About YHDPGoal: The goal of the YHDP NOFO is to support up to 25communities in the development and implementation of acoordinated community approach to prevent and end youthhomelessness and sharing that experience with and mobilizingcommunities around the country toward the same end.Population to be Served: this demonstration program serves youthexperiencing homelessness, including unaccompanied andpregnant or parenting youth, where no member of the householdis older than 24.10

FY2021 YHDP NOFO HUD will award approximately 72 million to 25communities The NOFO offers a priority for communities with substantialrural populations in up to 8 locations Maximum award: 15 million Minimum award: 1 million Funding can be used for any project eligible under CoCregulations, including planning, housing, and services. Project funds, except planning and hard costs, renewableunder future CoC competitions12

Funding ProcessRanking process: HUD will rank all applications based on the rating factors.Funding process: HUD will select the 16 highest ranking communities and runthe funding formula as outlined in II.C of the FY2021 YHDPNOFO If sufficient funds remain, HUD will add an additionalcommunity and re-run the funding formula HUD will repeat this process until not enough funds remainfor another community or 25 communities are selected,whichever happens first15

Applicant EligibilityEligible Applicant: CoC Collaborative Applicants A Collaborative Applicant is the entity that has been designated bythe CoC during the most recent CoC Program Registration Processto apply for a grant on behalf of the CoC, including those formedby Tribes and TDHEs. The Collaborative Applicant must be the"Applicant" for each community applying for participation in thedemonstration.Collaborative Applicants may apply for: any community located within its CoC’s geographic areamultiple communities located within its CoC’s geographic area– Only one application per CoC will be selected for funding17

How Tribes can Participate in YHDP19

Designated as YHDPcommunity Tribal CoC or CoC that partners to cover tribal areascan be designated a YHDP community via YHDP NOFO Requires tribal areas be associated with aCoC registered for the FY 2022 CoC competition May be a promising option for future YHDPcompetitions as well20

Join YHDP planning group YHDP requires intensive planning amongst a diversegroup of stakeholders Tribes and TDHEs can be key stakeholders to ensurethe needs of tribal youth are identified and addressedin the Coordinated Community Plan21

Recipient of YHDP project YHDP projects developed through CoordinatedCommunity Plan (CCP) and applied for after CCPapproval Tribes and TDHEs are eligible applicants for YHDPprojects Projects can target youth based on identified needs22

CoC Technical Assistance Tribes and tribalorganizations may requesttechnical assistance fromHUD to help create orimplement Continuums ofCare (CoC) or projectswithin existing CoCs YHDP communities willreceive robust technicalassistance to developCoordinated CommunityPlan and t/technical-assistance/24
