No. 3-1/2020-P&P-IThe Staff Selection Commission will conduct an opencompetitive examination for recruitment to the posts of Constable (General Duty) inBorder Security Force (BSF), Central Industrial Security Force (CISF), Indo TibetanBorder Police (ITBP), Sashastra Seema Bal (SSB), Secretariat Security Force (SSF)and Rifleman (General Duty) in Assam Rifles (AR) as per the Recruitment Schemeformulated by the Ministry of Home Affairs (MHA) and as per the Memorandum ofUnderstanding signed between Ministry of Home Affairs and the Staff SelectionCommission. 1.3Computer Based Examination (CBE) will be conducted by the Commissiononly in English and Hindi.1.4Physical Efficiency Test (PET)/ Physical Standard Test (PST)/ DetailedMedical Examination (DME)/ Review Medical Examination (RME) will bescheduled and conducted by the CAPFs.1.5Collection of required eligibility certificates/ documents from the candidatesand their verification will be carried out at the time of Detailed MedicalExamination (DME) by the CAPFs.1.6Vacancies of Constable (GD) in SSF will be filled on All India basiswhereas vacancies in all other CAPFs will be filled as per the vacanciesavailable in various States/ UTs. In addition, vacancies are earmarked forthe Border Guarding Districts and Militancy/ Naxal affected Districts whichare reserved for the candidates of these districts only.1.7The list containing names of Border Guarding Districts and Militancy/Naxal affected Districts are available at Annexure-X and Annexure-XI.1.8Final result along with force allocation will be declared by the Commissionbased on the performance of candidates in the Computer BasedExamination subject to their qualifying the Physical Standard Test,Physical Efficiency Test, Medical Examination and other conditionsstipulated in the Notice of Examination.1.9Court cases/ RTI/ Public Grievances relating to Notice of Examination,conduct of Computer Based Examination, preparation of merit list andforce allocation of selected candidates will be handled by SSC and thoserelating to all other issues namely scheme of examination, vacancies,conduct of PET/ PST, DME/ RME, Document Verification etc. will behandled by coordinating CAPFs/ MHA.1.10Admit Card for any stage of examination will not be sent by Post. 3.1The vacancies are Tentative. Any change in the number of vacancies willbe intimated through the website of the Commission.3.210% vacancies are earmarked for Ex-servicemen (ESM). If suitable ESMcandidates are not available, vacancies reserved for ESM will be filled bynon-ESM candidates of respective categories.3.3As the vacancies in CAPFs have been earmarked States/ UT-wise,candidates are required to submit Domicile/ Permanent ResidentialCertificate of the State/ UT indicated by them in the online ApplicationForm at the time of DME/ Documents Verification failing which his/hercandidature will be cancelled forthwith and the candidate will not beallowed to appear in the Detailed Medical Examination. If a candidateproduces Domicile/ Permanent Resident Certificate (PRC) issued by aState other than the State mentioned in his/ her application, he/ she shallnot be allowed to change the State at the time of Document Verificationand his/ her candidature shall be cancelled straightaway. ThereforeCandidates should fill the Application Form very carefully.3.4Candidates selected for appointment are liable to serve anywhere in India.3.5The appointment of candidates after selection is subject to availability ofseats in training facilities of various CAPFs. As such, candidates may beappointed in phases in accordance with availability of training space. TheJoining and in-service issues, seniority, training, etc will be regulated inaccordance with the rules and regulations of various Organizations.4 Nationality/ Citizenship: Candidate must be a citizen of India. However, he canavail the benefit of reservation as ex-serviceman for subsequentemployment if he immediately after joining civil employment, has givenself-declaration/ undertaking to the concerned employer about the datewise details of applications for various vacancies for which he had appliedfor before joining the initial civil employment as mentioned in the OM No.36034/1/2014-Estt (Res) dated 14th August 2014 issued by DoP&T.5.4The period of "Call up Service" of an Ex-Serviceman in the Armed Forcesshall also be treated as service rendered in the Armed Forces for thepurpose of age relaxation.5.5For any serviceman of the three Armed Forces of the Union to be treatedas Ex-Serviceman for the purpose of securing the benefits of reservation,he must have already acquired, at the relevant time of submitting hisapplication for the Post/ Service, the status of ex-serviceman or is in aposition to establish his acquired entitlement by documentary evidencefrom the competent authority that he would complete specified term ofengagement with the Armed Forces within the stipulated period of oneyear from the closing date of receipt of applications. Such candidates mustalso acquire the status of an ex-serviceman within the stipulated period ofone year from the closing date of receipt of applications. The decision onthe issue of eligibility of ex-servicemen shall be governed by the decisiontaken by the DoP&T on the judgment of Hon’ble Delhi High Court in WritPetition (C) No. 520/2020 dated 01.12.2020.5.6Explanation: An 'ex-serviceman' means a person:5.6.1 Who has served in any rank whether as a combatant or non-combatantin the Regular Army, Navy or Air Force of the Indian Union, anda. who either has been retired or relieved or discharged from suchservice whether at his own request or being relieved by theemployer after earning his or her pension; orb. who has been relieved from such service on medical groundsattributable to military service or circumstances beyond his controland awarded medical or other disability pension; orc. who has been released from such service as a result of reductionin establishment;Page 4 of 57

or5.6.2 Who has been released from such service after completing the specificperiod of engagement, otherwise than at his own request, or by way ofdismissal, or discharge on account of misconduct or inefficiency andhas been given a gratuity; and includes personnel of the TerritorialArmy, namely, pension holders for continuous embodied service orbroken spells of qualifying service;or5.6.3 Personnel of the Army Postal Service who are part of Regular Armyand retired from the Army Postal Service without reversion to theirparent service with pension, or are released from the Army Postalservice on medical grounds attributable to or aggravated by militaryservice or circumstance beyond their control and awarded medical orother disability pension;or5.6.4 Personnel, who were on deputation in Army Postal Service for morethan six months prior to the 14th April, 1987;or5.6.5 Gallantry award winners of the Armed forces including personnel ofTerritorial Army;or5.6.6 Ex-recruits boarded out or relieved on medical ground and grantedmedical disability pension.5.7The persons serving in the Armed Forces of the Union, who on retirementfrom service, would come under the category of ex-serviceman will bepermitted to apply for re-employment one year before the completion ofthe specified term of engagement and avail themselves of all concessionsavailable to ex-servicemen but shall not be permitted to leave the uniformuntil they complete the specified term of engagement in the Armed Forcesof the Union.5.8Age concession/ reservation is not admissible to sons, daughters anddependents of ex-servicemen. Therefore such candidates should notindicate their category as ex-servicemen.5.9Children means:5.9.1 son (including adopted son) or5.9.2 daughter (including adopted daughter)5.10Dependent family member means:5.10.1 spouse or5.10.2 children or5.10.3 brother or sister in the case of unmarried victim who was whollydependent on that victim at the time of his getting killed in the riotswould be eligible. In order to be eligible for upper age relaxation in thePage 5 of 57

category 04/ 05/ 06, the applicant should produce a certificate to thateffect from the concerned District Collector/ District Magistrate whereinthe victim was killed.6 Process of Certification and format of certificates:6.1Candidates who wish to be considered against vacancies reserved/ orseek age-relaxation are required to submit requisite certificate from thecompetent authority, in the prescribed format, when such certificates aresought by concerned CAPFs for document verification at the time of DME.Otherwise, their claim for SC/ ST/ OBC/ EWS category will not beentertained and their candidature/ applications will be considered underUn-reserved (UR) category. Further, if a candidate has sought any otherage-relaxation or claimed ESM status and is not able to produce therelevant certificate, he will be considered in his respective category i.e.SC/ ST/ OBC/ EWS/ UR. The formats of the certificates are annexed withthe Notice of Examination.6.2A candidate belonging to a caste of SC, ST or OBC category, onmigration from one State to another State will have to make aninformed choice whether to get the benefit of reservation in the Stateof origin or to appear as unreserved candidate from the State ofmigration. Such choice will have to be exercised by the candidate inthe online Application Form. No request for change of such option,after the submission of Application Form, will be entertained by theCommission. In case, a candidate opts to avail the benefit ofreservation from the State of origin, he will have to submitinformation about the District and State of his origin as well as theDistrict and State of his current domicile in the Application Form andhis candidature will be considered from the State of origin. Suchcandidates will not be required to submit Domicile Certificate fromthe State of origin.6.3Crucial date for claiming SC/ ST/ OBC/ EWS status will be the closingdate for receipt of online applications.6.4A person seeking appointment on the basis of reservation to OBCs mustensure that he possesses the caste/ community certificate and does notfall in creamy layer on the crucial date.6.5Candidates may also note that in respect of the above, their candidaturewill remain provisional till the veracity of the concerned document isverified by the Appointing Authority. Candidates are cautioned that theywill be debarred from the examinations conducted by the Commission incase they fraudulently claim SC/ ST/ OBC/ EWS/ ESM status or avail anyother benefit.6.6Candidates will be considered for recruitment in their respective State/ UTon production of valid “Domicile/ Permanent Residential Certificate (PRC)”issued by the competent authority so authorized by the concerned State/UT to prove their domiciliary status at the time of Documents Verification(DV) failing which his candidature will be cancelled forthwith. TheDomicile/ PRC certificate must be of the State/ UT indicated by thePage 6 of 57

candidates in their online Application Form, failing which, their candidaturewill be cancelled forthwith.6.7Since the State of Assam is not issuing Domicile Certificate/ PermanentResidence Certificate, candidates belonging to the state of Assam are notrequired to submit the same. However, their selection will be subject toverification of residential status from the concerned District Authorities.6.8West Pakistani Refugees (WPR) who have settled in Jammu & Kashmirand Ladakh but have not been given the status of citizens of the UTs willbe recruited without the condition of having a domicile certificate from thedesignated authority of the J&K and Ladakh UTs. However suchcandidates will be required to submit a Nativity/ Identity Certificate for theWPR as per Annexure-XII.7 Educational Qualifications (As on 01.08.2021):7.1The candidates must have passed Matriculation or 10 th Class Examinationfrom a recognized Board/ University.7.2Candidates who have not acquired the essential educational qualificationas on the stipulated date will not be eligible and need not apply.7.3As per Ministry of Human Resource Development Notification dated10-06-2015 published in the Gazette of India all the degrees/ diplomas/certificates awarded through Open and Distance Learning mode ofeducation by the Universities established by an Act of Parliament or StateLegislature, Institutions Deemed to be Universities under Section 3 of theUniversity Grants Commission Act, 1956 and Institutions of NationalImportance declared under an Act of Parliament stand automaticallyrecognized for the purpose of employment to posts and services under theCentral Government provided they have been approved by the DistanceEducation Bureau, University Grants Commission. Accordingly, unlesssuch degrees are recognized for the relevant period when the candidatesacquired the qualification, they will not be accepted for the purpose ofEducational Qualification.7.4All the candidates who are called for Document Verification will berequired to produce the relevant Certificates such as Mark sheets,Provisional Certificates etc. for completion of Matriculation in original asproof of having acquired the minimum educational qualification on orbefore the cut-off date, failing which the candidature of such candidateswill be cancelled by the Commission. The candidates who are able toprove, by documentary evidence, that the result of the qualifyingexamination was declared on or before the cut-off date and he has beendeclared passed, will also be considered to meet the educationalqualification. It is reiterated that the result of requisite educationalqualification must have been declared by the Board/ Institute/University by the specified date. Mere processing of the result by theBoard/ University/ Institute by the cut-off date does not fulfill the EQrequirement.7.5Incentive to NCC Certificate Holders: The incentive to ‘NCC Certificate’holders will be granted at the following scales:Page 7 of 57

However, till the verification of NCCCertificate, bonus marks will be awarded provisionally as per theclaim of candidate in the online application form.7.5.2.The crucial date for this purpose will be the closing date of receiptof online applications.7.5.3.This benefit is not available for Ex-servicemen.8 How to apply:8.1Applications must be submitted in online mode at the official website of theCommission i.e. https://ssc.nic.in. For detailed instructions, please refer toAnnexure-I and Annexure-II of this Notice. Sample Performa of One-timeRegistration and online Application Form are attached as Annexure-IA andAnnexure-IIA respectively.8.2In the online Application Form, candidates are required to upload thescanned colour passport size photograph in JPEG format (20 KB to 50 KB).The photograph should not be more than three months old from thedate of publication of the Notice of Examination, and, the date onwhich the photograph has been taken should be clearly printed on thephotograph. Applications without such date printed on the photographwill be rejected. Image dimension of the photograph should be about 3.5cm (width) x 4.5 cm (height). The photograph should be without cap,spectacles and both ears should be visible.8.3Last date and time for submission of online applications is 31-08-2021(23:30).8.4Candidates are advised in their own interest to submit onlineapplications much before the closing date and not to wait till the lastdate to avoid the possibility of disconnection/ inability or failure tologin to the SSC website on account of heavy load on the websiteduring the closing days.8.5The Commission will not be responsible for the candidates not being able tosubmit their applications within the last date on account of the aforesaidreasons or for any other reason beyond the control of the Commission.8.6Before submission of the online application, candidates must check thatthey have filled correct details in each field of the form. After submission ofthe online application form, no change/ correction/ modification will bePage 8 of 57

allowed under any circumstances. Requests received in this regard in anyform like Post, Fax, Email, by hand, etc. shall not be entertained.9 Application Fee:9.1Fee payable: Rs 100/- (Rs one hundred only).9.2Women candidates and candidates belonging to Scheduled Castes (SC),Scheduled Tribes (ST) and Ex-servicemen (ESM) eligible for reservation areexempted from payment of fee.9.3Fee can be paid online through BHIM UPI, Net Banking, by using Visa,Mastercard, Maestro, RuPay Credit or Debit cards or through cash in SBIBranches by generating SBI Challan.9.4Online fee can be paid by the candidates up to 02.09.2021 (23:30 hours).However, candidates who wish to make the cash payment through Challanof SBI, may make the payment in cash at the Branches of SBI within theworking hours of the bank up to 07.09.2021 provided the Challan has beengenerated by them before 04.09.2021 (23:30 hours).9.5Candidates who are not exempted from fee payment must ensure that theirfee has been deposited with SSC. If the fee is not received by SSC, statusof Application Form is shown as ‘Incomplete’ and this information is printedon the top of the Application Form printout. Further, status of fee paymentcan be verified at the ‘Payment Status” link provided in the candidate’s loginscreen. Such applications which remain incomplete due to non-receipt of feewill be SUMMARILY REJECTED and no request for consideration of suchapplications and fee payment after the period specified in the Notice ofExamination shall be entertained.9.6Fee once paid shall not be refunded under any circumstances nor will it beadjusted against any other examination or selection.10 Centres of Examination:10.1SNo1A candidate must indicate the Centre(s) in the online Application Form inwhich he/ she desires to take the examination. Candidates are, therefore, advised to keep this in mindwhile answering the questions.11.1.3The dates of examinations will be informed to candidates onlythrough the website of the Commission.11.1.4There shall be no provision for re-evaluation/ re-checking of thescores. No correspondence in this regard shall be entertained.11.1.5Marks scored by candidates in the Computer Based Examinationwill be normalized by using the formula published by theCommission through Notice No: 1-1/2018-P&P-I dated 07-02-2019and such normalized scores along with the bonus marks for NCCCertificate holders will be used to determine final merit and cut-offmarks.11.1.6Tentative Answer Keys of the Computer Based Examination will beplaced on the website of the Commission after the Examination.Candidates may go through the Answer Keys and submit onlinePage 12 of 57

representations, if any, within the stipulated time limit on payment ofRs 100/- per question. Representations received through any othermode e.g. letter, application, email, etc. will not be entertained.Representations regarding the Answer Keys will be scrutinizedbefore finalizing the Answer Keys and the decision of theCommission in this regard will be final.11.1.7The questions in the Computer Based Examination will be ofMatriculation level.11.1.8Walk-through video/ Mock Test on the Computer BasedExamination has been provided on the website of the Commissionin the ‘Candidate’s Corner’ Section.11.1.9Candidates are not permitted to use calculators and other electronicgadgets.
