W. E. Martin, who waschief clerk of the recent legislative council and who is clerk ofdistrict court at Socorro, passedthrough the city yesterday enroute from the Capital City, where he had been on business,to Socorro. Mr. Martin has thedistinction of being perhaps thebest posted man in New Mexicoon parliamentary law and procedure, of which he has made astudy for á number of years. Incidentally it might be mentionedthat Billy, as his friends knowhim, has an almost devilish, ineenuitv for originating andspringing practical jokes of allsorts. During the recent legislature he kept the lawmakers ina constant state of turmoil byhis jokes. His specialty thenwas a handsome jewel case whichwhen opened by pushing a ' button, caused a miniature bomb toexplode and the victim of. thatioke generally thought that hehad been assassinated for severalminutes after opening that jewelcase.
