Background In February 2016, national certifications were adopted as the measure of technicalskill attainment for CTE programs where such certifications exist. Following the approval of the National Certifications Standards and ProcedureManual and the Qualifications Manual, MCCB started the implementation ofnational certifications as a measure of technical skill attainment as a system-wideinitiative of Mississippi's community and junior colleges. The MCCB Office of Curriculum and Instruction (OCI) procured contracts andmembership (when appropriate) with vendors certifying the identified credentialsfor each program. Efforts by OCI were to ensure testing vouchers and/or software licenses are madeavailable to the colleges at the lowest rates available and to ensure as seamlesstransition to the national credentialing process as possible.References: Qualifications Manual for Postsecondary Career and Technical Education Instructors.4

Requirements During the curriculum revision process, national certifications are now aligned tostudent learning outcomes for particular programs of study. This alignment of national certifications prompted the requirement ofcredentialing for all students enrolled in a program that is mapped to a nationalcertification in order for the student to be considered as achieving technical skillattainment. Furthermore, instructors teaching the courses leading to national credentials mustattain the level of certification held by the students or a certification level higherthan the one attainable by students. In programs that have a national credential identified, instructors must possess therequired training to be qualified to teach curriculum for the credential and/oradminister student skills tests as required by the credentialing agent (such asNCCER).References: Qualifications Manual for Postsecondary Career and Technical Education Instructors.5

Purpose of CredentialsWhat, in your opinion, is the purpose of national credentials?A professional credential is acredible way of demonstratingproficiency in a field or area ofstudy.Credentials identify individualswho are committed to theirprofession and provides atangible recognition of theirknowledge and/or experience(Silvis, 2011).7

Benefits of CTE CredentialsSo what does this do for our students? Attaining CTE credentials denotes certification, which is a distinction that sets those with credentialsapart from others in the field-of-work. Having credentials provide individuals with documented skills that are necessary for competing intoday’s global economy (PCS, 2015). Providing industry-recognized credentials is a strategic way for improving instruction which denotesstudents’ acquired skillset and comprehension.Which student would you want to hire?Student A has nothing to document or show the skillset, knowledge, or strengths gained and will requiretraining from the ground up.Student B has documented successful completion of a program, have the basic knowledge and skillset, andverifiable certification in that area of study.8

How to determine which certifications are mostvalued and which ones are not?The MCCB approach is to use national certificationsas a tool to promote academic achievement.9

A Test Security Incident threatens the integrity of the assessment andcould undermine or damage the VALIDITY of the assessment resultsand all decisions based upon those results. Validity is the extent to which a test measures what it claims tomeasure. It is vital for a test to be valid in order for the results to be accuratelyapplied and interpreted.21

Test Fairness The fairness of an exam refers to its freedom from any kind of bias. The exam should be appropriate for all qualified examineesirrespective of race, religion, gender, or age. The test should not disadvantage any examinee, or group ofexaminees, on any basis other than the examinee's lack of theknowledge and skills the test is intended to measure.22

Test Security Incidents Failure to Administer Test: Make sure tests are administered to the correct students according tothe published testing schedule. Districts need to maintain careful records of re-testers in order toensure that re-testers are participating in any scheduled retest administrations. Failure to Provide Appropriate Accommodations: Provide allowable accommodations duringtesting; do not provide non-allowable accommodations during testing. Providing accommodations to students that should not receive them. Providing Coaching: Test administrators/proctors cannot provide unallowable assistance during atest. *Interfering in any student test response constitutes coaching. Coaching includes (but is not limited to): tapping on student desk, pointing at any portion oftesting materials, tapping on or touching students, hand signals, facial expressions, and evenlingering behind or next to a student while viewing the student’s work on a test question. Verbal communications to an individual student or students, such as, ”great work,” “good job,”“keep trying,” “check your work,” or “you still have time,” all constitute coaching.23

CompTIA Testing Requirements MCCB Requirements- The General Registration Form Template (Roster) should be submitted toMCCB with the completed test site approval application and order form. This is an Excel spreadsheet withthe fields required for obtaining usernames. *Note: Please do not include social security numbers. The2018-2019 Assessment Ordering Form must be submitted per college campus. This is an Excelspreadsheet that must be completed and returned to MCCB in order to receive testing vouchers. Site Requirements- Student exams are administered in classrooms or school labs, as designated per schooltest security plans. Instructor Certification- MCCB will offer training and certification for instructors who teach in theComputer Networking (CIP Code: 11.0901), Computer Programming (CIP Code: 11.0201), DatabaseAdministration Technology (CIP Code: 11.0802), Data Analytics Technology (CIP Code: 52.1302),Network Security Technology (CIP Code: 11.1003), & Computer Servicing (CIP Code: 47.0104) program. Student Certification- Students may test only on the certification aligned with the program of study ofenrollment. Recertification- Those passing the exam will receive a certificate which is valid for three years. TheCompTIA Certification is eligible for recertification if, after the initial 3-year certification period, thecertification holder has completed CompTIA CertMaster CE, earned a higher-level CompTIA certification,earned a non-CompTIA IT industry certification, or passed the latest release of your CompTIA exam.*Submissions can be completed manually or automated depending on the activities completed.References: CompTIA26

CompTIA Testing Requirementscont’d Costs- CompTIA A 97 per assessment, CompTIA Network 150 perassessment, and CompTIA Security 209 per assessment Mode of Testing – The assessment is administered on-line only. There areno paper-pencil versions of the assessment available. The assessmenttypically takes approximately 90 minutes to complete. The test isadministered completely online using an Internet browser. Although thetest is not timed, test candidates must complete the assessment in onetesting session. Testing Requirements- The test administrator (TA) must have attainedthe level of credential being sought by the testers. The TA can be aclassroom instructor; however, may not administer the assessment totesters seeking the same credential. Proctors are not required to administerthe CompTIA certification test. Test Results- Passing scores are set using statistical analysis and aresubject to change. At the completion of the exam, candidates receive ascore report that contains important information regarding the outcome ofthe exam. About CIW Certified Internet Webmaster (CIW) exams are also vendor-neutral and therefore do not includequestions about vendor-specific applications, such as word-processing, Web design or graphicsprograms. The CIW certification program tests vendor-neutral Internet job-role skills, rather than computerapplication knowledge. CIW certifications now validate skills and expertise in more advanced and diverse IT disciplines, such asserver administration, security, application development, programming languages and enterprisesolutions, as well as computer and Web skills practical for every job. Candidates must accept the CIW Exam Agreement before proceeding to the first exam question. About MTA Microsoft Technology Associate (MTA) is an entry-level certification intendedfor people seeking knowledge of fundamental technology concepts. MTA certifications address a wide spectrum of fundamental technical concepts,assess and validate core technical knowledge, and enhance technical credibility. MTA Testing Requirements MCCB Requirements- The Student Registration Template should be submitted to MCCB with thecompleted 2018-2019 Assessment Ordering Form. TheAssessment Ordering Form must be submitted per college campus to MCCB in order to receivetesting vouchers.
