ACTION RECOMMENDEDStaff requests that the Business Administration Committee (Committee)approve and recommend that the Board of Directors (Board) of theMetropolitan Washington Airports Authority (Airports Authority) approve theaward of contracts to Cogent Communications, Inc., for Internet ServiceProvider (ISP) only, and Comcast Business Communications, LLC; CoxVirginia Telecom, LLC; and Zayo Group, LLC for ISP and Ethernet PrivateLine (E-Line) data circuits.2

BACKGROUND The Airports Authority utilizes ISP and E-Line data circuits to support itstechnology infrastructure at all campuses and datacenters. These circuits facilitate high-bandwidth data communications that areessential for information technology (IT) systems, such as radio,telephone, application data, security, internet access, Wi-Fi, and the 911system. These circuits include six ISP (10 Gbps) and 11 E-Lines (50 Mbps to 10Gbps).3

BACKGROUND (continued) In February 2021, the Committee concurred with staff’srecommendation to issue a solicitation for ISP and E-Line data circuitsfor the Airports Authority. The solicitation was structured such that offerors would propose onspecific types of circuits for each location, including on- and offpremise sites in Arlington, Tysons, Dulles, Ashburn and Richmond,Virginia, and task orders would be issued once contracts wereawarded. A Request for Proposals (RFP) was issued on April 13, 2021, andproposals were received on June 23, 2021, from 11 offerors.4

EVALUATION The Technical Evaluation Committee (TEC) evaluated the proposalsagainst the following evaluation criteria:1. Compliance with Technical Specifications2. Past Performance and Firm Qualifications The TEC determined that four offerors were technically acceptable. Each contract includes a five-year base term with five, one-yearoption periods.5

EVALUATION (continued) Task orders will be issued specific to the type of circuit andlocation, and the Contracting Officer will analyze price proposals priorto awarding each task order. The combined value for the four contracts is estimated at 6.0million for the five-year base term with a total combined value of 12.6million over the ten-year contract period.6

RECOMMENDATIONStaff requests that the Committee approve and recommend that the Boardapprove the award of contracts to Cogent Communications, Inc., for ISPonly, and to Comcast Business Communications, LLC; Cox VirginiaTelecom, LLC; and Zayo Group, LLC for ISP and E-Line data circuits.7

RESOLVED, That the selection of Cogent Communications, Inc. for ISPservices only; and Comcast Business Communications, LLC; Cox VirginiaTelecom, LLC; and Zayo Group, LLC for ISP and E-Line data circuits to provideData Connectivity Circuits for a five-year base term with five one-year optionperiods and an estimated total combined value of 6.0 million for the five-year baseterm and a total combined value of 12.6 million over the ten-year contract period,is approved; and2.
