Cybersecurity, focuses on the necessaryskills required to secure, protect andidentify vulnerabilities in a network,including various operating systems andnetwork devices. Unmanned Aircraft Systems (UAS),preparing students with skills in missionplanning, applications, maintenance, lawsand regulations, data analytics, and projectmanagement using UAS platforms.MCCCD is a primary source of highereducation to Maricopa County residentsand suppliers of trained workers to countyindustries, enhancing overall productivityin the county workforce. Interim Chancellor, Dr. Steven R. GonzalesDr. Steven R. Gonzales is the Interim Chancellor of the MaricopaCounty Community College District, a role in which he has beenserving since January 25, 2020. He brings nearly 25 years ofinstructional and administrative experience in higher education,previously serving as president of GateWay CommunityCollege for over eight years. Prior to GateWay, he served asthe acting Associate Vice President of Academic Affairs andChief Academic Officer for the Pinal County Community CollegeDistrict that operates as Central Arizona College. Dr. Gonzales’past and present professional memberships, committeesand affiliations include the AACC Board of Directors; AACCExecutive Board; AACC Commission on Academic, Student, andCommunity Engagement; National Community College HispanicCouncil Executive Board Member; Community College Survey ofStudent Engagement Board of Directors; Hispanic Associationof Colleges and Universities; National Institute of Staff andOrganizational Development; and AZ Post-Secondary EducationBoard of Commissioners. He is also committed to communitystewardship, serving on over a dozen committees, board ofdirectors, and councils. Leadership Opportunities for the General CounselServe as a Trusted Advisor to the Chancellor and as a Member of theChancellor’s Leadership TeamThe General Counsel will be a trusted advisor to the Chancellor and system leadership aswell as serve as an active and integral member of the Chancellor’s leadership team. Theywill have a deep understanding of MCCCD’s mission and strategic goals, serve as a partnerin achieving District objectives, and successfully support a multi-college institution.Support MCCCD GovernanceIn addition to serving as the chief legal advisorfor MCCCD, the General Counsel will also focuson governance issues from a strategic andsystemic perspective. The General Counsel willbe responsible for advising the Board of itslegal and fiduciary obligations and providingadvice on decision-making processes thatfollow best governance practices. The GeneralCounsel will build and maintain trust with theGoverning Board, assuring that the Board isable to confidently rely on the Office of GeneralCounsel to provide seasoned and sound legaladvice. Enhance the Office of General CounselOperationsThe General Counsel will assess the Office of GeneralCounsel to ensure that it is structured to provide aframework for strong and efficient professional legal andcompliance advice on a wide range of issues to MCCCD.They will seek to standardize and implement processesthat provide simplicity and ease for client requests andsubmissions, as well as improve the timeliness of servicesrendered. In addition, the General Counsel will seek toleverage information technology to enhance documentmanagement and office operations.Enhance Communication with StakeholdersThe General Counsel will facilitate regular and proactivecommunication with MCCCD stakeholders to seek inputon the Office of General Counsel’s services and operationsand to articulate the value of consulting with the office todevelop solutions and legal strategies that mitigate riskand/or operational impact. They also will collaborativelydevelop educational and training programs to provideinformation on changes in the law and to prevent error intheir interpretation and application.General Counsel Position ResponsibilitiesThe Office of General Counsel provides and coordinates afull range of legal services and advice to MCCCD on legalissues arising in the context of higher education including,but not limited to, education law, risk management, Title IX,Clery Act, Family Educational Rights and Privacy Act, academicaffairs and freedom of speech, student affairs, intellectualproperty, real property and construction, governance andparliamentary procedure, data security and privacy, publicrecords/information, ethics and conflicts of interest, fiscalaccountability, employment law, and other legal matters. Thegoal of the office is to provide legal counsel, assess legal risksand costs, and ensure legal compliance in a professional,comprehensive, and expeditious manner.

Serving as the chief administrative officer of theOffice of General Counsel, the General Counselwill provide effective leadership for the office,ensuring that its personnel, structure, culture,and environment best serve the mission ofMCCCD and its strategic priorities. The Officeof General Counsel currently is comprised offive full-time attorneys (including the GeneralCounsel) and six full-time staff members, withtwo open staff positions. It has an operationalbudget of 2.4 million. Provide legal advice and counsel on a widearray of legal issues relevant to a largecommunity college district -- includingacademic and student matters, contracts,financial management, facilities management,business/operations, human resources,regulatory compliance, informationtechnology, governance, and formal disputeresolution -- to the Chancellor, GoverningBoard, MCCCD administrators, and employees Ensure that the programs and activities ofMCCCD are conducted in compliance with allapplicable laws, statutes, regulations, caselaw, policy guidelines, and all mandatoryreporting requirements at the local, state, andfederal levels Provide leadership and direction for theattorneys and staff in the Office of GeneralCounsel, including managing workflow,setting standards for the professional andethical conduct of the office, evaluatingperformance, and supporting professionaldevelopment Proactively engage with campus leadersand administrators at all MCCCD collegesto ensure they receive legal advice on theregulatory and governmental frameworks inwhich they operate Advise in the development of MCCCD policiesand procedures Assess the merits of legal actions filedagainst or on behalf of MCCCD and overseelitigation, internal investigations, andalternative dispute resolution matters;represent MCCCD in administrative andjudicial proceedings Identify and provide legal direction andadvice for enterprise risk managementinitiatives along with alternative solutions tominimize liability exposure while achievingdesired outcomes Advise administrators and managersregarding compliance issues and proceduresand ensure appropriate systems are in placeto identify compliance violations Represent the Office of General Counsel tothe public, agencies, partners, and otherexternal constituents Oversee the retention, management, andevaluation of outside counsel; establish andmanage the budget for outside legal services Promote and ensure the privacy andconfidentiality of Office of General Counselinformation and records Prepare and administer the Office of GeneralCounsel budget
