Ballarat Clarendon College Year 9 Campus Bushfire Emergency Management PlanIn the event of Severe, Extreme or Code Red Fire DangerRating forecastUpon the forecast of a Severe, Extreme or Code Red FDR (up to four days in advance) theChief Warden will ensure that: Ballarat Clarendon College Year 9 Yuulong Campus is closed, and the site is not occupiedon those days forecast Severe, Extreme or Code Red. All people must leave the site before 10:00 AM on the day to which the forecastapplies.In the event of a bushfire emergencyIf there is a bushfire threat to the site or Advice, Watch and Act or Emergency Warningreceived that necessitates a bushfire safety response as determined with reference to thecriteria at Sections 13: Notify and assemble all staff and students at the designated bushfire assembly areain the commons building (see Map 1 at Section 13);Evacuate the site to a lower threat location if safe to do so (see Section 14If evacuation is not possible, all people remaining onsite should shelter in place in thedesignated shelter in place facility (see Section 15).4

Ballarat Clarendon College Year 9 Campus Bushfire Emergency Management Plan1IntroductionThis Bushfire Emergency Management Plan (BEMP) provides a framework within which themanagement and staff of Ballarat Clarendon College Year 9 Yuulong Campus can provide for the safetyof students and staff in the event of bushfire impacting the site.The period of occupation and use of the Ballarat Clarendon College Year 9 Yuulong Campus is limitedto avoid site occupation over the higher bushfire threat period of the summer months. This period isto be defined following consultation with the CFA and assured through a Section 173 agreement. ThisBEMP is intended for use during those parts of the campus usage period that may fall within theDeclared Fire Danger Period early and late in the year.The vulnerable nature of the students and staff and the presence of a significant bushfire hazard inproximity to the Ballarat Clarendon College Year 9 Yuulong Campus require that preparation for, andresponse to a bushfire emergency, occurs in a timely and appropriate manner.This BEMP provides guidance on the preparation for and response to bushfire, the maintenance ofbushfire safety features, shelter-in-place procedures, and procedures for evacuation of all studentsand staff to a safer offsite location following a forecast of elevated Fire Danger Rating (FDR) or warningof the approach of bushfire.The response to an advanced warning of bushfire or elevated bushfire risk is for students and staff onsite to assemble at the commons building and depart for a safer place. The response to an approachby bushfire is to assemble commons building and, if conditions allow, evacuate to a safer place awayfrom the site when safe to do so. A secondary measure, should evacuation not be considered safe, isto shelter-in-place in the bushfire shelter provided onsite.The plan sets out a best practice response to bushfire for Ballarat Clarendon College Year 9 YuulongCampus; in particular, detailing the initial response before Emergency Services arrive at the scene.Once Emergency Services arrive, control of the event will move to them. This BEMP forms part of thesuite of procedures that will form Ballarat Clarendon College Year 9 Yuulong Campus EmergencyManagement Plan (EMP), which is to be prepared before occupation of the site.5

Ballarat Clarendon College Year 9 Campus Bushfire Emergency Management Plan2Primary actionsThe primary response to a forecast Fire Danger Rating (FDR) of Severe, Extreme or Code Red is to:RELOCATE ALL STAFF AND STUDENTS TO A LOWER THREAT AREA (see Section 14) BEFORE 10:00AM ON THE DAY TO WHICH THE FORECAST APPLIES FOR THE DURATION OF THE FORECAST FDR.The Primary Action to follow when there is a bushfire threat within the bushfire awareness zones (seeMap 1) is to:ASSESS SAFETY OF EVACUATION, THEN IF SAFE, EVACUATE ALL STUDENTS AND STAFF TO A LOWERTHREAT AREA (see Section 14).If evacuation is not possible, or Emergency Services advise a shelter-in-place response, the PrimaryAction is to:SHELTER-IN-PLACE AT THE DESIGNATED BUSHFIRE SHELTER.6

It islocated immediately to the south of the Great Ocean Road in Yuulong. The Year 9 Campus includesstaff accommodation near the northern boundary close to the existing farmhouse and studentaccommodation and a commons building adjacent to the shearing shed approximately 230m to thesouth. Both development areas are accessed from the entrance driveway.The Ballarat Clarendon College Year 9 Yuulong Campus has been designed and built to respond to thelandscape and site bushfire threat. All new buildings are built to a BAL-40 construction standard and abushfire shelter capable of providing protection to all people on site is provided. The existingfarmhouse will be retro-fitted to a BAL-12.5 construction standard.The site will operate within a specified period during the school year and outside of the higher bushfirerisk period. This period is to be defined following consultation with the CFA. The site will be occupiedby groups of students and staff for approximately 2 months at a time, with several groups throughoutthe year. Group excursions will occur weekly, with a campus hike toward the end of each term.The site will not be occupied during the higher bushfire risk period during the summer. This period isto be defined following consultation with the CFA and assured through a Section 173 agreement. Acaretaker will be onsite during the Declared Fire Danger Period for the Shire of Colac Otway and willdepart the site in the event of an Extreme or Code Red FDR.7

Where necessary, EMP procedures will bedeveloped to incorporate the bushfire shelter-in-place capacity and other measures documented inthis BEMP.5Roles and responsibilities5.1 Emergency Planning CommitteeAn Emergency Planning Committee (EPC) shall be established and maintained consisting of at leastthree members of Ballarat Clarendon College Year 9 Yuulong Campus management team. They areresponsible for carrying out all elements of this BEMP prior to and during the Ballarat ClarendonCollege Year 9 Yuulong Campus occupation. One member of the EPC must have the authority to orderan evacuation. This authority must be inherent in the position held, such as Ballarat Clarendon CollegeYear 9 Yuulong Campus Principal, Deputy Principal, Infrastructure Manager or the Risk and ComplianceOfficer. This authority must be delegated to the Chief Warden.5.2 Emergency Control OrganisationThe Emergency Control Organisation (ECO), comprising Ballarat Clarendon College staff onsite, is astructured organisation of staff who take command upon the declaration of a bushfire emergency,pending the arrival of the Emergency Services. Appropriate people will be appointed to the roles ofChief Warden and Deputy Warden. Ballarat Clarendon College Year 9 Campus Bushfire Emergency Management Plan6Training and bushfire safety exercisesBallarat Clarendon College Year 9 Yuulong Campus staff should be familiar with this BEMP and theprocedures and response required at the campus.This familiarisation regime will include: Bushfire awareness;Designation of all roles;Evacuation procedures;The location of the bushfire shelter in place facility on the campus;Shelter in place procedures; andFamiliarity with this BEMP and their role in a bushfire emergency.All ECO staff must practice a simulated use of the Section 13 procedure to familiarise themselves withthe process, including the use of the VicEmergency App, BEMP map, trigger points and the nature ofofficial warnings. This exercise should be conducted prior to the start of the camp period.Practice bushfire response exercises (see Section 6.1) will be conducted for each group of teachersunfamiliar with the site CFA should be offered the opportunity to attend one such exercise per yearif available. The Otway Brigade at Lavers Hillis the nearest fire station. Otway Shire Municipal FirePrevention Officer (MFPO) can facilitate contact.All staff should be informed of:oooooImportance of situational awareness on days of elevated fire danger;Shelter-in-place procedures and assembly and evacuation locations;Evacuation to the lower threat location on the campus;Use of campus fire-fighting equipment; andUse of communications systems and the nature of warnings and alerts.6.1 Student information and bushfire safety exercisesGroups of students and staff will occupy the site for periods of approximately two months, with somepermanent staff onsite. Groups occupying the site during must be informedEach group of students and staff will be provided with information regarding actions to be taken in theevent of a bushfire alert or evacuation. This information will be provided to students in an informationpack prior to arriving at the Campus.Within 24 hrs of arrival on campus, all students, and staff unfamiliar with the campus must attend asafety briefing and practice bushfire response exercise involving the sounding of an alarm andmustering at the designated assembly area and moving to the designated bushfire shelter building.13
