The CoC Leadershipcommittee includes an individual with former lived experience of homelessnesswho demonstrates active participation and voting at each meeting. The StreetCount Committee coordinates volunteer teams, conducts training and planningfor the unsheltered count. Prospective members are encouraged tocomplete a CoC interest form and return it by mail, email, or fax to the contactinformation listed on the application. An annual Continuum meeting calendar isposted on the website, and a notice is published under the CoC MembershipProcess that anyone may attend. In the CoC Bylaws it states “The CoC postsan ongoing invitation for new members to join on its website” and provides thelink for members to do so. 5) Special outreach to individuals with livedexperience of homelessness is conducted individually by both CoC staffmembers and homeless housing and service providers. All applicants must submit a pre-application for approvalbefore the internet based Business Plan project application and cost forms arecompleted for consideration. New projects with eligible program componentsand funded activities which meet HUD participant eligibility criteria will moveforward. 2) There is a scoring process based on objective criteria to determineproject selection. These are evaluated by the Needs Assessment Committee,and later by the Grants Funding Committee, who makes recommendations tothe Leadership Committee. This allows for fair consideration of every project.3)The CoC publicly announced on 1-14-19 it was open for proposals and againon 7-19-19 the CoC posted an additional application and selection process forproject bonus funds relating to new Domestic Violence projects and new HMISprojects created through expansion. CoC Consultation with ESG Program Recipients.Applicants must describe how the CoC:1. consulted with ESG Program recipients in planning and allocating ESGfunds;2. participated in the evaluating and reporting performance of ESGProgram recipients and subrecipients; and3. ensured local homelessness information is communicated andaddressed in the Consolidated Plan updates.(limit 2,000 characters)1) The DuPage County CoC consults with two ESG program recipients –DuPage County and State of Illinois – in the planning and allocating of ESGfunds. The CoC Grants Funding Committee sets criteria for awarding ESGfunds and the Leadership Committee determines the allocations. 2) The CoCparticipates with the county as a recipient on the evaluation and performance oftheir subrecipients. This information is shared with the CoC to be used in theplanning and allocation of ESG funds. The CoC consults with both ESGprogram recipients to offer funding recommendations which are based ondemonstrated subrecipient performance, an assessment of the community’shomeless assistance and housing needs as addressed in the County’sConsolidated Planning process, and the development of the annual Action Plan.Evaluation of ESG performance of County subrecipients is done through avariety of measures consisting of desk top review, which includes evaluation ofrequests for payment; and on-site visits with program and file review. The CoChas developed written performance standards which are updated annually,reviewed and approved by the Homeless Prevention Committee, and measuredthrough quarterly performance reporting set forth in subrecipient agreements forboth DuPage County and the state. 3) Each year CoC staff providesconsultation and input into the Consolidated Plan, ensuring local homelessinformation is communicated and addressed in the annual ConPlan updates.Information on homeless populations, subpopulations, housing, health andsocial services needs of households experiencing homelessness and those atrisk, outcome measures (performance standards), Housing Inventory Count andPoint-in-Time data, and homeless prevention data is addressed throughout theConsolidated Plan, most notably in the Strategy for Developing a System toAddress Homelessness section of the ConPlan.1C-2a. Addressing the Safety Needs of Domestic Violence, DatingViolence, Sexual Assault, and Stalking Survivors.Applicants must describe:1. the CoC’s protocols, including protocols for coordinated entry and theCoC’s emergency transfer plan, that prioritize safety and incorporatetrauma-informed, victim-centered services; and2. how the CoC, through its coordinated entry, maximizes client choicefor housing and services while ensuring safety and confidentiality.(limit 2,000 characters)1) The CoC Coordinated Entry process has protocols in place to ensure thesafety of individuals seeking assistance. These protocols ensure that peoplefleeing domestic violence have confidential access to the coordinated entryprocess which incorporates trauma-informed, victim-centered services, and theEmergency Transfer Plan which prioritizes safety and addresses the traumainformed care needs of domestic violence, dating violence, sexual assault, andstalking survivors. Family Shelter Service, a CoC victim services partner,provides shelter, support services, advocacy, and training. These victimcentered services have excellent protocol and trauma informed best practices toensure survivors are provided shelter and services with respect to theirenhanced need for safety, confidentiality and security, and client choice.2) Thesafety and privacy of domestic violence clients is ensured with writtenconfidentiality procedures within Coordinated Entry and ESG policies throughan alternate database. Coordinated housing and homeless services requirewritten releases of information authorizations and informed consent by theclient. Family Shelter Service is an access point in the Coordinated EntrySystem for persons fleeing or attempting to flee domestic violence. This accesspoint was selected for the expertise required to serve the complex needs of thissubpopulation and for additional housing opportunities which may be available.Referral methods to and from Family Shelter Service is made available tomaximize client choice of services and that barriers are not created for thesespecial populations. Access to Coordinated Entry is available to survivors viaconsumer choice through a referral process where the client may choose toremain anonymous within HMIS. Victim of Crime Act (VOCA) funding provideslegal services, which includes assisting with orders of protection, providingcounseling and support services to adults at court and in community settings.1C-3a. Training–Best Practices in Serving DV Survivors.Applicants must describe how the CoC coordinates with victim servicesproviders to provide training, at least on an annual basis, for:1. CoC area project staff that addresses safety and best practices (e.g.,trauma-informed, victim-centered) on safety and planning protocols inFY2019 CoC ApplicationPage 909/26/2019

The CoC coordinates with our local victim service provider, Family ShelterService (FSS), to provide annual training and DV certification to CoC projectstaff and DV education and trainings to the DuPage County community. FSSoffers Illinois Coalition against Domestic Violence (ICADV) approved 40-hourdomestic violence trainings, which are open to professionals and communitymembers. In the past 12 months, FSS provided over 31 educationalpresentations and trainings to CoC members which included healthcaresystems, universities, faith based organizations, homeless prevention providers,early childhood educators, townships, head start agencies, substance usedisorder treatment providers, and youth serving organizations working withyoung fathers. Topics included DV101, DV Advocacy, Safety Planning, DV &and the Effects on Children, and DV & Financial Abuse. The ChicagoMetropolitan Battered Women’s Network provided one 40-hour DV trainingsession to staff from DuPagePads and one recertification training was providedto staff from Catholic Charities. In 2019, 16 staff from DuPagePads, 11 whowork with clients in ES or PSH, successfully completed “Introduction to TraumaInformed Care” an online class which emphasizes a strengths-based deliveryapproach to the understanding of and a responsiveness to the impact of traumawhich focuses on physical, psychological, and emotional safety for both staffand clients. In September and October, 2019 FSS is scheduled to provide twotrainings to DuPage County Family Self Sufficiency and Housing Supports staff.This two-day training includes DV 101, dynamics of abusive relationships, thecycle of violence, safety planning with survivors of abuse, and how to identifyand refer abuse survivors to supportive services. 2. There is no dedicatedCoordinated Entry project with its own staff in the DuPage CoC. CoordinatedEntry is managed by the same CoC project staff and providers who received thetraining noted in #1 above.1C-3b. Domestic Violence–Community Need Data.Applicants must describe how the CoC uses de-identified aggregate datafrom a comparable database to assess the special needs related todomestic violence, dating violence, sexual assault, and stalking.(limit 2,000 characters)The CoC analyzes statistics and data on the scope and prevalence of domesticviolence and homeless individuals and families when coordinating our planningprocesses. De-identified aggregate data from HMIS, Coordinated Entry, ImpactDuPage (Illinois Criminal Justice Authority) and other non-personally identifiableaggregate data provided by our local domestic violence partner from theiralternate data base is used to help the CoC, its domestic violence serviceprovider partner (Family Shelter Service), and all general homeless serviceproviders assess the unmet needs and gaps within the CoC programs andresources in order to inform decision making strategies. Each provider either has refined policies and procedures to ensureequal access is available to all eligible individuals and families regardless oftheir actual or perceived sexual orientation and gender identity. The EqualAccess Rule is contained in the updated ESG program plan effective March2018. DuPage County CoC housing and service providers have reviewed thefinal rule and the impact the requirements will have on operations and bestpractices. Each provider has policies and procedures to ensure that adetermination of eligibility for housing shall be made in accordance with theeligibility requirements provided for such programs by HUD, and that thishousing will be made available without regard to actual or perceived sexualorientation, gender identity or marital status. The DuPage County CoC reachedout to HUD Technical Assistance Provider Cloudburst to provide CoC-wide FairHousing and Equal Access training for all housing and service providers in April2019. Cloudburst presented a ½ day training on the Fair Housing and EqualAccess Rule which included: Language, Terms, when it applies, Applications inPrograms, Policy, and implementing Equal Access and Fair Housing in housingprograms and services.*1C-5a.
