The Administrative Office of the Courts, Office of Court Construction and Management (AOC-OCCM)presents this budget package to support the Capital-Outlay Budget Change Proposal (COBCP) for theproposed Superior Court of California, County of Los Angeles, New Los Angeles Mental HealthCourthouse project.Court JurisdictionThe existing Los Angeles Mental Health Courthouse is a shared-use building with the County of LosAngeles and is the superior court’s primary mental health courthouse, serving all of Los AngelesCounty. The Superior Court of Los Angeles County is the only California court using a centralizedfacility for cases involving mental disorders and mental health legal issues. This courthouse is also theonly known facility in the entire country that deals exclusively with mental health cases.The existing facility specializes in handling cases involving the treatment and the custody of personswith varying types of mental illness. Approximately one-third of its caseload involves criminalproceedings and two-thirds civil proceedings, such as mental health guardianships and conservatorships.Its in-custody defendant population comes from the county-operated Twin Towers Correctional Facilityin downtown Los Angeles, as well as from correctional facilities located throughout the county. Thecourthouse not only holds mental health court proceedings but also provides outreach through 16judicial officers that are dispatched to administer certification review and medication capacity hearingsat 48 public and private mental health hospital facilities located throughout the county. Approximately2,300 of these facility-based hearings are conducted each month. The courthouse also handles casesinvolving (but not limited to) Patton State Hospital in San Bernardino, Metropolitan State Hospital inNorwalk, and Atascadero State Hospital in Atascadero (just north of San Luis Obispo).Further information on the superior court’s operations at this facility is provided in the COBCP,submitted as part of the project funding request.Economic OpportunitiesIn accordance with Chapter 311, Statutes of 2008, Government Code section 70371.5(e), the JudicialCouncil shall consider the economic opportunities of a project in recommending it for funding. Thisproject may benefit from the disposition of the existing Los Angeles Mental Health Courthouseproperty, to which the state holds title.Budget PackageThis budget package was prepared utilizing information in a Programming Study (2006 study) preparedby Pfeiffer Partners, Inc., in April 2006. The budget package includes the following items:1.Space ProgramA space program has been prepared by the AOC-OCCM in collaboration with the SuperiorCourt of California, County of Los Angeles. The program presents space requirements forreplacement of the existing Los Angeles Mental Health Courthouse. The space program totals43,445 building gross square feet for three courtrooms and associated space supporting mentalhealth court proceedings and operations. The space program presented here is the basis for thesize of the building indicated in the project funding request.Page 1 of 2

2.Site ProgramA site program has been prepared by the AOC-OCCM in collaboration with the Superior Courtof California, County of Los Angeles. The program presents site requirements for replacementof the existing Los Angeles Mental Health Courthouse. The site program identifies the need of4.27 acres for a three-courtroom building with associated surface parking, site elements, andarea for a future two-courtroom building addition. The site program presented here is the basisfor the size of the site indicated in the project funding request.3.Project ScheduleA project schedule has been prepared for this project based on funding approval secured spring2010.4.Existing Conditions - Excerpted from the 2006 StudyIn August 2004, the AOC-OCCM hired a consultant, Pfeiffer Partners, Inc., to prepare a studyinvestigating the feasibility of constructing a new courthouse for the Los Angeles Mental HealthCourt. This study was completed in April 2006. The 2006 study analyzed the immediate needsof the superior court and its future growth needs, derived from the 2003 facilities master planreferenced below.The 2006 study developed a functional and space program, conceptual site and floor plans, and acost model based on the recommended five-courtroom project identified in the facilities masterplan: The new courthouse with associated surface parking would be constructed at a new sitelocation, provide a replacement facility for existing operations, and provide future growth of twocourtrooms. Moreover, the 2006 study factored in space for related justice agency offices, nearlydoubling the building gross square footage, in comparison to the square footage identified in the2003 master plan. The study’s scope differs from the project scope described above in Items 1and 2, which is for a three-courtroom courthouse at a new site location that accommodatesexisting court operations and mental health support-agency space in hoteling work spaces,associated surface parking, and site area for a future two-courtroom building addition. 1The foundation of the 2006 study is the Superior Court of California, County of Los AngelesCourt Facilities Master Plan, dated December 19, 2003. Since the 2006 study was completed,nearly all of its content is outdated and therefore omitted from this submission. Omitted sectionsare indicated on the 2006 study’s Table of Contents provided in the budget package. The 2006study’s section on physical and functional deficiencies of the existing courthouse is still relevantand has been included for reference. It points out numerous deficiencies relative to access andcirculation (both internal and on site), efficiency, security, Americans with Disabilities Actaccessibility, courtroom and staff operations, and overcrowding/overall space needs. Thissection describes deficiencies that complement the list of deficiencies identified in the COBCP,submitted as part of the project funding request.As indicated above, the 2006 study’s space program, site program, and project schedule havebeen updated as part of the funding request for this project. The study’s cost estimate has alsobeen replaced, and a current version—based on the programs and schedule described above inItems 1–3—has been provided along with the COBCP, submitted as part of the project fundingrequest.1A site for the project has not been selected and is subject to compliance with the California Environmental QualityAct.Page 2 of 2
