2A messagefrom the superintendent . . .The fall season has arrived and school activities are fully underway at Tri-ValleySchools. I am happy to report that the Tri-Valley School District has once again metevery performance indicator on the Statewide School District Report Card. I am veryproud of our staff members, our students, and our families for working together toachieve the highest attainable academic rating possible. It is an amazing accomplishment, but especially significant when considering that the school district has not hadan operating levy on the ballot for over 20 years. As district superintendent, I couldnot ask for any more from our families, our students, or our staff members.September, October and November are very important months in terms of educationand in terms of enrollment. There are typically only very minimal interruptions tothe calendar in these months, which makes it a great time to zero in on key educational concepts and cover a lot of ground academically. October is also the month inwhich enrollment numbers are typically stabilized and these numbers are what drivethe largest portion of our funding from the State of Ohio. Approximately 64% of ourADM (Average Daily Membership) funding comes from the State (through incomeand sales tax paid by Ohio residents) 5% from the federal government via grants,special education, and Title funding, the remaining 31% is generated locally throughreal estate taxes. That is why enrollment is such a critical key to maintaining districtrevenue. District-wide enrollment for the entire school district for the current schoolyear is currently 3180 students which is roughly 20 students less than the previoustwo years. In 2011, our total enrollment was 3196. And in 2010, total enrollmentwas 3194. At first glance, it appears that district enrollment has remained relativelystatic for the past five years. However, as is usually the case, there is a lot more to thestory. Open enrollment has steadily increased during this same time period from174 students in 2009, to the current school year’s number of 269 open enrollmentstudents attending Tri-Valley. Over half of the school districts in Ohio have realizedsignificant losses in enrollment during the last five years, but Tri-Valley has been ableto utilize open enrollment to maintain total enrollment.There has been a lot of debate about the Common Core Standards playing out in themedia recently. This is another classic example of what happens when the Federaland State governments involve themselves in local issues. Tri-Valley is not the typeof school district that will improve because of national education standards. Thesestandards are more directed at low performing urban districts who are failing miserably on standardized tests. I encourage TV residents to educate themselves on thenew standards and the implications for our students. My concern is not so muchwith the standards, as it is with the loss of local control and the increased federal intrusion into state matters. Roughly 5% of Tri-Valley’s funding comes from the federalgovernment, it hardly makes sense to grant them 100% control over curriculum andtesting.Mark K. Neal, Superintendent

3Congratulations!Educator & Support StaffPersonnel of the YearDuring the annual Tri-Valley School District’skick-off-breakfast, two employees were recognized with distinctive honors.Michelle Curtis was announced as the 2013-2014Tri-Valley Schools Teacher of the Year and KrisBarnhart was named Support Staff Person of theYear.Mrs. Curtis has taught 22 years at FrazeysburgElementary. She was cited by her nominator as“the sort of teacher that makes you want to doyour best because you don’t want to let her down.She has an unwavering love for children, oftenstaying afrter school with those who need extrahelp. She brings out the best in her student,no matter what ability level. Her kindness anddevotion to her students is a model to teacherseverywhere.” Michelle serves on the technology,social and Respect Day committees and is theCamp Read-a-Lot organizer. She loves spending time with family and friends and enjoys traveling, camping and horseback riding. Michelleand her husband have three children.A Tri-Valley High School Graduate, Kris hasworked as IT Technician in our schools for 11years. His nominator cites him as “a personwho responds to our technology needs in aprofessional and respectful manner, sharing hisknowledge and communicating at each person’slevel of experience.” Kris makes a priority to bethe best “Single Dad” that he can be, making surehis two children wake up with a smile every day.He enjoys spending his free time with family andfriends.Child Find - A Search for All Children withDisabilitiesEvery school district has the responsibility of seeking outand identifying children in need of special education services.
