The permittee is responsible fortotal compliance with permit rules andregulations. Violations of weight, escort, dimension andother restrictions or conditions stated on thepermit may result in your permit beingconsidered invalid by the Central PermitOffice and/or enforcement personnel. Aviolation or repeated violations may result indenial, suspension or revocation of NorthCarolina permit privileges. Must comply with legal requirements for properlicense, insurance coverage and operatingauthority for each vehicle to be permitted. The object(s)/item(s) transported are to beloaded or reduced to the smallest dimensionsand/or weight prior to applications for an overdimension and/or overweight permit. Proof the permit document for accuracy priorto travel on North Carolina highways. Ifthe document is incorrect, permittee is toimmediately contact the NCDOT CentralPermit Office prior to movement on NorthCarolina highways. Properly sign the permit to verify you haveread and fully understand the requirements. Responsible for damages and cost involvedto persons or property as a result of thepermitted movement. Total compliance with North Carolina law andpermit policies and restrictions specified onpermit document. Maintain a speed consistent with safety of thetraveling public and avoid creatingtraffic congestion. Permittee shall temporarily move to the sideof the highway to allow trailing traffic topass.DisclaimerThe issuance of a permit by the NCDOT doesnot imply nor guarantee the clearance for thepermitted load(s). All vertical clearancesshould be checked by the permittee beforemoving beneath the structure and/or utility lines.9

2014 OverSizeWeight PS.qxd6/27/1412:45 PMPage 26Permits forMovement of:Non-Divisible GeneralCommoditiesPermits may be issued not to exceed a maximumwidth of 16 feet.A non-divisible general commodity would includebut is not limited to: Construction equipment Machinery (farm and business) Sealed ship containers Self-propelled equipment Tank (empty) TransformerGeneral Requirements: Escorts are required as specified in theEquipment Safety Requirements sectionof the handbook. Overheight permit applications (in excessof 14 feet) are required to be faxed orsubmitted via the internet to the CentralPermit Office for review and processing.***Publication GP-1***Houses House mover license applications andsupporting documentation are renewed andissued by the Central Permit Office.The annual fee is 100. House move permit applications areaccepted, reviewed and issued by NCDOTdivision/district offices statewide. NCDOT offices statewide have the authorityto approve, deny or permit with variousrestrictions after reviewing the route of traveland dimension(s) of structure to be moved.10

Applicationis required to be made at least two workingdays prior to the anticipated date of movement.Mobile/Manufactured HomesSingle Trip Permit is required for: 12-foot-wide units (width at bottom of unit)with overhang exceeding 3 inch gutter edge. 14-foot-wide units with roof overhang not toexceed a total of 12 inches that are notoperating by authority of an annual permit. 16-foot-wide units that are not operating byauthority of an annual permit. Issuance ofpermits for movement of 16-foot-wide unit(s)in specific geographical areas within the statewill require a route survey to be completed. Units exceeding the legal height of13 feet 6 inches. For all other mobile home movement notcovered by authority outlined on an annualpermit.Additional information required: Serial number of mobile home(last five digits). ICC registration number is required whencrossing state line(s).Annual (Blanket) Permits may be issued for: Movement of 12-foot-wide units that do notexceed the legal height of 13 feet 6 inches. 16' wide units with maximum 3” gutter edgemoving from point of specified manufacturerto a specific retail sales center (manufacturername and dealership name and dealer numberare required), may include up to a maximum of30 specific routes of travel. 14-foot-wide units with roof overhang not toexceed a total measurement of 12 inches movingfrom the manufacturer, dealer sales lot (permitcoissued) to customer’s homesite, anotherdealer or out of state.***Publication MH-2***11

2014 OverSizeWeight PS.qxd6/27/1412:45 PMPage 28ReportsTitle 19A NCAC 03D.0219 Business Records(b) All motor vehicles dealers, manufacturers,factory branches, distributor branches andwholesalers shall keep for a period of fouryears the following additional records foreach vehicle and mobile/modular homemanufactured, received, sold, traded or junked:(7) The North Carolina oversize single trip orannual permit number authorizingmovement of the mobile/modular unit,serial number or vehicle identificationnumber of the mobile/ modular unit, thedate of move, transporter, and name andaddress of purchaser.12

2014 OverSizeWeight PS.qxd6/27/1412:45 PMPage 29Sealed Ship ContainerA sealed ship container is defined as containerizedfreight being transported to or from a designatedseaport and has or will be transported by marineshipment for International trade with the originalunbroken seal or a replacement seal affixed by anauthorized government agency.A sealed ship container must meet all of thefollowing requirements to qualify for a permit: All dimensions of width, height and length donot exceed limits specified in North Carolinalaw; Traveling to or from a designated seaport(either in state or out of state) and has beenor will be transported intact by marineshipment; Power unit is licensed for 80,000 pounds; Is a vehicle/vehicle combination of at leastfive axles; and Has proper documentation (shippers’ bill oflading and/or trucking bill of lading) of sealedcommodity being transported available forenforcement inspection.Allowable weights are specified in the AnnualPermit and Single Trip Permit sections of thehandbook (See pages 6 and 7).***Publication C-11***Self-Propelled EquipmentThe original permit request – annual or single trippermit – for cranes or off-road equipment mustinclude schematics of the unit including axlespacings, axle weights, gross weight, width, overalllength and length of front and/or rear overhang.The maximum permitted gross weight variesdepending on extreme wheelbase and axlegrouping measurement.***Publication SP-3***13

2014 OverSizeWeight PS.qxd6/27/1412:45 PMPage 14Permit Rulesand RegulationsGeneral Information PERMITS ARE NOT TRANSFERABLE. If apermitted vehicle is wrecked, sold, traded orjunked, a new permit must be issued and therequired fee(s) paid. Oversize/overweight permits (annual andsingle trip) are issued with the requirementsand restrictions customized on each permitdocument for the load being transported. No movement is allowed Monday throughSunday between sunset and sunrise unlessotherwise stated on the permit. Commodity being hauled must be loaded sothat the vehicle/vehicle combination presentsthe least dimension and exposure to themotoring public. The towing unit must be properly licensed formaximum allowable weight determined byextreme axle measurement (G.S. 20-118) priorto application for an overweight permit. Permittee must be apportionately registeredprior to travel into or through North Carolinaas required by law. For more information,contact the DMV International RegistrationPlan Unit at (919) 861-3720.Results of Permit ViolationsViolations of weight, escorts, dimensions, route oftravel or any other restrictions or conditions statedon the permit may result in the permit beingconsidered invalid by the Central Permit Officeand/or enforcement personnel. A violation orrepeated violations may result in denial, suspensionor revocation of North Carolina permit privileges.14

2014 OverSizeWeight PS.qxd6/27/1412:45 PMPage 27Penalties for Permit ViolationsG.S. 20-140(f) A person is guilty of the Class 2 misdemeanor ofreckless driving if the person drives a commercial motorvehicle carrying a load that is subject to the permitrequirements of G.S.-20 119 upon a highway or anypublic vehicular area either:(1) Carelessly and heedlessly in willful or wantondisregard of the rights or safety of others; or(2) Without due caution and circumspection and at aspeed or in a manner so as to endanger or be likelyto endanger any person or property.G.S. 20-119(d) For each violation of any of the terms or conditions ofa special permit issued or where a permit is required butnot obtained under this section the Department of CrimeControl and Public Safety shall assess a civil penalty foreach violation against the registered owner of the vehicleas follows:(1) A fine of one thousand five hundred dollars( 1,500) for operating without the proper numberof certified escorts as determined by the actualloaded weight or size of the vehicle combination.(1a) A fine of five hundred dollars ( 500.00) for any ofthe following: operating without the issuance of apermit, moving a load off the route specified in thepermit, falsifying information to obtain a permit, orfailing to comply with dimension restrictions of apermit.(2) A fine of two hundred fifty dollars ( 250.00) formoving loads beyond the distance allowances of anannual permit covering the movement of housetrailers from the retailer's premises or for operatingin violation of time of travel restrictions.(3) A fine of one hundred dollars ( 100.00) for anyother violation of the permit conditions orrequirements imposed by applicable regulations.The Department of Transportation may refuse to issueadditional permits or suspend existing permits if thereare repeated violations of subdivision (1) (1), (1a), or (2)of this subsection.(d1) In addition to the penalties assessed undersubsection (d) of this section, the Department of CrimeControl and Public Safety shall assess a civil penalty, notto exceed ten thousand dollars ( 10,000), in accordancewith G.S. 20-118(e)(1) and (e)(3) against the registeredowner of the vehicle for any of the following:(1) Operating without the issuance of a requiredpermit.(2) Operating off permitted route of travel.(3) Failing to comply with travel restrictions of thepermit.(4) Operating without the proper vehicle registrationor license for the class of vehicle being operated.A violation of this subsection constitutes operating avehicle without a special permit.15

Escorts for 16-foot-widemobile/modular homes should refer to PublicationMH-2 for requirements.Mobile homes are required to display lights ingood working condition 72 inches from the roadsurface on all four corners of the mobile home withthe option of mounting the required front lightson the mirror bar no less than the extreme widthof the power unit.Self-propelled vehicles are required to display lightsof the size specified above – minimum 800-wattcandle power on any front and/or rear overhang ifvehicle is approved for continuous travel (24hours/seven days a week/365 days a year).16

Banner may bedisplayed in two sections to allow for visibility ofregistration plates/decals.Escort vehicle: the banner length to extend theentire width of the escort vehicle.LetteringBlack letters 10 inches high with 1.5-inch brushstrokes bearing the legend “Oversize Load” or“Wide Load.”The banner displayed on front and rear of amobile/modular home combination and on top of a16-foot-wide mobile/modular home escortmust bear the legend “WIDE FT. LOAD” or“OVERSIZE FT. LOAD” to properly identify thenominal width of the unit in transport.ColorYellowPlacement:Vehicle combination: Banner is to be displayed on thefront and rear bumpers of any vehicle combinationpermitted for more than 10 feet wide. (May be twoseparate banners totaling a length of 7 feet to providefor display of registration plates/decals).Escort vehicle: Banners are to be displayed on theescort vehicle as determined by the required escortplacement (front and/or rear) or on top of the vehiclefor 16-foot-wide mobile/modular home escorts.Brake LightsRed brake lights in good working order must betemporarily displayed on any rear overhang forself-propelled equipment approved for continuoustravel (24 hours/ seven days a week/365 days a year).EscortsRequirements: All escort vehicle operators arerequired to obtain an approved escort certification priorto performing the duties of an oversize/overweight loadescort vehicle operator in North Carolina. Front escort for permitted loads more than12 feet wide on two-lane/two-way traffichighways and a rear escort on multi-lanehighways or as determined and stated on thepermit document by issuing agent. Rear escort required for permitted loadsexceeding 110 feet in length. Escort vehicle requirements for 16-foot-widemobile/modular homes are different fromthose for other escort vehicles. Refer toPublication MH-2.17

Front and rear escort required for overalllength 150 feet or greater. Front escort required for weight greater than149,999 pounds. Front and rear escort for permitted loadsexceeding 14 feet in width on two-lane/two-way roads. Front pole car escort equipped with heightpole indicator for permitted loads exceeding14 feet 5 inches in height.
