BILANCIO SOCIALE 2021 letter from the presidentLETTER FROM THE PRESIDENTFriends and Supporters of FMSI, It isa great pleasure for me to presentthe Foundation’s Annual Report.This document illustrates the activities carried out during 2021.Today, more than ever, FMSI is committed to provide uncompromisingsupport to vulnerable children, toensure their fundamental rights ofaccess to education, participationand justice. These are too often notrespected. Through its Projects, theFoundation strengthens local communities through empowerment,prioritising interventions with a focus on education and children’s rights. FMSI’s work is based on twomain pillars: the defence and protection ofchildren solidaritythrough Projects which aim to support the most disadvantaged children, ensuring them a better future.During 2021, the Foundation continued its work in favour of migrantchildren, refugees and victims ofviolence, with Solidarity, Advocacyand Emergency Projects. FMSI’spresence at the United Nations issignificant as the Foundation actively participates in the UniversalPeriodic Review and has accessto international Human Rights mechanisms. It also continues to beinvolved in Marist solidarity networks around the world with the aim ofachieving better and lasting results.At this complex time in our history,FMSI continues to be committed toactivities in favour of children thatguarantee their Fundamental Rights.First and foremost, among these rights is the equal access to qualityeducation.During 2021, in the area of ‘Advocacy and Child Rights’, the Foundation participated in the meetingsof the BICE (Bureau InternationalCatholique de l’Enfance) SteeringGroup to evaluate common actionsthat were undertaken and to reintroduce new resilience courses,suspended due to the pandemic.During the year, FMSI participated- on a monthly basis - in the CCIG(Centre Catholique International deGenève) Steering Group activatingvarious joint initiatives, such as theprojects related to the UPR mechanism. A training course - which wasattended by some European MaristDelegates and FMSI Staff - enabledthem to increase their knowledgeand skills on Children’s Rights, theUPR mechanism and the HumanRights Council. Regarding relationswith CCIG, FMSI actively participatedin the General Assembly, with a speech on the importance of Ecology.Throughout the year, FMSI keptconstant channels of communication with Edmund Rice Internationalin order to exchange information on

In 2021 it wasalso possible to take part in theGeneral Assembly of Child RightsConnect - a global network of 80national and international Non-Governmental Organisations of whichFMSI is a member. This organisation is committed to ensuring thatall children enjoy their rights.In September 2021, a trip was organised to Geneva to attend a meeting with FMSI’s partners (Franciscans, Dominicans, VIVAT, GoodShepherd, CCIG and BICE). All theactivities carried out in the Sector allowed for awareness-raisingon the subjects dealt with and theexchange of information betweenthe partners involved.FMSI is investing in supportingprojects that combine the two mainareas of action of the Foundation:education and advocacy, continuing to focus on the principles oflegality and transparency. Someexamples, though not exhaustiveinclude; adoption of the 231 Organisational Model and GDPR and theFoundation’s compliance with therelevant regulations, the preparation of a handbook of procedures,the appointment of a new supervisory body to guarantee the transparency of the foundation.The pandemic has exacerbated analready serious situation - manychildren have seen their accessto their rights further reduced. Welive in a world where children continue to go hungry, to get sick without adequate medical care, to beexploited and abused, and to bedenied access to their fundamentalright of education. This deprivationdramatically exacerbates existinginequalities and reduces the opportunities of those who were already deprived.During these difficult times FMSIcontinues its commitment to solidarity with children who are disadvantaged, to respond to situations oftrauma and difficulty and to helpchildren to recover their balance bymobilising their inner resources. Inthe words of Pope Francis: “In thesedark months of pandemic, we feelthe Risen Lord inviting us to beginagain, never to lose Hope”. Let usnot lose Hope, let us always startagain, let us respond to the changes we are facing, let us embraceour frailties, let us look our fears inthe face, let us face them and overcome them. We have rediscoveredhumanity in its purest form, the resilient one that, at the end of its strength, still finds a reason to start again.FMSI Staff - which was enriched in2021 with two new members - whocommit themselves every day tocarry out successfully our Missionand the Marist Charism. I thank theBoard who has shown commitmentand dedication with directives, guidelines, and suggestions that haveallowed the improvement of operations. And, finally, I express ourgratitude to our Partners and Donors; with your help, we are able toimplement small and large actionsin favour of God’s most vulnerablechildren.My thanks to you all.I would like to thank the membersof the FMSI Staff and Board. BILANCIO SOCIALE 2021 areas of interventionAREAS OF INTERVENTIONEDUCATION FOR ALLEqual access to quality education is the fundamental principle that forms the basis forimproving people’s lives and fostering the sustainable development of societies involvingsocial cohesion and inclusive economic growth. Projects in this area aim to achieve specificoutcomes, such as increasing access to education at all levels and increasing literacy levelsand attendance, especially for girls, at secondary schools. This includes initiatives to ensureaccess to vocational training, to increase the number of qualified teachers, to build or adaptschool facilities to be sensitive to the needs of children, disabilities and gender equality in order to provide safe,non-violent and inclusive learning environments for all.advocacy AND CHILD RIGHTSFMSI works to design and implement projects and initiatives to recognise, promote andguarantee the rights of children, particularly in contexts where they are denied access toand enjoyment of basic human rights: adequate health care, healthy and balanced nutrition,education and protection from violence. Today’s children face new threats that underminethe full enjoyment of their rights, but they also have new tools and opportunities to realiseand defend them. FMSI’s initiatives at the United Nations are aimed at building strong policysystems at regional, national and international levels, based on development strategies for children’s rights.Projects at the local level provide an effective response in particular cases, such as situations where children areforced to drop out of school, take up dangerous jobs, marry early, fight in wars or are incarcerated in adult prisons.FMSI also promotes initiatives in which children and young people are made aware of their rights, participate insituations that affect them, hold and defend civil, social, political, cultural and economic rights.Emerging and local needsNew global challenges impact on fundamental areas such as health, education, local economies; they increaseinequalities and generate new forms of poverty among children. Hunger and malnutrition, difficult access to basicservices, discrimination and social exclusion, as well as lack of participation in decision-makingprocesses, are just some of the challenges that affect the peripheries most. The projects inthis area are based on development strategies in favour of the most economically vulnerable,are gender sensitive, and support actions against poverty, hunger, injustice, climate change,lack of access to services or adequate health systems. FMSI’s emergency projects target allindividuals in vulnerable situations in order to reduce their exposure to extreme weather events,wars, epidemics, disasters and economic, social and environmental shocks.Mission Capacity DevelopmentThis area focuses on initiatives to strengthen the operational and governance capacitiesneeded for effective strategic and project planning. FMSI strengthens the systems andprocesses in the countries and missions where it operates with training in governance, financialaccountability, project cycle management, finance and administration, child protection andleadership. The aim of initiatives in this area is to increase the capacity to act on behalf ofchildren with more effective actions. During 2021, a special focus was placed on training on theUN mechanisms for the promotion and protection of Human Rights and on the functioning ofthe UPR (Universal Periodic Review) mechanism*. In this regard, FMSI, during 2021, presented and launched twoprojects related to the submission of a report to the UPR and the follow-up of recommendations resulting fromthe latter, one of which is still being implemented.*Regular review of the Human Rights situation of all 193 UN Member States.22

BILANCIO SOCIALE 2021 the impact of fmsi actionthe impact of fmsi actionDuring 2021, FMSI continued to carry out its activities ofdrafting, implementing and reporting on DevelopmentProjects (education, solidarity and rights of children)and emergencies in the peripheries of the world andwherever the Congregation of the Marist Brothers ofthe Schools is present - with its works.The work of FMSI in the field of solidarity and educationhas been continuous and fruitful and has led, in 2021, tothe realisation of 38 educational projects implementedin 22 Countries of the world, constantly placing genderequality at the centre of its actions and working toeliminate all kinds of social inequalities. During 2021,the largest number of initiatives implemented byFMSI took the form of Inclusive Education, Solidarityand Advocacy Projects, constantly inspired by thesefounding principles:coherenceAware of the growing global challenges, FMSI hasresponded by concentrating its resources and capacitieswhere they are most needed, with a particular focuson pandemic emergency interventions in the mosteconomically vulnerable regions of the world.effectivenessFMSI has promoted fair, effective, efficient interventionswith a broad social impact in favour of children in Syria,Zambia, Bangladesh, Papua New Guinea and whereverintervention was needed to guarantee the fundamentalrights of vulnerable, disadvantaged and forgottenpeople, in line with the Foundation’s statutory purpose.FMSI has not only supported large proposals, as it isbelieved that long term benefits can also be achievedwith small but very specific interventions, as long asthey are able to generate long term results for thecommunities.Efficiencyalso in 2021,the work of FMSIhas been continuousand fruitful,constantly placinggender equality at thecentre of its actionsand working to eliminateall kinds of socialinequalities.24Each FMSI project aims to ensure the best relationshipbetween resources employed and results achieved.All Foundation projects, therefore, must be able todemonstrate that the planned results are achieved witha fair and balanced cost/benefit ratio.TransparencyOperating thanks to the financing of private andinstitutional donors, FMSI promotes transparencyand legality in the use of the funds received as anact of responsibility towards those who support andsustain the initiatives and activities of the Foundation.For this reason, FMSI guarantees transparency andaccountability through a multiplicity of instruments:the 231 model, the institution of a supervisory body,timely reporting of projects, annual publications andcertification of the financial statements in accordancewith the regulations of the Italian Civil Code.The tools used to provide information to the publicon the resources collected and their destinationare: narrative and financial reports according to theprocedures and models provided by the donors, theFMSI website, social media and this document.

BILANCIO SOCIALE 2021 note on methodologynote on methodologyThe Bilancio Sociale was created with the aim of providing FMSI stakeholder with a clear and complete picture ofthe ways in which the Foundation implements its statutory principles in the context in which it operates.This document has been drawn up on the basis of the provisions of the “Guidelines for the preparation of the“Bilancio Sociale” report of Third Sector Entities” adopted by decree of the Ministry of Labour and Social Policies(published in the Official Gazette no. 186 of 8-9-2019). The frequency and scope of reporting coincide with that ofthe Annual Report, approved by the Board of Directors during the meeting held on 31 May 2021.In defining the themes and methods of reporting, particular emphasis have been paid on the information to beprovided to stakeholders and the concrete impact of the organisation’s general activities. The 2021 Bilancio Socialewas produced through a participatory process that involved several actors at different levels: All FMSI staff - including people involved in accounting, communication and staff who started working at FMSIfrom January 2022.The FMSI BoardThe Donors - through official project documents and reports submitted in the period January - December 2021.Local Project Managers responsible for each project funded and implemented.The controlling bodies in the phase of drafting and reviewing both the descriptive content and the financialsection of the document.With a view to providing comprehensive and transparent information to stakeholders, the Bilancio Sociale adoptsan improved grouping and description of the results achieved compared to that proposed in the 2020 edition.Improvement must be continuous and constant. Among the objectives for the improvement of the 2022 reporting- and of its presentation in documentary form through the Bilancio Sociale - it will be important to define andfurther refine a system of stakeholder involvement, with the aim of analysing their interests, expectations and levelof satisfaction with respect to FMSI’s work.The measurement of the results was carried out by analysing the documents and official reports of the Projectspresented in the period January - December 2021, focusing the analysis on the changes resulting from theintervention and measurable through specific indicators.As the implementation of Projects does not always correspond to the calendar year, projects financed in 2021but not yet finalised on 31.12.2021 were analysed taking into account the official Project data as presented in theapplication form.All projects started after November 2021 (Children’s and women’s rights in Bolivia, Equity of access to qualityeducation in Malawi and partially Food assistance in Haiti) were not included in the count as it would be toopremature with respect to the state of implementation and therefore the achievement of results.30
