CHD History – Established in 1960 – A Family TraditionToday’s College of Hair Design is the direct result of the late Albert D. Howard’s love and devotion to theprofession of hair designing. Albert, born and raised southeast of Beatrice, Nebraska, was in charge of “Ship’s Service”in the U.S. Navy for five years during the Korean War.Upon returning to Lincoln in 1954, he began a barbering career that led to the opening of his own business, Al’sBarber Shop, in 1955. By 1960 Mr. Howard was able to pursue his dream of a training school for barbers by openingthe Lincoln Barber College. The original school started in an empty building with used equipment. Barber trainingconsisted of a six-month course followed by an apprenticeship.In 1965 Mr. Howard branched out by purchasing the Omaha Barber College. One of the big changes in theprofession came at about this time with the era of long hair; barbers were really feeling the crunch. Young men whohad been coming in for haircuts every three to four weeks suddenly weren’t coming in at all! Barbers who couldn’tstyle long hair were soon going out of business. Mr. Howard suffered through these times along with everyone elseresulting in the collapse of the Omaha Barber College. Seeing the need to grow and change with the industry, Mr.Howard started classes for barbers to learn “long hair styling "using the “M’Lord System” from Pivot PointInternational. Thus, CHD became the first college in the State of Nebraska to use the Pivot Point System, which hassince become known internationally. The name of the school was then changed to reflect the advancements in theindustry. Lincoln Barber College became Men’s Hairstyling College. Renewed energy in Men’s Hairstyling College ledto classes at maximum capacity.The city of Lincoln had plans for the block where the school was located. A search for a new location led to thepurchase of Ben, Your Hairdresser School of Beauty, from Ben Meyers. After extensive remodeling was completed inJuly of 1975, the students of Ben’s school and Lincoln Barber College began training together under one roof. It was atthe merger of the two schools that the name “College of Hair Design” became established.On November 9, 1983, Mr. Howard passed away and ownership was passed onto his wife Alyce and their sonGreg. Alyce continues her husband’s tradition of a family-owned college by serving as President Emeritus and herson as President.The building and its contents at 304 South 11th Street, under the directive of son, Greg Howard, have undergonemany improvements and expansions. In 2007 Alyce Howard and Greg Howard partnered to break ground for the EastCampus branch school located at 9000 Andermatt Drive. The modern, sleek East Campus opened in 2009 with over25,000 square feet of classroom and clinic space with 80 mobile styling stations for student use. The East Campusoffers our Cosmetology and Esthetics Program with classes beginning 5 times per year in each program. In Novemberof 2019 the East Campus branch was converted to a satellite.This location features a Pedicure Spa, manicuring, a Vichy shower, and 16 private spa treatment rooms. ThePedicure Spa has heating floors and 6 Pedicure units each with a state-of-the-art Shiatsu Roller Back Massage System.Each pedicure unit has a hand-crafted glass bowl which incorporates the IDJet Whirlpool System which is bothpowerful and easy to sanitize between our guests.stAs we now enter into our 61 year of assisting people to enter the professional Barber and Salon industry. Enrollment Requirement and ProcedureA CHD prospect Student is required to:It is the policy of CHD to admit only those(Not necessarily in this order.)students who are capable of successfully completingthe training offered. Decisions will be based on fair,effective, and consistently applied criteria thatenable CHD to make an informed judgment as to anapplicant’s ability to achieve the program’sobjectives. It is the policy of CHD to proceed withadmissions employing the following requirements:1. Complete an information session and an interview.Applicants are encouraged to visit the college with aparent, guardian or spouse. Appointments are necessary.2. Complete an application form along with a 50.00deposit.3. Provide a valid birth certificate verifying the minimumage of 17.1. CHD determines with reasonable certainty thateach applicant for enrollment is fully informed as tothe nature of the training provided. CHD adviseseach applicant prior to admission to ensure that theapplicant understands the program’s responsibilitiesand demands. 4. Submit proof of high school diploma or GED along withan educational transcript.5. Provide documentation of name change (if the namethe student is using now does not match the name ontheir birth certificate and/or high school diploma.)Consistently and fairly applies itsadmission standards;Determines that applicants admittedmeet such standards and are capableof benefiting from the training offered;Determines that applicants rejecteddid not meet such standards;Ensures that each applicant admittedhas the proper qualifications tocomplete the training.Secure documentation to demonstratethat each applicant meets alladmissions requirements.6. Have their FAFSA (Free Application for Federal StudentAid) on file with the Financial Aid Office, or have anapproved payment plan set up with the Business Office.The College of Hair Design offers Financial Aid to thosewho qualify.7. Complete an enrollment agreement along with 100.00* enrollment fee. (Applicants under the age of 19will require the signature of a parent or guardian.)8. Inform the school of any misdemeanors and/orfelonies. It should be understood a license could bedenied or delayed pending due diligence by theapplicable licensing agencies.2. CHD maintains documentation covering the lastfive years that demonstrates that admissionstandards have been met or explains the basis forany denial of admission.9. Student completes the Barber Entrance Notificationform with the required 100* pay to the State ofNebraska – Board of Barber Examiners. The 100payment can in the form of a check or money order tothe State of Nebraska – Board of Barber Examiners.3. CHD determines that each applicant has nodisabilities, physical or otherwise, that wouldprevent use of the knowledge or skill gained fromthe training offered for successful on-the-jobperformance after completion of the training.The enrollment process almost always occurs in theCHD office. On rare occasion (if a student lives severalhours away from Lincoln) an enrollment agreement maybe sent to the home to save the family a trip to Lincoln.*The 100 enrollment Fee and the 100 Fee due to theNebraska Board of Barber Examiners is due 14 days before aclass starts. The Enrollment fee is usually paid at the time ofsigning the Enrollment Agreement. See step 7 & 9 above.4. CHD does not deny admission or discriminatesagainst students enrolled at CHD on the basis ofrace, creed, color, sex, age, disability or nationalorigin. CHD reasonably accommodates applicantsand students with disabilities to the extent requiredby applicable law.5

INFORMATION FOR FINANCIAL AID APPLICANTSEligibility RequirementsStudents must meet certain eligibility requirements to receive Federal Student Aid (FSA) funds*. Students must:1. Provide documentation of either a high school diploma or a General Education Diploma (GED) certificate.2. Be enrolled in an eligible program.3. Have a valid Social Security card.4. Be either a U.S. citizen or a permanent resident.5. Not be in default with any federal student loans, nor owe an overpayment on any federal student aid grant.Application ProcedureThe first step in applying for Title IV Federal Financial Aid is to complete the Free Application for Federal Student Aid (FAFSA)at www.fafsa.ed.gov. Additionally, the student (or parent if applicable) may need to complete any one or all of the following:1. Loan entrance counseling2. Authorization form3. Promissory note4. Parent PLUS loan request form and promissory note5. Verification worksheet6. Payment optionsAdditional information on Student Financial Aid programsOn pages 52-54 of this Catalog is more information on the Student Financial Aid programs CHD have available to qualifiedapplicants.Refund & Cancellation PoliciesRefund/Withdrawal Policy-before Classes Begin1. In the event that a student’s application is not accepted, all monies paid by the student will be refunded.2. If the cancellation occurs within seventy-two (72) hours of enrollment, all monies paid shall be refunded.3. Students who have not visited the school facility prior to enrollment will have the opportunity to withdraw withoutpenalty within three days following either attendance at a regularly scheduled orientation or following a tour of the schoolfacilities and inspection of equipment.4. If cancellation occurs after seventy-two (72) hours of enrollment, but before classes begin, a refund shall be made of alltuition paid except registration fee not to exceed one hundred fifty dollars ( 150.00).Voluntary WithdrawalStudents who wish to voluntarily withdraw should inform the Campus Director of their intention and complete the schoolswithdrawal notification form. The student should then schedule an exit interview with the financial aid office to finalize theiraccount status with the school.Tuition Settlement and Refund PolicyThe withdrawal determination date for a student is the date determined by the institution that a student has officially orunofficially withdrawn or been dismissed. Students will be considered to have voluntarily withdrawn from their program ofstudy on the date they officially notify the school of their intent to withdraw. This should be done by informing the CampusDirector of their intention and completing the schools withdrawal notification form. A student will be deemed unofficiallywithdrawn from a program after 14 consecutive calendar days of absence. If a student is on a leave of absence and does notreturn they will also be deemed unofficially withdrawn after 14 consecutive calendar days from the date they were to return.6

Return of Title IV funds/Non-Title IV Funds-Refund PolicyEligible Title IV federal aid recipients whose last recorded day of attendance, per the institution’s attendance records, iswithin the first 60% of a payment period (450 clock hours) are considered to have earned federal aid only in an amount equalto the percentage of nearest 1/10 of one percent. (Example: 33.333% 33%). Accordingly, a required calculation will beperformed to determine if federal aid that has not been earned by the student has been disbursed, in which case theunearned portion must be returned to the U.S. Department of Education as soon as possible but no later than 45 days afterthe date the institution determined that a student has withdrawn. Unearned Title IV, HEA funds that must be returned by theschool to the U.S. Department of Education will be returned first to the Unsubsidized Direct Loans, followed by SubsidizedDirect Loans, Direct PLUS Loans, Federal Pell Grant awards and lastly, any Federal SEOG awards. If the calculation results in acredit balance to the student’s account a refund will be disbursed to the student as soon as possible but no later than 14days after the calculation of the Return to Title IV funds. CHD’s financial aid personnel will assist in obtaining informationregarding any applicable third party funding agency refund (e.g. Veteran’s Administration, Vocational Rehabilitation,Workforce Development, etc.) Non-Title IV refunds are issued to students who withdrawal or are terminated within 30 daysof the Date of Determination unless otherwise specified by a third-party agency (i.e. see VA Policy on page 12).Example of Return of Unearned Funds CalculationPayment Period LengthTitle IV Federal Aid Awarded for Payment PeriodStudent’s Scheduled Hours of Attendance as of Withdrawal Date450 Clock Hours 6,000.00150 Clock HoursIn this example 6,000 of federal financial aid was awarded to a student for a 450 hour period of training. The studentwithdrew from school after only 150 scheduled hours of attendance (example: the student was scheduled to attend 35 hoursthper week and withdrew in the 4 week of enrollment). Accordingly, this student was enrolled for 33.3% (150/450) of the 450hour payment period. Since the student was enrolled for only 33.3% of the payment period, only 33.3% of the federal aidwas earned by the student. The remaining 66.7% of the aid that has not been earned must be returned to the U.S.Department of Education. In this case 4,000 (66.7%) of the original aid awarded must be returned and only the 2,000(33.3%) of earned federal aid may be applied to the student’s educational costs. A similar calculation if performed for allfederal aid recipients who withdraw from school during the first 60% of the payment period, all of the federal aid that hasbeen awarded for that period is considered to be fully earned.Post Withdrawal DisbursementIf federal aid has been earned by the student but not yet disbursed, the student may be entitled to a post-withdrawaldisbursement of earned federal aid. Regarding post-withdrawal disbursements from direct loans CHD will notify the studentin writing if they are eligible for such disbursements within 30 days of the Withdrawal Determination Date. The amount ofthe post withdrawal disbursement, the loan type, and if those funds are to be disbursed to the school or the student, will beindicated in the notification. If the student does not respond or declines the offer, no portion of the late disbursement thatis not credited to the student’s account will be disbursed. No consent from the student is needed for the school to receive apost withdrawal disbursement from a Pell grant. Any post withdrawal disbursements from a Pell grant will be disbursedwithin 45 days of the student’s withdrawal determination date.Pro-Rata Reduction of TuitionAny student whose percentage of payment period completion is less than or equal to 50% of their last payment periodattended will receive a pro-rata reduction of their tuition. College of Hair Design will permit any coveredindividual to attend or participate in the course of education during the period beginning on the date on which the individualprovides College of Hair Design a certificate of eligibility (COE) for entitlement to educational assistance under chapter 31 or33, and ending on the earlier of the following dates:1) The date on which payment from the VA is made to the institution or2) 90 days after the date the institution certified tuition and fees following the receipt of the COE (Certificate ofEligibility).Additionally, College of Hair Design will not require that a covered individual borrow additional funds, on any coveredindividual because of the individual’s inability to meet his or her financial obligations to College of Hair Design due to thedelayed disbursement of funding from the Department of Veterans Affairs under chapter 31 or 33.A Covered Individual is any individual who is entitled to educational assistance under chapter 31, Vocational Rehabilitation,or chapter 33, Post 9/11 GI Bill benefits, and has been verified by the school certifying official as benefit eligible. Thisrequirement is limited to the portion of funds paid by VA.In addition, statute allows College of Hair Design to require the covered individual to take the following additional actions:1.2.Submit a certificate of eligibility for entitlement to educational assistance no later than the first day of a course ofeducation.Submit a written request to use such entitlement."GI Bill ” is a registered trademark of the U.S. Department of Veterans Affairs (VA). For information on Severe Weather/Snow day go to page 45Downtown—Transportation Shuttle ServiceThe College provides FREE parking at Center Point Parking lot near 13th & D for students use. CHD also provides a shuttlebus service from this parking lot to CHD. BARBER ARTS CURRICULUM – 5 SESSIONS / 1800 HOURS / 12 MONTHS(Each Session is 10 Weeks, 7-10 Hours/Day, 4-5 Days/Week & Average 350 Hours)Barber Arts Course DescriptionOur 1800 hour barbering arts program consist of five, 350 hour session, the first session being devoted to our Orientation class. DLPcandidates will attend three sessions and 826 hours, attending no fewer than 180 hours of orientation and meeting all requirements set bythe Nebraska Barber Board.CHD uses the Pivot Point barbering curriculum and several additional resources for our barber training.In orientation, students will be taught the core elements of barbering including cutting, styling, color, chemical texturing, as well asshaving, skin care and nail care. Students will also learn chemistry, bacteriology, electricity, skin and nail diseases and disorders, andsanitation as pertains to the practice of barbering. Orientation students will learn and practice on mannequins, each other, and volunteermodels.From second through fifth sessions, students will begin practicing the skills they have learned the past 10 weeks on the public on the clinicfloor, facilitated by our skilled barber instr
