PURPOSE. This Manual is the new Coast Guard Addendum (CGADD) to the United StatesNational Search and Rescue Supplement (NSS), which is a supplement to the InternationalAeronautical and Maritime Search and Rescue Manual (IAMSAR). This Addendum establishespolicy, guidelines, procedures and general information for Coast Guard use in search and rescue(SAR) operations.2. ACTION. All Coast Guard unit commanders, commanding officers, officers-in-charge,deputy/assistant commandants, and chiefs of headquarters staff elements shall comply with theprovisions of this Manual. Internet release is authorized.3. DIRECTIVES AFFECTED. The U.S. Coast Guard Addendum to the United States Search andRescue Supplement (NSS) to the International Aeronautical and Maritime Search and RescueManual, COMDTINST M16130.2E is cancelled.4. DISCUSSION.a. The CGADD is a Coast Guard publication complementing the NSS and IAMSAR for CoastGuard SAR operations.b. The CGADD, NSS and IAMSAR are reference documents for SAR, which are published andrevised to incorporate the latest techniques and recommendations for SAR.c. This new Addendum includes procedures and information that may be useful to rescue agenciesoutside of the Coast Guard. As procedures presently incorporated in the CGADD are approvedfor joint use, they will be published in the NSS. As procedures are approved for internationaluse, they will likewise be published in the IAMSAR. In theevent of apparent conflict between the provisions of this Addendum and other Coast Guarddirectives, the latest provision shall be applied and Commandant (CG-SAR-1) shall be notifiedof the apparent conflict.d. The policies and procedures in this Manual apply to Coast Guard facilities within the U.S.,territories, and possessions, and to Coast Guard SAR operations worldwide. This directivepromulgates internal Coast Guard planning guidance solely intended to promote efficiency andconsistency in public service above and beyond the requirements of law and regulation. Anyobligations discussed, flow only to the Coast Guard and Coast Guard personnel are expected toexercise broad discretion in performing the functions discussed. The Coast Guard retains thediscretion to deviate from or change this guidance without notice. This document creates noduties, standard of care, or obligations to the public and should not be relied upon as arepresentation by the Coast Guard as to the manner of proper performance in any particular case.5. POLICY.a. Procedures, techniques, and terminology in this Addendum are adopted for use by the CoastGuard for SAR operations. Procedures, techniques, and terminology promulgated by the NSSand IAMSAR also apply to the Coast Guard. Where Coast Guard policies or procedures differfrom NSS and IAMSAR manual, discussion and guidance will be provided within theAddendum.b. The provisions of this Addendum are intended as a guide for consistent and uniform execution ofthe Coast Guard SAR program. This Addendum does not cover occurrences best handledthrough experience and sound judgment. The CGADD is not intended to place unduerestrictions on use of sound judgment.6. MAJOR CHANGES. Major changes to this Manual are listed in Appendix O of this Addendum.7. REQUESTS FOR CHANGES. Units and individuals may submit recommended changes in writingvia the chain of command to: Commandant (CG-SAR); U. S. Coast Guard; 2100 2ND ST SW STOP7363; WASHINGTON, DC 20593-7363.8. DISCLAIMER. This guidance is not a substitute for applicable legal requirements, nor is it itself arule. It is intended to provide operational guidance for Coast Guard personnel and is not intended tonor does it impose legally-binding requirements on any party outside the Coast Guard.9. RECORDS MANAGEMENT CONSIDERATIONS. This Manual has been evaluated for potentialrecords management impacts. The development of this Manual has been thoroughly reviewed duringthe directives clearance process, and it has been determined there are no further records schedulingrequirements, in accordance with Federal Records Act, 44 U.S.C. 3101 et seq., National Archivesand Records Administration (NARA) requirements, and the Information and Life CycleManagement Manual, COMDTINST M5212.12 (series). This policy does not have any significant orsubstantial change to existing records management requirements.10. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS.2

The development of this Manual and the general policies contained within it have beenthoroughly reviewed by the originating office in conjunction with the Office of EnvironmentalManagement, and are categorically excluded (CE) under current USCG CE # 33 from furtherenvironmental analysis, in accordance with Section 2.B.2. and Figure 2-1 of the NationalEnvironmental Policy Act Implementing Procedures and Policy for Considering EnvironmentalImpacts, COMDTINST M16475.1 (series). Because this Manual contains guidance on, andprovisions for, compliance with applicable environmental mandates, Coast Guard categoricalexclusion #33 is appropriate.b. This directive will not have any of the following: significant cumulative impacts on the humanenvironment; substantial controversy or substantial change to existing environmental conditions; orinconsistencies with any Federal, State, or local laws or administrative determinations relating to theenvironment. All future specific actions resulting from the general policies in this Manual must beindividually evaluated for compliance with the National Environmental Policy Act (NEPA), DHSand Coast Guard NEPA policy, and compliance with all other environmental mandates. Due to theadministrative and procedural nature of this Manual, and the environmental guidance providedwithin it for compliance with all applicable environmental laws prior to promulgating any directive,all applicable environmental considerations are addressed appropriately in this Manual.11.
