8/3/201613Call the MHEC staff beforetransporting client to a hospitalor the MHEC!When face-to-face with someone, call theMHEC, and a nurse will assist to determine ifmedical clearance is needed or if the client isappropriate for immediate transport to theMHEC.

148/3/2016Triage with the MHECAfter triaging on the phone with the MHEC, one of thefollowing will happen: 1. You will bring client directly to the MHECor 2. You will take the client to your local EmergencyDepartment for a medical Clearanceor 3. You will arrange for a Burke Center assessment ofthe client at your agency’s facility

8/3/201615Assessments via TeleconferencingLaw Enforcement: If during the course of the phone triagewith the MHEC, it is determined that the person in crisisdoes not need medical clearance, but a mental healthassessment is desired, you may take the client back toyour facility to have the assessment done viateleconferencing.Your agency should have acomputer(s) with the Clearseateleconferencing softwareavailable 24/7. Please makesure you know where it is located,and how to use it.

8/3/201616If Accepted to the MHEC:Upon arrival at the MHEC, the nursewill begin triaging with the client within15 minutes.The officer must remain with the clientuntil he/she is accepted for admissionto the MHEC.

8/3/201617Medical ClearanceRequest:In the case of a request for a medicalclearance, the reason for the requestwill be explained to the officer by theMHEC staff.

8/3/201623Law to Law Hand-offs: Law Enforcement for our 12-county service area will not berequired to transport a client on involuntary hold further thanthe MHEC. Clients who have been accepted by a psychiatric hospitalmay be brought to the MHEC, then taken to the psychiatrichospital by a contract transport. Call MHEC staff as soon aspossible to discuss contract transport arrangements. When there is an approved contract transport, the originalofficer must stay with the client at the MHEC until thetransport officer arrives and assumes responsibility for theclient.

8/3/201625 If a medical clearance has been requested by MHEC tolaw enforcement following a phone triage, MHEC staff willcall the hospital with a report explaining the reason for therequest for medical clearance. When a client presents to your ED, do the following:As soon as ED staff determine that there is a mentalhealth emergency, contact the MHEC to either make areferral to MHEC or to request a Burke Centerassessment.The assessment may be done by an evaluator coming toyour facility, or by teleconferencing if your hospital hasthe Clearsea software available.

8/3/201626Assessments via Teleconferencing Hospitals: If a mental health assessment is requested fora person already at your hospital, it will often be muchmore expedient to do the assessment viateleconferencing. A computer(s) in your emergency department should havethe Clearsea Teleconferencing software available 24/7. Contact the MHEC to request the assessment at866-729-7731 Yellow laminated instructions forusing the Mirial Clearsea softwareshould be posted by the computer.It is quick and easy!

8/3/201627 When ED staff believe that medical clearance has beencompleted, call MHEC staff to refer the client foradmission. If MHEC staff determine the client may be appropriate foradmission, ED staff will be requested to fax the medicalrecords. Please see the link to the MHEC Medical ExclusionaryForm. Note that the documents that should to be faxed tothe MHEC include: 1.) Physicians notes; 2.) H&P; 3.)Any Labs or X-rays; 4.) FACE sheet; 5.) Vital Signsrecords; 6.) the Completed Exclusionary Form signedby the physician. Please call MHEC staff to confirm that your fax wasreceived. At that time, MHEC will give you a generalestimate of when to expect a decision for admission.

8/3/201628MHEC will contact you once acceptance or denial has beendetermined. If accepted, MHEC staff may ask for anEstimated Time of Arrival, and the method of transport tothe MHEC.If denied admission to the MHEC: If the client has insurance – the hospital will findplacement at this point (see link of listing of PsychiatricHospitals). If you have difficulty locating a private facility,contact the MHEC for possible assistance. If the client does not have insurance – MHEC will initiatethe process for finding placement in an indigent bed. Youwill be hearing from Gale Culpepper to update you onwhere she is in the process of finding a bed. Once a bedhas been found, you will be notified along with instructionsand information for the disposition of the patient.
