COLUMBIA-GREENE COMMUNITY COLLEGE 2019-2020 HANDBOOKThe Office of Accessibility Services (OAS)MissionThe mission of the OAS is to ensure that students with disabilities have equal access to all collegeprograms and activities.Student’s Rights and ResponsibilitiesA student with a disability is entitled to reasonable accommodations under the Americans withDisabilities Act (ADA), and as amended, and Section 504 of the Vocational Rehabilitation Act of 1973if: he or she has disclosed that disability to the OAS provided appropriate documentation to the OAS requested academic adjustments in a timely manner is “otherwise qualified” to participate in the college’s programs and activities.andA “student with a disability” is defined as one “who has a physical or mental impairment whichsubstantially limits one or more of such person’s major life activities, has a record of such impairmentor is regarded as having such impairment”. A “qualified” student is one who meets the requisite academicand technical standards required for admission to the college.Academic adjustments may include: physical accessibility arrangements; sign language interpretation for deaf students; assistive technology access; audio taped lectures; Note: Digital recorders are considered personal devices and should bepurchased by the student; peer note takers/readers/scribes; Note: These services may be provided through the use oftechnology; alternatives to print materials, e.g. text books in digital format; Note: These reformatted textbooks are not audio books and a text reading software program is required to reformat the printedtext to speech; reduced course load/full time status; course substitutions; test accommodations such as extra test time, reduced distraction testing environment, alternativeformats for exams and learning materials.Academic adjustments DO NOT include: personal assistants, individual personal tutors or personal assistive technology, academic adjustments that are unduly expensive, substantially disruptive, pose a hazard to othersor would fundamentally alter the nature of a program, or waivers or modifications to the Code of Conduct.6

COLUMBIA-GREENE COMMUNITY COLLEGE 2019-2020 HANDBOOKColumbia-Greene Community College is not required to provide requested or preferred academicadjustments, but rather reasonable, appropriate and effective adjustments for disabilities that areadequately documented and for which a request is made.Requesting Academic AdjustmentsTo receive academic adjustments, students with disabilities are required to: Identify themselves to the OAS. Provide documentation prior to any provision of services. Academic adjustments cannot beprovided retroactively and begin only after appropriate documentation has been provided and itis determined that the requested academic adjustments are reasonable and required to create equalaccess. Obtain assessments, test results and additional information, if needed. Meet all college qualifications including the essential technical, academic and instructionalstandards. Meet with each faculty member during the first week of classes to discuss the Access Plan,preferably during the faculty member’s posted office hours. Keep the Director of the OAS informed of academic progress and any concerns. Use other campus services where appropriate (such as counseling, tutoring). Appeal any decision regarding academic adjustments as described below.DocumentationThe OAS will not arrange for academic adjustments for a student with a disability unless the studentrequests them. Students with physical disabilities, visual impairments or hearing impairments mustsubmit documentation from a professional in the area of the disability that verifies the disability. Alldocumentation should include: A diagnostic statement including date of most recent evaluation. The current impact of (or limitations imposed by) the condition. Treatments, medications, devices or services currently prescribed or used to minimize the impactof the condition. The expected duration, stability, or progressing of the condition. Recommended academic adjustments. Note: The professional in the field of the disability maypresent the limitations imposed by the disability in an education setting and recommendadjustments, but all academic adjustment decisions are made by the OAS Director.7

COLUMBIA-GREENE COMMUNITY COLLEGE 2019-2020 HANDBOOKFaculty Members’ Rights and ResponsibilitiesWhen a request for an academic adjustment is received, the faculty member has the right to ask the OASfor verification of eligibility for the requested academic adjustment. Faculty members, however, do nothave the right to ask a student if she or he has a disability, request information concerning the nature ofa student’s disability or view the student’s documentation without the student’s written consent.The OAS is the only office designated to review disability documentation and determine eligibility forappropriate academic adjustments. Faculty should not provide academic adjustments to students otherthan those specified in the student’s Access Plan without first consulting with the OAS.Faculty members are not expected to provide academic adjustments that compromise the content or theessential requirements of the course. Faculty members have the right to expect students to understandacademic policies, course standards and requirements, and polices and requirements for graduation.Faculty members have the right to expect students to request academic adjustments in a timely manner.It is likewise the faculty member’s responsibility to provide academic adjustments in a timely manner,as well as to respect the student’s right to privacy and to maintain confidentiality.Academic Adjustments of Extended Time on ExamsStudents with disabilities may be eligible for academic adjustments of extended time on exams.Extended testing time may be approved as an academic adjustment if there are disability-relatedfunctional limitations that can be accommodated by the provision of extended time on exams to createequal access for the student with a disability.Procedure for Requesting Academic Adjustments of Extended Time on Exams1. The student is responsible for completing and submitting a Test Accommodation Request formto the OAS at least two business days prior to the scheduled test date. This form is availableoutside room 101A and through Blackboard for students registered with OAS.2. When completing the form, the student should take into account that, if he or she needs extendedtime, but has another class immediately following the test, the exam may need to be taken on adate or time other than that scheduled by the faculty member. In this case, it is the student’sresponsibility to discuss the reason for the scheduling change with the faculty member.3. It is the student’s responsibility to remind the faculty member of the exam arrangement at leastone class prior to the exam date.4. On exam day, the students will report to the OAS to take the exam. The completed test will bereturned to the faculty member by the OAS.8

COLUMBIA-GREENE COMMUNITY COLLEGE 2019-2020 HANDBOOKExam Scheduling Policies Rescheduling Exams: If an exam cannot be taken at the OAS on the date and time scheduleddue to illness or other emergency, it is the student’s responsibility to notify the OAS and to seekthe faculty member’s permission to take the exam on an alternate date or time. Failure to obtainthe faculty member’s approval will result in the student not being permitted to take the testin the OAS. If the student engages in an abuse of exam taking privileges, i.e., failing topresent himself/herself to the OAS at the pre-arranged date and time with no notice anddocumentation to the OAS of an emergency or illness prohibiting same, failing to prearrange a scheduled time to take exams, engaging in inappropriate behaviors in the testingroom, the OAS will suspend test taking services to that students. It is then the responsibilityof the student to arrange to take the exam as a make-up test in the Academic SupportCenter, contingent upon instructor approval. Evening/Morning Exams: The first scheduled testing slot is 8:00 am, Mon - Fri. Students areadvised not to schedule tests before this time. The OAS is open until 7:00 pm on Tuesdays andWednesdays during the fall and spring semesters while classes are in session. Students areadvised to schedule evening exams to be completed by 7:00 pm. If an exam must be takenbeyond that time, the student should complete the Test Accommodation Request Form as earlyas possible so that arrangements can be made for after-hours proctoring. Extended Time: Extended time generally means time and a half (1.5x) for exams. Based ondisability need, some students may be permitted double time (2x) for exams. All decisionsregarding the extent of extended time are made on a case-by-case, course-by course basis. Theextended time policy for tests will be strictly enforced.If the student is late for a test, the time missed cannot be made up.Interpreting ServicesStudents with disabilities who find it difficult to translate spoken or visual
