wINTRODUCTIONelcome to the Institute of Applied Agriculture (IAA) at the University ofMaryland, College Park! Our 60-credit certificate program offers students numerousservices, activities, and educational opportunities. Your student handbook is designedto be a useful resource while you are a student at the IAA, so please take time tobecome familiar with its contents.The Institute of Applied Agriculture and the University of Maryland have developedpolicies and regulations that must be followed to provide consistent and faireducational opportunities in a safe environment for all students. Students earn bothan IAA certificate and a bachelor’sdegree from one of the programs inthe College of Agriculture and NaturalResources (AGNR).Participants receive dual academicadvising from IAA and College ofAGNR faculty members to ensurea seamless transition. At the end offour years, students who have met allprogram requirements graduate withboth credentials from the Universityof Maryland.ALERTSStudents can opt-in to receive alertmessages via email or text. Alertmessages include severe weather,campus closings, criminal activity inthe local area, traffic, etc. To sign upfor alerts, visit alert.umd.edu.BOOKSTORESStudents may purchase textbooks andschool supplies from the UniversityBookstore or from other online vendors.The University Bookstore is locatedin the Stamp Student Union. Visitpassword.umd.edu for details.Effective October 2018, all UMDstudents must use multi-factorauthentication to log into alluniversity resources that use theCentral Authentication System (CAS).Visit https://it.umd.edu/mfa for moredetails.DRUG & ALCOHOL POLICYThe University of Maryland, CollegePark and the IAA are committed tomaintaining a campus free of illegaland abusive use of drugs and alcohol;therefore, illegal and abusive useof drugs or alcohol is prohibitedon university property or as part ofuniversity activities.Smoking (including, but not limitedto, cigarettes, cigars, e-cigarettes, andIAA Student Handbook5vape pens) is prohibited in any institution building, including academicbuildings, residence halls, administrative buildings, other enclosed facilities, or vehicles, except for controlledresearch, and educational and theatrical or religious ceremonial purposes,with prior approval from the Presidentor President’s designee. Smoking canbe permitted in limited and specificareas on the institution’s grounds withthe President’s permission.WEAPONS & EXPLOSIVESUnauthorized on-campus or illegaloff-campus use, possession, orstorage of any weapon or explosiveis prohibited. The term “weapon”includes any object or substancedesigned to inflict a wound, causeinjury, or incapacitate, including,but not limited to, all firearms, pelletguns, switchblade knives, and kniveswith blades five (5) or more inches inlength.ELECTRONIC DEVICESElectronic devices are required forsome classes. Contact theOIT Help Desk at 301.405.1500 foradditional information.EMERGENCY PREPAREDNESSThe University of Maryland Emergency Operations Plan identifies theUniversity’s emergency planning, organization, and response policies andprocedures. The plan also addressesthe integration and coordinationwith other governmental levels whenrequired.This plan is based on the functionsand principles of the StandardizedEmergency Management System(SEMS), which is based on the Incident Command System (ICS), andidentifies how the University fits inthe overall SEMS structure.For more information, go to umd.edu/emergencypreparedness/.EMERGENCY WEATHERCONDITIONSIn the event of a declared emergency(severe weather, civil disorder, etc.)announcements will be broadcast overarea radio and TV stations as well asthe University’s alert system. Thiscampus will be announced as closedor opening at a certain time. Noannouncements are made when theuniversity remains open. An emergency parking ban may be put into effecton campus.As soon as a decision is made aboutthe University’s status, a messagewill also be posted on the homepage, umd.edu. Information will beavailable by 6 a.m.In the case of a delayed or late opening, students are expected to reportto any class that would normally bein session at the time the universityopens. For example, if a class runsfrom 9:30 to 10:45 a.m. and the university is opening late at 10 a.m., students will be expected to attend thatclass for its remaining time, from 10to 10:45 a.m. In some circumstances,a shortened class meeting may not beIAA Student Handbookfeasible or practical, so please checkwith your instructor.In the case of a weather emergencyduring the day, early closings will beannounced as quickly as possible onthe university website and through themedia to allow for a safe, orderly exitfrom campus.Information will be provided to localradio and television stations, but youshould not rely on the news media foraccurate information. For completedetails, go to umd.edu/umnews/weatherprocedures.cfm.HEALTH INSURANCEUniversity policy requires all undergraduate students registered for 6 ormore credits per semester to havehealth insurance.If you already have insurance(covered by personal policy, parent,spouse, military) you must completea waiver card. Waivers can onlybe completed online and must becompleted each academic year.You will need your University ofMaryland ID number to use thewaiver site.To complete a waiver, go to:studentcenter.uhcsr.com.1. Choose your school from thedrop-down menu (University ofMaryland, College Park).2. Hit the “Continue” button3. Near the bottom of the page,click “To Waive Click Here”4. Enter your date of birth andStudent Directory ID and hit the“Continue” button5. Complete a waiver request form6. Hit the “Submit” button.An email confirmation will beforwarded immediately to you.the insurance requirement by thedeadline, you will be automaticallyenrolled in the university-sponsoredplan and your student account willbe charged for the annual premium.Once you are enrolled, the coveragecannot be canceled. Contact the IAAOffice for information.ORIENTATION PROGRAMPrior to the beginning of each semester, a one-day Orientation programfor new IAA students is held. ALLnew IAA students must attend. Thisorientation is administered by IAAfaculty and staff.If you do not successfully waive6June 2020

Prior to Orientation, students whohave been admitted will receive aletter, parking instructions, a campusmap, an immunization verificationform, and general instructions regarding Orientation. At Orientation, students will meet the IAA faculty andstaff, review policies and procedures,and set up email accounts.During Orientation, students willmeet with their advisors and registerfor classes.PHOTO-ID CARDAn official University of Marylandstudent photo identification card isissued to each registered student.The Photo-ID card is issued atOrientation and is used for thestudent’s entire educational program.The Photo-ID card is for use only bythe student to whom the card is issued.The photo-ID card is used to accessresources provided by UMD including:library services; admission to athletic,social, and cultural events; accessto some campus buildings; and theshuttle bus. It is a general form ofidentification used on campus. Thecards may not be transferred or loanedto another individual for any reason.Violators will be referred to theJudiciary Office.Loss of the Photo-ID card must bereported at once to the Office of theRegistrar. Lost or stolen ID cardscan be electronically deactivatedonline at id-card.umd.edu/lost/user.South Campus Commons, Fraternity& Sorority Life, Public Safety,Residential Facilities, and ResidentLife also provide links to thisapplication from their websites.Once a card has been deactivated,the following services willimmediately be suspended untila new card is issued: access toadministrative buildings, offices,residential facilities, Dining Services,and Terrapin Express; facilitiesmanagement services; the time andattendance system; and universityrecreation and wellness services.IAA Student HandbookPlease keep your ID cards safeto avoid any inconveniences thatdeactivating your ID card may create.Please be aware that upon deactivatingyour ID card, a new physical ID cardmust be obtained from the Office ofthe Registrar, as a deactivated ID cardcannot be reactivated. GCSAA isan international professional association dedicated to advancing golfcourse management through education and informational exchange. Interested IAA students should contactGeoff Rinehart at 301.405.4692.STUDENT CHAPTER OF PGMSIn 2010, IAA students established thefirst Professional Grounds Management Society (PGMS) student chapterin the country. The student chapteris affiliated with the DC-PGMSbranch. The purpose of PGMS is tounite professional grounds managersand those interested in or providingservice to the grounds managementindustry, to promote the disseminationof educational materials and reliableinformation pertinent to the executionof grounds management functions,and to assist in attaining and maintaining a high standard of businessethics (PGMS Bylaws, Section 102).Interested IAA students should contact Ken Ingram at 301.405.0499 orvisit pgms.org.STUDENT CONDUCTThe IAA adheres to the University’sapproved Code of Student Conductto protect the campus community.Consistent with its purpose,reasonable efforts will be madeto foster the personal and socialdevelopment of those students whoare held accountable for violations ofUniversity regulations. president.umd.edu/policies/docs/V-100B.pdf.Cases that may result in suspensionor expulsion are heard by conductboards, comprised entirely of students. Acts of violence (includingany sexual assault), intimidation,disruption, or rioting; substantial theftor vandalism; fraud or forgery; use ordistribution of illegal drugs; and anyCode of Student Conduct violationmotivated by considerations of sex,race, ethnic origin, sexual orientationor religion are forms of misconductthat most frequently result in dismissal from the University. Studentsaccused of violating University disciplinary regulations are encouraged todiscuss the allegations with their parents or guardians, legal counsel, andappropriate university staff members.A complete list of conduct consideredprohibited as well as procedures forresolving allegations of misconductmay be found in the Code of StudentConduct at president.umd.edu/policies.Students who violate the followingsection will be dismissed from theUniversity: Rioting, assault, theft,vandalism, fire-setting, or other serious misconduct related to a University-sponsored event, occurring onor off campus, that results in harmto persons or property or otherwiseposes a threat to the stability of thecampus or campus community mayresult in disciplinary action regardlessof the existence, status, or outcome ofany criminal charges in a court of lawrelated to misconduct associated witha university-sponsored event.TRANSCRIPT SERVICESStudents may obtain unofficialtranscripts under Records andRegistration on Testudo at testudo.umd.edu. Students may requestofficial transcripts through the TestudoHome Page and the Registrar’s Office.Contact the Registrar’s Office at301.314.8240 if you have questions,or contact the IAA Office.TRANSFER CREDITIt is the student’s responsibility to seethat all up-to-date official transcripts8of all non-Institute college work arereceived by the IAA Office. Transcripts will be evaluated for admissionand for transfer credit.To be evaluated for transfer credit, allofficial transcripts of courses takenprior to enrollment at the IAA mustbe submitted by the time the studentmatriculates at the IAA. Previouscoursework will not be consideredonce the student begins classes atthe IAA.Courses completed at Marylandpublic two- and four-year institutionsmay be transferred into the IAA witha grade of “D” or above provided thecourse is equivalent in content andscope to courses offered at the IAAand the grades in the block of coursestransferred from the institution average 2.0 or higher. Each institution willbe considered separately.For courses to be transferred into theIAA from non-Maryland public institutions, a grade of “C” or better mustbe earned. A maximum of 36 credithours may be transferred into an IAAprogram, unless the credits are fromthe University of Maryland, CollegePark, in which case the students maytransfer as many credits as may besubstituted for IAA courses.For proper transcript/course evaluation, students may be asked to supplycourse descriptions, syllabi or otherinformation from previous courses.The IAA Director, or designatedpersonnel, will determine the transferability of credit(s) already earned.Individual conferences may be heldwith transfer students to discuss thetransfer of course work.Credit for transfer courses will counttoward the total number of creditsrequired for graduation. However, astudent’s academic standing at theIAA will be based only upon gradesand quality points earned at the Institute of Applied Agriculture.Transfer credit will not be granted forJune 2020

courses in which credit was earned“By Examination” or on a pass-failoption.Courses taken by current IAA students at other institutions with theintent of transferring those credits tothe IAA must receive prior writtenapproval from the IAA Director.Permission to Transfer forms shouldbe requested prior to enrollment inother institutions. The grades in theblock of courses transferred from eachinstitution must average 2.0 or higherto transfer into the IAA (see above fortransfer policy).TRANSFERABILITY OFIAA CREDITSMany IAA credits are transferableto other institutions. If students planto transfer credits earned at the IAA,they should seek guidance directlyfrom the institution or department towhich they plan to transfer. Only thatinstitution can answer specific questions about its own degree requirements or the applicability of the IAAcourses to its curriculum.The IAA has an articulation agreement with University of MarylandUniversity College (UMUC). Uponcompleting their program at the IAA,students may apply for transfer intoUMUC’s Management program andearn a bachelor’s degree.sion is required to provide his/herSSN so the University can administerfederal financial aid programs andcomply with various State and Federalreporting requirements, includingreporting to the IRS. While the SSNwill be collected and retained as authorized by law, it will not be used forroutine identification or authenticationpurposes. The SSN will be maintainedin a secure and confidential manner.WAIVER OF COURSESSometimes, students have commandof principles and practices taught incertain IAA courses, but do not havean equivalent course to transfer to theIAA. The course instructor/advisorwith the Director’s approval maywaive a course for a student, provideddocumentation can be presented tosupport the student’s mastery of thepertinent information. Students mustsubmit a course waiver form.By receiving a course waiver, astudent DOES NOT accumulate orearn credits for the waived course(s).Only the requirement for the course inquestion is satisfied.IAA students who transfer to UMCPas degree-seeking students mayreceive resident credit for designatedINAG courses that they took whileattending the IAA. It is the student’sresponsibility to notify the IAA Director of the transfer, so the courses canbe evaluated.UID NUMBERThe University of Maryland doesnot use a student’s Social Security Number (SSN) as an identifier.Each student receives a UniversityID (UID) Number as part of his/herinitial enrollment and it is used for allUniversity identification purposes.However, each applicant for admisIAA Student Handbook9June 2020

REGISTRATION INFORMATIONREGISTRATIONTo register for courses, IAA studentsmust meet with their advisors to planschedules and receive electronicapproval. Once approved, studentsregister via Testudo at testudo.umd.edu.Students are assigned registration startdates and may register any time afterthat date as long as the advisor hasgiven approval. Courses are filled on afirst come, first served basis. Registeras soon as you are eligible to assuremaximum selection.Outstanding financial obligations ormissing immunization records willblock your registration. Students areresponsible for clearing these blocks.CANCELLATION OFREGISTRATIONTo cancel registration and receive afull refund, students must put theirrequest in writing prior to the first dayof classes. Call Resident Life at301.314.2100 or email reslife@umd.edu for deadlines and cancellation fees.RESIDENCY DETERMINATIONAND RECLASSIFICATIONA student’s residency status as a stateresident or nonresident is determinedby the University’s Office ofAdmissions prior to the student’s firstenrollment. The determination madeat that time, and any determinationmade thereafter, shall prevail in eachsemester unless the determinationis successfully challenged. Studentsmay challenge their classification bysubmitting a timely petition to theResidency Reclassification Services.Determinations are based on theresidency policy and requirements.The deadline for submitting acomplete petition, along with allsupporting documents, is the first dayof the semester in which the studentwishes to be classified as in-state.The volume of requests for reclassification may necessitate a delay in completing the review process. A decisionin each case will be made within 60days of receipt of a complete petition and all required documentation.During this period of time, or anyfurther period of time required by theuniversity, any fees and charges basedon the previous determination must bepaid. The student is solely responsiblefor any late charges incurred by theresidency process.
