STATEMENT OF DUTIESUSAID/Jordan has an immediate vacancy for an Administrative Assistant in the Population and FamilyHealth Office (PFH). The work schedule is 40 hours per week and the workweek is Sunday-Thursday.The Population and Family Health (PFH) Administrative Assistant is responsible for performingadministrative and clerical support activities for the PFH Office in USAID/Jordan. The incumbent reportsto the Deputy Office Director, manages the administrative processes of the PFH office, provides secretarialservices, including maintaining the PFH Office Director and Deputy' s calendars and providingadministrative support to the full PFH team, including preparation of routine correspondence, presentations,reports, schedules, briefing materials and public information. The incumbent also provides secretarialcoverage in the Director' s Office on an emergency basis and assists other offices with administrativerequirements as needed.2

Major duties and responsibilities:The PFH Administrative Assistant Maintains the Office Director and Deputy' s calendars, keeps current onPFH staff calendars, schedules meetings for the Office Director and the PFH Staff; liaises with other officesin obtaining necessary information for meetings; coordinates closely with Mission ' s Front Office oncorrespondence and meetings. Receives and screens visitors for the PFH office, submits necessary accessforms in advance, escorts visitors, and alerts meeting participants upon visitor' s arrival. Screens and directstelephone calls as appropriate, provides caller and visitors with information of a general nature, anddisseminates routine information. Maintains and updates an action list for PFH staff to assist them in theirability to accomplish office objectives. Makes calls and sends e-mails to Government of Jordan (GOJ)officials, private sector and non-governmental (NGO) contacts, and others to obtain information needed byPFH staff. Locates information on internet.S/he distributes technical publications to concerned/interested parties or personnel in the GOJ. Maintainsschedules and plans for conferences, meetings and visitors' schedules as requested. For high-level visits,supports Control Officer on all aspects of scheduling, briefing materials production, and managing visitlogistics, in coordination with Mission Front Office and other staff. Follows up with PFH staff to ensurethat follow-up actions as agreed at conferences and meetings are met. Coordinates travel arrangements forPFH staff as needed in coordination with the USAID travel assistant, motor pool, and other relevant offices.Prepares travel vouchers for PFH staff and other documents related to their travel.Provides translation and interpretation services of non-technical and short technical material into Englishor from English into Arabic. Serves as note-taker at selected meetings, formats notes' appropriately to sharewith Mission staff, and provides records for the files. Supports PFH staff in utilizing USAID electronicsystems such as electronic country clearances and e-learning, liaises with Mission Executive Office andFinancial Management staff to troubleshoot these systems, and ensures PFH compliance with Missionadministrative and financial management procedures. Maintains professional working relations with otherMission and Embassy offices and technical teams.The PFH Administrative Assistant Composes complex but non-technical correspondence for the office,such as correspondence with Ministry of Planning on sales and tax exemptions. Drafts and formats routineresponses to inquiries and proposals in accordance with established precedents or instructions. S/he typesimportant and extensive documents such as Development Objective (DO) Agreements, results frameworks ,implementation letters, cables, memos, minutes of meetings, as well as tabular and statistical material fromrough draft and other sources. Submits documents for clearance and tracks through all steps of the Missionclearance process.Reviews correspondence and reports for format, spelling, grammar and punctuation accuracy, correctserrors and deficiencies, and ensures timely tracking and response for correspondence, reports, presentations,spreadsheets, and other documents. Distributes incoming correspondence (mail and documents forclearances) to PFH staff, attaching pertinent background materials. Manages the flow of incomingcorrespondence, official mail, and disseminates it properly to PFH and other Mission staff. Reviews andtracks outgoing correspondence. Organizes and maintains PFH files in accordance with the AutomatedDi rective System (ADS), prepares file plans and Vital Records for PFH. Supports PFH staff in maintainingworking files and contacts. Maintains and updates necessary tracking databases (including a regularlyupdated contacts database), systems, and electronic records of PFH contacts; maintains and updates thePFH library list with new books and catalogues. Identifies the need for other electronic or paper-basedtracking systems and develops such records.The PFH Administrative Assistant serves as timekeeper for the PFH Office; collects, reviews, and enterstimesheets into the Time & Attendance system. Maintains adequate stocks of office supplies; requisitions3

supply and/or any services for the Office staff. Serves as the main requester for PFH in the GLAAS system.Prepares necessary documents for GLAAS requisitions and assists other Offices with GLAAS on an asneeded basis. Oversees and supports the work of PFH summer interns. Provides secretarial coverage inthe Director' s Office on an emergency basis and assists other offices with administrative requirementsincluding conference organization.The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, toparticipate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.Supervisory RelationshipThe incumbent reports to the Population and Family Health Office Deputy Director and\or his\herdesignee.Supervisory ControlsThis is a non-supervisory position.12. PHYSICAL DEMANDSThe work requested does not involve undue physical demands.13. AREA OF CONSIDERATIONTo meet basic eligibility requirements, the applicant must be a Jordanian Citizen and must submit acomplete application as outlined in the section titled APPL YING. The selected applicant is required toundergo and successfully pass a medical and security clearances. This process takes, on average, up tonine months. The selected applicant must be able to begin working within a reasonable period of time(60 days).II. MINIMUM QUALIFICATIONS REQUIRED FOR TIDS POSITIONApplications will be initially screened for eligibility in accordance with the qualification criteria below.Applicants must address each criterion in their application in order to meet the below minimumqualifications for this position.a. Education: Completion of secondary schooling, and two or more years of post-secondaryschooling or community college diploma is required. Supporting documentation (i.e. copy ofuniversity degree or proof of completing at least two years of university studies, or communitycollege diploma must be included in the application for eligibility purposes).b. Prior Work Experience: Three years of progressively related experience in administrativeassistance duties.c. Language Proficiency: Level IV (fluent) English and Arabic proficiency for both oral and writtencommunication is required. At Level IV an employee is required to possess a high degree ofproficiency in both written and spoken English, including the ability to translate the host countrylanguage into precise and correct English, and English into the applicable foreign language. Onoccasion, an employee at this level might be expected to act as an interpreter in situations whereconsiderable importance attaches to proper word meaning. English proficiency will be tested. Aminimum score of 785 on the TOEIC exam (Listening & Reading components only) or 590 is forthe TOEFL ITP exam or 96 for the TOEFL iBT are acceptable. Examination scores must havebeen recorded within the last six months; or else, candidate will be tested again.4

d. Skills and abilities: Must have demonstrated experience in preparing correspondence,spreadsheets, reports, meeting notes, and presentations. Must have demonstrated expert knowledgeof the entire MS Office application suite. Must have good working knowledge of google suitecollaboration apps. Must have demonstrated skills in operating office equipment, includingcomplex telephones for conference calls, printers, scanners and copiers. Must have demonstratedoffice management abilities, work within a team, multi-task, prioritize, perform under pressure, andproduce accurate information and documents. Must have demonstrated organization, proof-readingand basic translation and interpretation skills. Must demonstrate knowledge and experience in ITand media systems such as database management for managing office contacts.III.EVALUATION AND SELECTION FACTORSThe Government may award a contract without discussions with applicants in accordance with FAR52.215-1 . The CO reserves the right at any point in the evaluation process to establish a competitiverange of applicants with whom negotiations will be conducted pursuant to FAR 15.306(c). Inaccordance with FAR 52.215-1 , if the CO determines that the number of applications that wouldotherwise be in the competitive range exceeds the number at which an efficient competition can beconducted, the CO may limit the number of applicants in the competitive range to the greatest numberthat will permit an efficient competition among the most highly rated applications. The FAR provisionsreferenced above are available at cants who do not.meet the minimum education and experience requirement will not be contacted.Applicants who meet the minimum education and experience requirement will be further evaluatedbased on the evaluation criteria mentioned below:a. Applicants with passing marks may begiven a written skills technical test, which will be on any of the evaluation criteria mentioned above(testing will be conducted in Amman, Jordan). Top-ranked applicants from the written skills test willbe invited for an interview. USAID\Jordan Human Resources Office will conduct reference checks ontop-ranked applicants. USAID\Jordan may use reference information obtained from other than thesources identified by the applicant and solicit additional information from references provided if theContracting Officer finds the existing information to be insufficient for evaluating an applicant'sperformance.USAID will screen for nepotism/conflict of interest in determining successful candidacy. Internalemployees must have completed 52 weeks of employment in their current position before being eligibleto apply. If internal employee' s Human Resources Officer approved a waiver, the waiver must beincluded in the application package for eligibility purposes.5
