Are You Delivering the Promise?The Scouts BSA Handbook is a book of dreams, dreams of“Adventure hiking along trails canoeing across mistylakes a patrol hike [a] plunge into a cool mountain lake.”It also speaks of being prepared to help others and of thevalues Scouting stands for.Scouting is a great program that yearly attracts more thana million young people. How do we fulfill the promise for theseScouts? Do we provide a program in which they can truly experience leadership and be involved in shaping their future and thefuture of others around them? Do we provide a program that isexciting and challenging, one that all Scouts wants to tell theirfriends about?This program notebook, along with the Scouts BSA TroopLeader Guidebook (Volumes 1 and 2), the Scouts BSA Handbookfor Boys, and the Scouts BSA Handbook for Girls, can help youdevelop a program that will “deliver the promise” to the youth inyour community.

TROOP PROGRAM PLANNINGResearch shows that a common element of strong troopsis that they all have a good annual program planned a year inadvance that is then shared with all families in the form of acalendar. The result of a shared annual program calendar is thatyour troop will attract more families, and your Scouts will stayfor a long time, which we now call tenure.Before you conduct your annual program planning conference,you have a little homework. This three-step preconference work, ifdone properly, will have a positive effect on your conference andthe resulting annual program plan.Step 1. Gather key dates such as school, community, district,council, family, and holidays.Step 2. Have a discussion about this process with the seniorpatrol leader.Step 3. The senior patrol leader should share the draft planwith the patrol leaders, who, in turn, will share it witheach Scout to get input and ideas. There should bea patrol leaders’ meeting to gather information andideas from the Scouts. Take good notes.Invite the following to the annual program planning conference: The troop’s youth leaders Troop committee members and other adult troop leaders Chartered organization representative Your unit commissioner (optional) A nyone else you think might be helpful such as other parents3

PROGRAM PLANNING STEPSThe following is a summary of the online troop annualprogram planning conference guide.Step 1. T he senior patrol leader, with guidance from theScoutmaster, will lead a discussion of the troop’s goalsfor the coming year. Write them down so everyone cansee, and then agree to a final list of goals.Step 2. As senior patrol leader, share your draft calendar withthe dates you had previously researched with everyone.Ask if anyone has anything they need to add.Step 3. Take a few minutes to have an open discussion on thesedates and events. After the discussion, the SPL mayconsider taking a vote to approve the dates given so far.Step 4. As senior patrol leader, share what you learned fromthe patrol leaders as to what Scouts want to do. Thisis the most challenging exercise in a program planningconference, so take your time. Use as much time asneeded. Program features for troops, teams, and crewscan be used as a base for your troop members’ desiredprograms, or they can customize their own program orevent themes. You might take it one month at a time,and don’t forget to add in advancement opportunities. gain, once the troop has agreed on its monthly featureAor program theme, make sure that someone is writing allof this in a master calendar. Have one final discussion on this and then vote onapproval. Once you have approved your annual plan, itwill go to your troop’s committee for final approval.Step 7. For your plan to be a truly valuable tool, it must beshared with each Scout family, as well as with yourchartered organization and other interested parties. Thisis a must!5
