community College, and has completed 24 hours of undergraduate courses in Social Work at ArizonaState University School of Social Work. Angel has a Bachelor of Vocational Education certificate, a certificate in Basic ForensicInterviewing, and is certified as an Occupancy Specialist.Kevin Poleyumptewa, Project CoordinatorKevin Poleyumptewa is a Project Coordinator with the National Criminal Justice Training Centerof Fox Valley Technical College. Kevin works with program efforts funded by the Office forVictims of Crime (OVC), Office of Justice Programs, U.S. Department of Justice. This includesproviding training and technical assistance for the OVC American Indian/Alaska NativeComprehensive Tribal Victim Assistance and Tribal Victim Services Set Aside Programs. Prior tothis, Kevin provided fatherhood and healthy relationships programing in communities, jails andjuvenile residential treatment facilities, as well as training, workshop and keynote address forvarious Native American tribes, communities, conferences, high schools and youth programs.Through this work he has assisted in anti-gang efforts throughout Arizona. Mr. Poleyumptewahas served as the State Director for the non-profit Fathers and Families Coalition of Arizona andwas a member of the Board of Directors for the Fathers and Families Coalition of America. Kevinis also the owner of two businesses, SunDance Career Services and Moonlit Dreams Photography. Raised on the Hopireservation, Mr. Poleyumptewa understands the dynamic of reservation life and the struggles associated with hanging onto culture/tradition and surviving in a modern world. In addition, the effect this has on the future of our children and ourNative Communities. He has had the opportunity to travel across the country providing workshops and training to variouscommunities, agencies, and organizations. Project Administration, OVC Primary Points of Contacts, Lead Project SupportJoell Schigur, Program AdministratorJoell Schigur is a program administrator who is responsible for coordinating and monitoring thedelivery of NCJTC’s Appleton Office training programs and projects. Joell is responsible forfacilitating the development, delivery and review of curriculum for conferences, in-personclassroom and e-Learning training programs, as well as meetings, and other important projects.Joell also oversees office operations, budget, and staff for the FVTC Appleton office. She buildscollaborative relationships with other training providers. local educational institutions, foundations,and private agencies. Joell joined NCJTC in 2014 after a 20-year career with the WisconsinDepartment of Justice, Division of Criminal Investigation. Joell served as the Wisconsin InternetCrimes Against Children Task Force Commander, AMBER Alert Coordinator and Child AbductionResponse Team Commander. Joell has extensive experience successfully leading programs,managing projects and overseeing complex investigations. Joell Schigur has a B.A. in Criminologyand Law Studies from Marquette University.Devin Rieckmann-Sell, Program ManagerDevin Rieckmann-Sell is a Program Manager with the National Criminal Justice Training Center atFox Valley Technical College. She is responsible for a wide variety of technical and administrativeduties to manage, develop and coordinate projects, training and event activities. Her primaryresponsibility includes the management of the Office for Victims of Crime American Indian/AlaskaNative Training and Technical Assistance Program and the Tribal Victim Services Set-Aside Program.In addition, Devin works with Wisconsin victim service providers to coordinate the WisconsinServing Victims of Crime Conference, the Wisconsin State Victim Assistance Academy as well asmultiple specialized trainings and technical assistance requests. In addition to her role with thesemajor events, Devin provides leadership with establishing and maintaining collaboration within theNational Criminal Justice Training Center team. Devin received an Associate in Applied ScienceDegree in Administrative Assistant from Fox Valley Technical College and a Bachelor of Science degree in Criminal JusticeLeadership Studies from Marian University in Fond du Lac, Wisconsin.Justine Souto, Program ManagerJustine Souto is a Program Manager for the National Criminal Justice Training Center of Fox ValleyTechnical College. She has expertise working with Tribal justice systems, grants management, andinterpersonal communications. She is highly skilled in multi-disciplinary collaboration, resourcemapping and strategic planning. She has strengths-based approach to her leadership andmotivational style. Justine overseas the Tribal Justice System Planning Program which providestechnical assistance to grantees receiving funding to help them understand their community’s mostpressing justice-related issues and to develop a response through planning to address those issues.She also assists with the program management of the Office for Victims of Crime Indian CountryTraining and Technical Assistance. Jen Jansen, Project SpecialistJen Jansen is a Project Specialist with the National Criminal Justice Training Center of Fox ValleyTechnical College. Jen leads grantee communication efforts as well as programmatic and logisticalefforts for the Office for Victims of Crime (OVC) American Indian/Alaska Native ComprehensiveTribal Victim Assistance and Tribal Victim Services Set Aside Programs. Jen also assists incoordinating the Wisconsin State Victim Assistance Academy and annual Wisconsin Serving Victimsof Crime Conference with the Wisconsin Department of Justice, Office of Crime Victim Services.Prior to joining NCJTC, Jen spent over 10 years working as an Executive Administrative Assistant ata local retail company in Loss Prevention.
