You will find thatOrchard Court is a vibrant and diverse community that issupportive of the needs and challenges that face students with families.Now that you have moved in:1. Review your rental agreement and welcome packet to becomefamiliar with Orchard Courts policies and procedures.2. Take a walk through Orchard Court and becomefamiliar with the location of the laundry rooms, mailboxes,Community Center, Orchard Court office, and playgrounds.3. Be prepared for an introductory visit from your Orchard CourtCommunity Assistant within 24 hours of moving in.4. Dispose of all moving materials (boxes, styrofoam, etc.) to theproper recycling receptacles in the parking lot of Orchard Court.5. Alcohol and DrugsBicycle Storage and SecurityAlcoholBicycle storage areas are provided at the East and Westlaundry rooms and are available for use by all residents.Bicycles may not be attached to railings or balconysupport columns. Some apartments have eye boltsinstalled in the brickwork outside of the apartments.Residents who are at least 21 years of age may consumealcohol within private apartments. Alcohol may notbe consumed in common areas. This includes alloutdoor areas (parking lot, sidewalks, stairwells, lawns,playgrounds) and all indoor common areas (CommunityCenter, laundry rooms, storage areas). For a fulldescription of policies related to alcohol possession andconsumption, please refer to the UHDS Policy Guide.DrugsOSU abides by the federal Drug-Free Workplace Actand the federal Drug-Free Schools and CommunitiesAct which prohibits the possession, use or distributionof marijuana on campus and in the work place. Asan institution that receives federal funding, OSUis committed to upholding the federal law.Although the recreational use of marijuana is permittedin the state of Oregon for individuals 21 years ofage or older, marijuana is still a prohibited substancefederally under the Controlled Substances Act (CSA).If you have any questions or concerns regardingthe use of marijuana or drugs in Orchard Court,please refer to the UHDS Policy Guide at iancesEvery apartment is furnished with a stove withburners for cooking, refrigerator, and electric wallheaters (electric forced air in the terrace-style units).Most of the apartments were built in the 1960sand as such have limited electrical capabilities.For this reason, the following appliances arenot allowed within residents’ apartments: Air ConditionersDishwashersClothes Washers / DryersSpace Heaters (sealed, oil-filledradiators are acceptable)Additionally, self-balancing boards (hoverboards) may not be stored or used withinUHDS facilities due to the risk of fire.Residents are encouraged to secure their bicycles withhardened steel, U-bolt bicycle locks. UHDS staff membersare not responsible for theft of or damage to bikes.It is not required to register your bike at OSU, but itis a good idea. Registering your bike makes it easierfor law enforcement agencies to return it to you if it’sstolen. Both OSU’s Department of Public Safety and theCorvallis Police Department use Project 529 (project529.com/garage/organizations/osu/landing), a nationalonline bike registration, reporting, and recovery site.Cable and InternetEach Orchard Court apartment has a cable TV boxand a cable modem that stay in the apartment and areattached to the wall. The TV box and a cable modemshould not be removed from the wall. The cost of theinitial TV & network services provided are included withthe apartment. Residents should not be charged byComcast unless upgrades to the service are purchased.TV CableThe white TV cable box has an HDMI port on the side forconnection to TVs. Itcomes with a basic TVchannel lineup and hashigh definition (HD)and standard definition(SD) channels. Italso includes aComcast remote.Cable ModemThe black cablemodem box connectsto the TV box via a coax cable and provides high-speedwireless and wired connections. The wireless SSIDnetwork names and passwords are printed on the backand/or side of the modem. There are also four wired(Ethernet) connections are on the back of the modem.Cost to ResidentThe cost of the initial TV & network services provided5

are included with the apartment. Residents should notbe charged by Comcast unless upgrades are purchased.Upgrades and ServiceUpgrades (premium channels, DVR, etc) can bepurchased from Comcast/ Xfinity TV. Call theComcast Bulk number below. You will need to provideyour Orchard Court apartment number and theserial number on the top of your TV cable box.Upgrades beyond the initial Comcast/Xfinity TV &network services provided by UHDS will be bill byComcast directly to the resident. Any additional Comcastequipment is the responsibility of the resident to returnto Comcast. Do not remove the cable modem or TV cableboxes provided with the apartment. Be sure to contactComcast/Xfinity bulk service for issues and upgrades:using the Community Center may be held responsiblefor any damage that occurs, and may be required topay for the repair or replacement of any damaged ormissing furniture, appliances, toys, or equipment.Gathering HallThe Gathering Hall is accessible to residents ofOrchard Court from 8am until 11pm and may bereserved by contacting the Orchard Court Office.Residents using the gathering hall are responsiblefor ensuring the space is clean and that the furniturehas been returned to its original configuration.Comcast Bulk Customer Service: 1-855-307-4896OSU Wireless internet is available in the CommunityCenter. Residents may connect the OSU Secure oreduroam wireless networks. For more informationabout using OSU wireless, please contact the ISService Desk, located in 201 Milne ComputerCenter, (541) 737-8787, is.oregonstate.edu/help.Child SupervisionPlease note that priority for use of theCommunity Center’s gathering hall firstgoes to reservations, then to drop-ins.While the law does not specify the age at which achild may be left unattended, a child under the ageof 10 cannot be left unattended for such a period oftime as may likely endanger their health or welfare(ORS 163.545). If you suspect that a child is beingendangered due to a lack of supervision, e.g. wanderingthe grounds at night, consistently locked out of theirapartment, etc., you are urged to contact the Departmentof Health & Human Services at (866) 303-4643.Community Center*** Due to COVID-19, our Community Center andPlayroom are closed for the foreseeable future. ***Residents of Orchard Court have access to theCommunity Center, located on the north end of thecomplex. The gathering hall may be reserved at no chargeby emailing housing@oregonstate.edu or by stopping bythe Orchard Court Office located in theCommunity Center.Residents are responsible for returning any areasused to their original condition. Improperly returnedequipment, spills, and other debris may result incleaning fees. Cleaning supplies can picked up at theOrchard Court Office by calling (541) 737-7794. AnyonePlayroomThe Community Center playroom is availablefor residents and is a nice alternative space forchildren to play during rainy or cold weather.Parent supervision is required in the playroom.Please tidy up the playroom and put toys back onshelves after use so that others may enjoy.Courtesy Hours and Quiet HoursOur goal is to provide safe and affordable housingthat is conducive to learning. Residents are expectedto conduct themselves in a manner supportiveof this aim. If residents are having issues withnoise or disruptive behavior, they are encouragedto respectfully confront their neighbors directlyto the extent that it is safe to do so. If this doesnot resolve the issue, residents may contact theOrchard Court Staff by calling (541) 737-7794.Quiet hoursSunday—Thursday, 9:00pm-8:00amFriday—Saturday, 10:00pm-9:00amEmergency Procedures6

FireIn case of fire, residents should immediately evacuatetheir apartments and call 911 from a cell phone,neighbor’s phone, or the phone located in the lobby ofthe Community Center. Be sure to give the dispatcheryour name, location from which you are calling, andlocation of the fire. You should also contact a staffmember by calling (541) 737-7794. Do not reenteryour apartment until directed by a staff memberor emergency official. The evacuation site is yournearest laundry room or the Community Center.EarthquakeIn the event of a significant earthquake residents shouldimmediately take cover under a table or in a doorway,ensuring that their heads, necks, and backs are covered.Do not run outside. If damage has been caused, residentsshould evacuate their apartment only after the shakinghas stopped. Keep in mind that aftershocks are possible.Planning for EmergenciesFamilies are encouraged to discuss and have a planin place in the event of an emergency. Plans shouldinclude finding a safe meeting place, a way to get foodand water, and ways to contact emergency services.familiarize themselves with sink and toilet valves inthe event that water needs to be shut off quickly.Family Housing Association(FHA)FHA is a family oriented student organization thatserves the interests of the residents of Orchard Court,OSU’s student family housing complex. FHA organizessocial functions and community events that helppromote academic success and cultural diversity.FHA is funded by a 7.00 activity fee collected aspart of your monthly rent. The money is used by FHAfor activities decided upon by the group. Therefore,all residents of Orchard Court, including children,are encouraged to participate in FHA activities.FHA meets on the second Monday of every monthon Zoom due to COVID-19 at uhds.link/fha-zoom.We welcome all residents to attend and learn moreabout events, programs and community updates.Domestic DisturbanceIf you witness or suspect a domestic disturbance, pleasecontact Oregon State Police by calling (541) 737-7000.Child Abuse / NeglectIf you suspect that a child is being abused or neglectedby his or her parents you are strongly urged to contactthe Department of Health and Human Services bycalling (866) 303-4643. Even if you are not sure asto whether or not the child is actually being abused,a trained counselor will determine whether or not areport needs to be filed. Employees of the University,including student employees, are mandated by law toreport child abuse / neglect if witnessed first-hand.Maintenance EmergenciesA maintenance emergency involves any situation(other than fire) that presents an immediate riskof harm to life, health, or property. Examples ofmaintenance emergencies include broken water pipes,electrical outages, or inoperable toilets. Residentswith maintenance emergencies during business hoursshould contact the Orchard Court Office. If the officeis closed residents should call the duty cell phoneat (541) 737-7794. Residents are encouraged toFire Safety and LifeSafety SystemsThe first priority of UHDS and Orchard Court staff isto provide safe housing. To ensure that we are meetingthis goal we have multiple life safety systems in place.Smoke DetectorsTraditional-style apartments are equipped with batteryoperated smoke alarms. Terrace-style apartments (units#127–#139) are equipped with hardwired, batterybackup smoke alarms and heat sensors. Residents shouldtest their smoke alarms every 6 months and reportany problems to an Orchard Court staff member.Stove-hood “Poppers”Located on the underside of all stove hoods are canisters,or “poppers”, designed to release fire suppressant inthe event of an uncontrolled cooking fire. Please donot leave items cooking on the stove unattended.Fire SprinklersTerrace-style apartments are equipped with automaticsprinklers that are activated in the event of a fire.Please note that hanging or attaching items to the7

sprinkler heads, cages surrounding the sprinkler heads,or pipe work is prohibited. Doing so may cause thesystem to fail during a fire, or activate unexpectedly,causing significant damage to personal property. Pleaseconsult your rental agreement for more information.Fire ExtinguishersFire extinguishers must only be used for emergencypurposes. Unauthorized tampering or use of afire extinguisher will result in conduct action.Expended extinguishers must be reportedimmediately to UHDS for replacement.Garbage, Recycling, andFurniture RemovalDisposal of tenant furniture or other unwantedproperty is not permitted in or around trashreceptacles or elsewhere on the premises. Disposalof such goods is the tenant’s responsibility. OrchardCourt encourages all residents to recycle. Thereare recycling bins located near each dumpster, andany corrugated cardboard can be placed in thedumpster designated for corrugated cardboard.Republic Services and Campus Recycling aregreat resources for disposing bulky or unwanteditems. You can find their contact informationunder the Residential Resources page.a plot, please contact the Orchard Court Office.PlantingPlease note that residents are not allowed to modifythe landscaping in any way. This includes the plantingof flowers, trees, herbs, fruit or vegetables anywherewithin the complex. Residents are able to have at mosttwo potted plants located outside of their unit’s entry.MowingMowing will take place on a weekly basis duringthe growing season. Please ensure that the grassyareas around your apartment are free of bicycles andanything else that may get in the way of the mower.SprayingThroughout the growing season our groundsmaintenance crew will apply herbicides and insecticidesaround the exteriors of the apartments. This will helpus combat unwanted vegetation as well as prevent pestinfestations. In general, spraying will only take place ondrier days. For questions about the chemicals used or tosee a Safety Data Sheet (SDS) please contact the OrchardCourt Office. Orchard Court is also under contract witha professional pest company called Sprague. They comeout once a month on a service contract to check foractivity in bait stations and will spray the perimeter ofbuildings if any pest activity is visible. We like to take aproactive approach on pest control so that hopefully wecan minimize any pests that could enter your space.LaundryGrounds and LandscapingUHDS employs a full-time, professional groundscrew that services Orchard Court. They areresponsible for everything from plantingand mowing, to irrigation and pruning.Our grounds crew performs pruning and removingof overgrown trees and shrubs throughout the year.Please be patient as they are diligently workingto improve the quality and safety of our grounds.Questions about the Orchard Court landscape planshould be directed to the Orchard Court Office.Residents may use any of the three laundry roomsat Orchard Court at no additional cost. Residentsare asked to be respectful of others also trying todo their laundry by promptly removing clothingfrom machines at the end of the laundry cycle.Please make sure to use liquid laundry detergentwithin our washers as powder and pods candamage our machines. Keeping the lint trapsclean before and after using the dryer canhelp dry clothes faster and prevent fires.Community GardenResidents who are interested in gardening canrequest a plot within the Community Garden locatedbehind the West Laundry Room. There are a limitedamount of plots. If you are interested in reservingLock-outs and Keys8

If you find that you are locked out of your apartment,contact the Orchard Court Office in person or bycalling (541) 737-7794. If you are still unable to reacha staff member, please contact the Department ofPublic Safety (DPS) by calling (541) 737-3010. Youmay be asked to show some form of identification.Residents will be charged a lock-change fee of 50for all lost keys including mailbox keys lost. Lost keyspresent a security concern and should be reportedimmediately to an Orchard Court staff member.Mold and MildewWestern Oregon’s damp climate provides theperfect opportunity for mold and mildew to grow.Residents are expected to take reasonable stepsto prevent mold growth in their apartments. Youcan help fight mold by doing the following: Turning on bathroom fan whilerunning the bath or taking a shower Hanging used or wet towels to dry Wiping excess condensation from thetoilet tank or bathroom walls Circulating fresh air through the apartmentMail DeliveryAll mail is delivered to residents via their mailboxesby the United States Postal Service (USPS). Mailboxkeys are provided by the Orchard Court Office uponmoving into Orchard Court. Packages sent via UPS,DHL, FedEx, or other parcel carriers are delivereddirectly to residents’ apartments by those carriers.Please avoid putting “deliver to office” in deliverynotes for your mail. We are unable to accept anypackages for residents at our Service Centers. Packagesmust be delivered directly to your apartment.Questions about mail services should be directed toUSPS. All questions regarding parcel services shouldbe directed to the appropriate parcel carrier.Maintenance RequestsWe make every effort to ensure that your apartment ishabitable and that everything is in working order. Pleasedirect all maintenance concerns to the Orchard CourtOffice. Online requests may be submitted online at:my.uhds.oregonstate.edu or by uMoving OutProcess Overview1. Resident fills out and submits Intent to VacateNotice online atapp.uhds.oregonstate.edu/myuhds2. A Community Assistant will contact you andset up an appointment to go over the move-outprocess and answer any questions you may have.3. Resident moves all personal items out ofapartment and storage unit and ensures thatthe apartment has been cleaned prior toreturning keys to the Orchard Court Office.4. The apartment and storage unit are inspectedby UHDS and the resident’s account is chargedfor any excess cleaning or damages.5. Resident returns parking permit, mailbox andapartment keys to one of the following: The Orchard Court Office duringnormal business hours; The Orchard Court Community Assistanton duty by calling (541) 737-779430-Day NoticeResidents are required to submit an Intent to Vacate formno fewer than 30 days prior to vacating the apartment. Ifless than 30-days’ notice is given, the tenant will still becharged for the full 30 days. Once the form is submitteda staff member will contact the resident to schedule apre-inspection. This allows us to gauge the conditionof the carpet, paint, and appliances, and schedule theirreplacement if necessary. The Intent to Vacate noticecan be found at app.uhds.oregonstate.edu/myuhds.Cleaning GuidelinesResidents who are moving out of Orchard Courtor transferring apartments are responsible forensuring that their apartment is clean when thekeys are turned in. Residents should ensure that: All carpets have been vacuumed and vinyl floorsurfaces have been swept and mopped; All stickers and other decorations have beencompletely removed along with any adhesive residue; Window tracks have been wiped out; The refrigerator, including the door, shelves,9

drawers, and door seal, is free of any food residue; The range has been wiped down and isfree of food residue and grease; Kitchen counters, cabinets, and shelves have beenwiped down and are free of food residue and grease; The bathroom sink, toilet, mirror, andbathtub have been cleaned and are freeof soap residue, dirt, or mildew; The bathroom floor has been swept and mopped; All personal items have been removed fromthe medicine cabinets and cupboards; Assigned storage areas are empty and swept.list and will be asked to move to a larger unit.Orchard Court cannot accommodate families larger thansix people.Transferability of Rental AgreementThe contracted resident must be a registered studentat OSU. The Rental Agreement can be transferred toa second adult if they are 1) listed as a dependent onthe Rental Agreement and 2) a degree seeking studentat OSU. Both residents must have a current OSUstudent account that is in good standing with OSU.Charges for Cleaning and DamagesResidents may be held financially responsiblefor any cleaning or damages (beyond fair wearand tear) that were not originally documentedupon move-in. A current list of common chargesmay be found at uhds.link/common-chargesOutdoor Cooking*** Due to COVID-19, our grills will not be accessiblefor the foreseeable future. ***Propane GrillsNotification of AbsenceThe tenant must notify UHDS in writing of anyanticipated absence of seven days or more. TheUniversity may enter the Rented Unit whenreasonably necessary during the extended absence.Occupancy GuidelinesOccupancy RequirementsIn order for UHDS to have accurate rosters,anyone living within the unit for more than twoweeks must be registered with the Orchard CourtOffice. All registered occupants must be legallyrelated to the contracted resident (e.g. spouse,domestic partner, legally related dependent).Maximum OccupancyOccupancy is based on the unit’s number of rooms.For every bedroom within the unit, no more thantwo people can reside in the unit. One-bedroomunits are limited to an overall occupancy of twopeople. Two bedroom units are limited to an overalloccupancy of four people. Three bedroom units arelimited to an overall occupancy of six people.If your occupancy changes while in Orchard Court,you must notify the Orchard Court Office immediately.In the event that you exceed the capacity of yourunit you will be placed on the transfer requestThere is one propane grill installed at each ofthe three playgrounds for residents to use.Please contact the Orchard Court Office if youare interested in reserving any of the grills.Residents who wish to use the grill areasked to observe the following: Never leave the grill unattended while it is in use; Ensure that the propane tank valveis turned off after use; Only adults should operate and use the grills; Residents are expected to clean the grill when finished; The east side grill is Halal friendly. We ask that residentsdo not cook non-halal meats on the east side grill.If the propane tank is empty or the grill needs any repair,please contact the Orchard Court Office immediately.Charcoal GrillsDue to the fire hazards they pose, charcoal andwood-fired grills are prohibited at Orchard Court.Personal GrillsDue to the fire hazards they pose, personal grillsof any kind are prohibited at Orchard Court.Orchard Court StaffCustomer Service Representative (CSR)The Customer Service Representatives are office staff10

in the Community Center available during businesshours when the University is open to assist withgathering hall reservations, lockouts during the day,rental agreement questions, or maintenance requests.Orchard Court Community Assistants(OCCAs)Supervised by the Residential Area Director for OrchardCourt, OCCAs are live-in student staff to help supportall residents within Orchard Court. As members of thecommunity, OCCAs respond to any after-hours concernsregarding facilities issues and lockouts. OCCAs are alsoresponsible for developing community programs, leadTown Hall Gatherings, manage the community gardenand support residents through the transition in and out ofOrchard Court. If you have any after-hours questions orconcerns, contact your OCCA by calling (541) 737-7797.in the parking lot or on the premises.PlaygroundsOrchard Court has three playground areas that areopen for use by all residents and their accompaniedguests. Parents are required to provide supervisionfor younger children and are responsible for ensuringthat their children clean up toys and litter.Maintenance of safety concerns should be directed tothe Orchard Court Office or on call CommunityAssistants after hours.Please note that alcohol may not be consumedin any common area, including playgrounds.Area Director (AD)The Area Director for Orchard Court is a full-time,professional staff member that supervises the OCCAsand responds to any community concerns regardingOrchard Court. You can contact the Area Director forsupport, community issues, guidance and support. Whiletheir office hours may vary, they are always available byappointment. You may set up a time to meet with thisstaff member by calling the office at (541) 737-7794.Assistant Director of OperationsThe Assistant Director of Operations, or designee, isresponsible for assignments, billing, transfer requests,and the move-out process. While their office hours mayvary, they are always available by appointment. You mayset up a time to meet with this staff member by callingthe housing office in Oxford House at (541) 737-4771.Parking and Vehicle MaintenanceParkingEach unit at Orchard Court is provided one parkingpermit for use in the Orchard Court parking lot.Additional parking is available on area streets. Parkingat Orchard Court is restricted to designated parkingspaces and shall not obstruct sidewalks, entryways,driveways, fire lanes, or bicycle parking areas.Vehicles will be towed at owner’s expense. Storage ofrecreational vehicles and trailers is not permitted.Vehicle maintenanceVehicle repair and changing and/or disposingof vehicle fluids and batteries are not allowedPetsPets are not permitted in Orchard Court except forfish or amphibians contained in an aquarium. Themaximum allowable aquarium size is 29-gallons,containing no more than 10 gallons of water.Residents who require the presence of anemotional support animal or a service animal fora documented medical condition must submit arequest through your MyUHDS by clicking on thelink “Housing Disability Accommodation Request”.Rental AgreementResidents are responsible for being aware of the termsand conditions of the rental agreement and adheringto them. The rental agreement identifies the student’sresponsibilities as the tenant, and the University’sresponsibilities to residents of Orchard Court.The terms and conditions of the rental agreement may beupdated as new policies are developed. If this happens,tenants may be asked to sign a new rental agreement.Rental Rates and BillingRent is billed on a monthly basis directly tothe contract holder’s student account. UHDS11

reserves the right to increase rent with at least30-days’ notice. Generally rates will increase at thebeginning of the fiscal year which is July 1st.What may be stored outside?Residents are responsible for checking theirstudent accounts online around the 5th of eachmonth for charges. Unpaid balances as of the 1stof the month are considered past due, and willbe assessed interest at the rate of 1% per month.You can make your payments online or at thecashier’s office in Kerr Administration Building.
