MESSAGE FROM THE PRESIDENTWELCOMEWelcome to the 160th North Carolina Medical Society(NCMS) Annual Meeting and House of Delegates. We areglad you’ve joined us for an enlightening and, we hope,inspirational two days.As I reflect on my year as NCMS President and theimpressive 166 years of this organization’s history, Ithink of the enduring legacy of service to our patientsand our communities that the NCMS represents. Thisyear, our meeting features speakers and individuals whoserve our veterans. The CME session on Friday afternoonbrings together distinguished physicians and lay peoplewho have unique insight into the many challenges facingour veterans, including access to care and clinical issuesrelated to physical and mental health. Be sure not to missthis timely and important discussion.and how North Carolina is preparingand responding to these threats. Atthe House of Delegates the issuesdeemed important by you andyour fellow NCMS members will bedebated and discussed and will helpshape NCMS policies for the comingyear. Quality Care for VeteransFriday, October 24, 2014 - 12:00pm-2:00pmCMEGrandville CDThe headlines have highlighted the issues with veterancare, but what is being done to fix the problems andhow can we improve care for active duty and veteranpersonnel? This panel discussion will increase awarenessof veterans’ and active duty military personnel’s medicalneeds and available treatments. The panel of experts willexamine conditions occurring at a higher rate in thesepopulations, such as post-traumatic stress disorder andeffects of traumatic brain injury as well as health caredelivery issues, like excessive wait times for needed care.In addition to identifying areas of concern, discussion willinclude measures being taken to address the concerns. 25 for those pursuing CME credit; free for those interestedin learning more about this issue, but not needing credit.Targeted Audience:Objectives:Cost:Physicians, physician assistants, residents and students, aswell as practice staff are invited to attend this session. Accreditation:Identify ways in which civilian providers can optimizemedical care for veterans and active-duty militarypersonnel. Partner with the Veterans Administration and othermilitary health care delivery systems to improve waittimes in VA facilities and other systems for veterans andactive-duty military personnel in need of care. Speakers:Glenn Batten, Deputy Director of the North CarolinaDivision of Veterans AffairsA 23-year US Navy veteran, Mr. Batten currently servesas the Deputy Director for the North Carolina Division ofVeterans Affairs, a state agency that serves the veteransof North Carolina with advocacy and assistance to identifyand apply for those VA benefits earned through service totheir country.Elizabeth Goolsby, MSN, Director, Fayetteville VAMedical CenterMs. Goolsby is a retired Colonel with the Army NurseCorp. and has served as the Medical Center Directorat Fayetteville VAMC since July 4, 2010. She has theoverall responsibility for planning, organizing, directing,Brian P. Hayes, MD, MPH, MSS, Associate Chief of Staff,Ambulatory Care, Durham VA Medical CenterDr. Hayes, a veteran of the US Air Force, received hismedical degree from the University of Miami and attendedHarvard in 2001, where he earned his Masters of PublicHealth. He served his residency at US Air Force School ofAerospace Medicine at Brooks AFB in Texas and receivedhis Masters of Strategic Studies at the Air War College,Maxwell AFB, Alabama.Michael W. Brennan, MD (Moderator) Ophthalmologist,Alamance Eye CenterDr. Brennan practices comprehensive ophthalmology inBurlington, North Carolina, after a 20-year career in theUS Army. A West Point graduate, Dr. Brennan received aMasters in Aeronautics at Stanford University and servedas an Army aviator in Vietnam and instructor at WestPoint. He received his medical degree from the Universityof Texas, completing his residency in ophthalmologyat Brooke Army Medical Center, Ft. Sam Houston andlater serving as Chief of Surgery at Fort Bragg. Dr.Brennan is past president of the North Carolina Societyof Eye Physicians and Surgeons and was instrumental indeveloping the NCMS’ Leadership College program.CMEDebra Bolick, MD, Psychiatrist, Salisbury W.G. (Bill)Hefner VA Medical Center; Acting Section Chief ofOutpatient Mental Health, Hickory VA Community BasedOutpatient Clinic, Veterans Health AffairsDr. Bolick currently practices adult general psychiatry,serves as Acting Section Chief of Outpatient Mental Healthfor the Hickory and Winston-Salem Community-BasedOutpatient Clinics (CBOCS) and is on the active medicalstaff of the Veterans Affairs Medical Center in Salisbury.She is an active member of the NCMS and the NorthCarolina Psychiatric Association and serves on the NorthCarolina Medical Board.coordinating and controlling medical, administrativeand supporting operations of a health care system thatadministers medical care and treatment to veterans in19 North Carolina counties and two counties in SouthCarolina.5

Outgoing President DevduttaSangvai, MD, MBA, FAAFP will wrap-up this session with aspeech on NCMS accomplishments in 2013-2014.Session II will focus on policy debate and decision-making.Prior to House business, Interim Under Secretary for Healthat the US Department of Veterans Affairs Carolyn Clancy,MD, will present a keynote address on veterans healthissues, and newly inducted President Robert E.
