ITSA President’s WelcomeEvent RequirementsGreat news! All participants must be current USATaekwondo members.The 2013 USA Taekwondo National will be heldin Chicago, Illinois this year. This is your hometurf! Athletes must hold the appropriate U.S.citizenship or residency depending onthe division he/she participates in. All coaches must be, at minimum, ACcertified within the USAT CIDP program(see below). An athlete MAY NOT qualify in the sameWORLD CLASS weight category inMULTIPLE STATE CHAMPIONSHIPS.Athletes found doing so may jeopardizetheir qualification from the USATNational Championships.The Illinois Taekwondo State Association (ITSA)is looking for the top poomse and sparringathletes in Illinois to compete for the State ofIllinois TKD Team at the Jr. Olympics/SeniorNational Championship in July 2013. This packetof information explains how your athletes canearn the right to compete at Nationals – heldfor the first time in 18 years in Chicago!Participation in a USAT National event is ahighlight in many athletes’ careers, and is thefirst step toward being asked to represent theUSA on a National or Olympic team.As the President of the ITSA, I have begun andcontinue to strengthen and grow a bigger,better base of USAT schools, Masters, coaches,and athletes. On behalf of all of the Illinois USATschools, we hope that you join in the future ofUSA Taekwondo and attend our tournaments,referee and coach certification clinics, andathlete development seminars. Black Belt Team Poomsae –1st Team (18‐29),2nd Team (30 ),Junior male team 15-17 years old (threemembers, all male), &Junior female team 15-17 years old (threemembers, all female).**An athlete MAY NOT QUALIFY in thesame WORLD CLASS weight category inMULTIPLE STATE CHAMPIONSHIPS.Athletes found doing so may jeopardizetheir qualification for the USAT NationalChampionships. **Misc. Information If an athlete wants to compete in bothJunior and senior divisions, they mustcompete and qualify for both divisions.Winner of these Grass Roots divisionswill automatically qualify for thecorresponding World Class division atthe USAT National Championships. Thewinner will receive the last seed in theirqualifying World Class division.Once qualified for World Class, anathlete is not eligible for Grass Rootsdivisions.*Exception – If a coach/parent provides tothe USAT Director of Events a legitimatereason an athlete should not compete inthe World Class division. If approved, theathlete will be placed in appropriate GrassRoot division, but cannot move back to theWorld Class division if they place 1st at theUSAT National Championships.Ref/itsa2013pyow/v1-4USAT Point‐Ranking SystemAll sanctioned USAT State Championshipsfall under the USAT Point‐Ranking system.Athletes competing in a sparring divisionwill earn points based off their finishingresults from all State Championships. At theUSAT National Championships these pointswill be used to determine the athlete seedsin each appropriate bracket.For more information on the USATPoint‐Ranking System see the following tem.aspx**Junior(15‐17) & Senior(17‐32) divisionswill use the appropriate selectionprocedures to determine seeding at theUSAT National Championships. Coaching RequirementsAll coaches ARE required to hold atminimum an Associate Coach (AC)Certification within the USA TaekwondoCIDP program and be a current member ofUSA Taekwondo.Coaches may obtain the AC certification bypassing the Associate Coach Quiz within theHang‐a‐star system.To obtain a USA Taekwondo CIDP ACcertification, please see the following ng.aspxIn order to coach junior (15‐17) and senior(17‐32) black belts at the USAT NationalChampionships, coaches must have a Level1 certification through the USAT CIDPprogram.More information about the Level 1certification can be found at the do/Coaching/Level‐1‐Seminar.aspxReferee RequirementsAll referees must be certified by USAT toreferee at a USAT sanctioned StateChampionship.ITSA will host a USAT Referee Seminar onFebruary 9, 2013 at the ITSA Headquarters.This seminar will ensure all refereesparticipating in the event are up to date onRef/itsa2013pyow/v1-4certification and rule changes. First timeseminar participants are permitted toreferee at the Championship. Refereesparticipating at the event will need toreference the USAT Referee handbook forcertification requirements.Registration FeesThe registration fee for Illinois StateChampionship for a single event is 75.00and 20.00 for each additional event. Thecoach registration fee is 50.00.Registration must be registered at Hang-AStar (www.usat.hangastar.com) by March8th 2013. Late Registration will be acceptedbefore March 13th 2013. A 20.00 in latefees will be charged for coaches or athletes’late registration.Absolutely no registration will be acceptedat the door and no REFUNDS FOR ANYREASON.Pre-registrationAll participants must register via the USATonline system (www.usat.hangastar.com).The State association will manage the HangA-Star registration as well as anyregistration paperwork. The stateassociation will be required to collect allpaperwork associated with the competition.Electronic Body Protectors(EBP)ITSA will provide Electronic Chest Guard tothe 15-32 years old black belt competitors.Page 6

Other divisions will be conducted withelectronic scoring from the judges.Please note: All 15-32 years old black beltcompetitor must own a mandatory pair ofelectronic foot sensor socks in order tocompete. It is the competitor’sresponsibility to secure the electronic socksahead of the event date. Competition/Event ScheduleAll competitors must weigh-in the daybefore competition. Please see abovesection on Weigh-In and Venue for detail.The competition will begin at 9 am onMarch 16th 2013. Each age group anddivision start time stated below will beginwith poomsae and follow by sparring.
