HISTORY-1800’S 1826-General School Law allowedthe Mayor of Baltimore & CityCouncil to create Board ofCommissioners of Public Schoolsto establish and regulate asystem of free public education.1828-Commission is established.1829-Three schools with 269students.1839-Public school system beginsto cater to the community,creating night school, for boyswho worked during the day andestablished the first secondaryschool in the City.1839-9 schools, 1,226 students 1866-Board of Commissioners ofPublic Education become electedannually by the City Council.1866-Shift in municipal financinglead to a significant shift in the roleof Treasurer of the Board-positionabolished, therefore the position ofSuperintendent was established.1866-John N. M’Jilton firstBaltimore City Public SchoolSuperintendent.1866-State of Marylandestablishes first Normal School forteacher training.1866-88 schools, 18,307 students1870- The total population ofBaltimore City 267,534

HISTORY-1900’S 1900- The total population of Baltimore City 508,9571904-Fire destroys the majority of the City.NO schools were damaged. The destructionof the downtown area lead to hugerevitalization and modernization of DowntownBaltimore.1912- Laws move the age of CompulsoryEducation to 14 years of age.1925-Move of control of the public schoolsystem from the Commission to theSuperintendent. Due in large part to thevision & leadership of James Sickle & HenryWest.1925-96,630 students with an 8 millionbudget. 800,055 total population.1954-Brown vs. The Board of Education1955- Superintendent Lemmel earnsHollander Award for role in encouraging andimplementing desergration laws. Are amongthe first public school to integrate below theMason-Dixon line. 1960-The Baltimore Public School system is87,634 African American and 82,588 White.1961- The Federal Civil Rights Commissionstates that Baltimore City Public Schools roseto the “Brown challenge” of school integration.1963-Supreme Court ruling on Prayer in School(Murray vs. Curlett) (1959, Madalyn MurrayO'Hair’s son walks out of the required Biblereading in a Baltimore City Public School, a fouryear court case lead to the Supreme Courtruling)1971-1st African American Superintendent waselected and represented a transition in theSchool Board.1974-Month-long teacher strike.70’s & 80’s-Plagued by underfunding. The Citysaw a significant loss in it’s middle classcitizenry. Strife between the MD Statelegislator and the City Mayor/governmentcontinued to impact school funding. Continueto see teacher and student strikes and sit ins.

1997-NOW 1997-BCPS was essentiallytaken over by the State. Theposition of Superintendentwas changed to ChiefExceutive Officer (CEO) withthe position being apointedby the Mayor and theGovernor. All 9 members ofthe Board of SchoolCommissioners was to alsobe appointed by the Mayorand Governor. This wasdone in order to increaseState funding. 1997-It was also found thatthe BCPS was facing 8-12million deficit for the fiscalyear.2007-Dr. Alonzo, CEO. FromNew York City Department ofEducation, DeputyChancellor.2007-2008-82,661 students.A Proposed budget of 1,171,822,1802007-2008-Will see a 2.5%decrease in studentpopulation (noted as a“historical trend”).

VISION Accelerating the academic achievement of allstudents, in partnership with the entirecommunity to ensure that students have theattitudes, skills, and proficiencies needed tosucceed in college and in the 21st centuryglobal workforce.

MISSION To accelerate student progress througheffective implementation of the Master Plan,focusing on quality instruction, managingsystems efficiently, and sustaining a culture ofexcellence.

GOAL 1 By 2013-2014, all students will reach highstandards at a minimum attaining proficiencyor better in reading/language arts, andmathematics.

GOAL 2 All limited English proficient students willbecome proficient in English and reach highacademic standards, at a minimum attainingproficiency or better in reading/language artsand mathematics.

GOAL 3 By 2005-2006 all core academic subjectclasses (CAS) will be taught by highly qualifiedteachers.

GOAL 4 All students will be educated in learningenvironments that are safe, drug-free, andconducive to learning.

GOAL 5 AND GOAL 6All students will graduate from high school. Effective management of systems will supportstudent achievement.

PARENT INVOLVEMENT The Office of Partnerships, Communicationsand Community Engagement helps familiessupport their students and their schools.Baltimore City Public Schools believes thatfamily and community engagement is essentialto student success. Research documents thepositive effect of parent involvement on thelives of students. Students who feel supportedand encouraged by their families are morelikely to be successful.

MARYLAND STATE DEPARTMENT OF EDUCATION The Maryland State Department ofEducation, under the leadership of the StateSuperintendent of Schools and guidance fromthe Maryland State Board of Education,develops and implements standards and policyfor education programs from pre-kindergartenthrough high school. MSDE also overseestechnical education, rehabilitation services,and library programs throughout the state’s 24local systems.
