Fingerprint Analysis inthe Identification ofMissing Persons andUnidentified DecedentsWM (Bill) BaileyFingerprint SpecialistDisclaimerInformation shared inthis session isgraphic.Information andforensic slidesmay be disturbing.Discussion will be frankand forward.Fingerprint Analysis ofUnidentified Decedent The two basic factors are thatfingerprints are individually uniqueand permanent. Barring accidental or surgicalremoval of the finger itself, thisridge arrangement is permanentfor the life of the individual and willendure until decomposition of thebody after death.1

First method of scientificidentification is the use offingerprint examinationand comparison.Fingerprint Analysis ofUnidentified Decedents Inked postmortemfingerprints are collected. Postmortem fingerprintsare comparedd tto:– previous arrest records– military service records– federal employmentrecords– state driver’s licenserecords2

Automated FingerprintIdentification Systems(A.F.I.S.) Used for both inked and latentfingerprints. High-resolution scan offingerprint is entered intosystem and converted toalgorithm. Search is then performedagainst existing database forpossible candidates. Identification is performed bythe examiner.Retainable Files (AFIS) Applicants for any and all State ofTexas / Certificates / Licenses which– Concealed Handgun License / TexasLottery Commissions / T.E.A. Fingerprint Analysis ofUnidentified Decedents Fingers of the deceasedare shriveled due to earlydecomposition. The injectionjof tissuebuilder under the skin. Restores the tissue to itsapproximate originalshape. Allows the collection ofinked postmortemfingerprints.Disarticulation of thumb7

Homicide CaseUnidentified DecedentsUnidentified Decedents8

Unidentified DecedentsWe often have to de-glove theskin from one or more of thedecedent’s fingers in order toobtain a satisfactoryfingerprint. We slip the de-gloved skin onto one of our fingers and rollthe fingerprint as usual. Then the prints are run throughour A.F.I.S. system.Fingerprint Analysis ofUnidentified Decedents Mikrosil scientificcasting material. EpoxyEpoxy-likelike material ismixed and applied tofriction ridge skin. Material flows onto theridges and valleyscreating a negativereplica of fingerprint.9
