BOARD OF REGENTSSUMMARY OF ITEM FOR ACTION,INFORMATION OR DISCUSSIONTOPIC: University System of Maryland: Fiscal Year 2016 Proposed Regional Tuition RatesCOMMITTEE: Committee of the WholeDATE OF COMMITTEE MEETING: April 10, 2015SUMMARY: UMES, Frostburg and institutions offering on‐site programs at the USM Hagerstown Centerhave proposed out‐of‐state regional tuition rates. The institutions are seeking to attract enrollment andincrease retention rates by providing more financially competitive opportunities to out‐of‐state studentslocated in regions proximate to the campus.University of Maryland Eastern Shore (UMES): UMES proposes to offer a discounted rate to theresidents of the Eastern Shore of Virginia (Accomack and Northampton counties) and Delaware (allcounties) in order to attract more students to UMES and increase retention rates of students currentlyattending UMES. A discounted tuition rate for these students would have minimal impact in the short‐term, while providing a positive projected impact on long‐term enrollment and increases in revenue.This would assist UMES in meeting enrollment goals as well as providing a more affordable alternative tostudents in the region.Frostburg State University (FSU): FSU currently has three tuition rates for undergraduate students—resident, contiguous county out‐of‐state, and traditional out‐of‐state. FSU is requesting approval toextend the application of the contiguous county tuition rate to out‐of‐state residents within a 120‐mileradius of the University. This modification will increase FSU’s regional competitiveness outside ofMaryland. FSU is not requesting a change to the contiguous county rate structure, but an expansion ofthe application of the rate from a county‐based application to a 120‐mile radius application.USM Hagerstown (USMH): USMH has proposed an out‐of‐state regional tuition rate structure forstudents who attend on‐site classes offered at USMH and who reside in one of the neighboring countiesto Washington County, Maryland including: West Virginia counties: Morgan, Berkeley, JeffersonPennsylvania counties: Fulton, Franklin, and AdamsVirginia county: LoudounThis out‐of‐state regional tuition rate is set at approximately 150% of the existing Maryland residentrates for Towson, Coppin, Salisbury and UMUC. This regional strategy is designed to attract enrollmentand secure new programs with keen student interest within the entire region. Students taking FSUcourses on‐site at USMH will pay the FSU on‐campus regional rate.ALTERNATIVE(S): The Board may elect to adjust the recommended schedules.FISCAL IMPACT: Any fiscal impact will not be material for FY 2016, but the initiative is expected toincrease enrollment and non‐resident tuition revenue over the long‐term.CHANCELLOR’S RECOMMENDATION: That Finance Committee recommend that the Board of Regentsapprove the regional tuition rates as 2015 - 041015\fy 2016 regional tuition rate proposals.docx
