RURAL AREA FORMULA (SECTION 5311) CARES ACTFEDERAL TRANSIT ADMINISTRATION (FTA)Section 5311 Non-Urbanized Area Formula ProgramPROJECT NAME:NJ TRANSIT’s CARES ACT Rural Operating, Capital, and Intercity ProjectNJ TRANSIT is requesting funds in the amount of 13,321,545 from theFFY 2020 Rural Area Formula (49 USC 5311) CARES Act for NJ TRANSIT’s CARES Act Rural Operating, Capital,and Intercity Project. Per the CARES Act, the NJ TRANSIT requests 100% federal share. NJ TRANSIT is requestingthe entire Section 5311 CARES Act allocation. The funds support rural program activities and one intercity program.NJ TRANSIT agrees that if it receives Federal funding from the Federal Emergency Management Agency (FEMA) orthrough a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, adifferent Federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding underthis Grant Agreement, it will provide written notification to FTA, and reimburse FTA for any Federal share thatduplicates funding provided by FEMA, another Federal agency, or an insurance company.Funds include 9,991,159 for the state’s fourteen (14) subrecipients (15 projects-Senior Citizens United CommunityServices (SCUCS) has two projects) to support operating assistance, planning, equipment purchases, and projectadministration; 1,332,154 for NJ TRANSIT’s state administration; and 1,998,232 ( 13,321,545 x .15 1,998,232)for one intercity project (Academy Bus Lines). NJ TRANSIT conducted a separate Section 5311(f) intercityconsultative process as required in the FTA Circular 9040.1G for the Rural Areas Program (Section 5311) for theCARES ACT funding meeting the intercity set-aside requirement.All the projects in this application have met all the federal requirements (Category A).COORDINATIONAll counties have developed and submitted Public Transit – Human Services Transportation Coordination Plans andthese projects are derived from those locally developed plans.
