BACKGROUNDUnified WIOA State Plan The State Plan vision is to “Promote employer-driven talentsolutions that integrate education, workforce and economicdevelopment resources across systems ” A strategy in the plan is to “Support Employer-DrivenRegional Sector Initiatives” This strategy specifically seeks “to align and integrate businessservices among the core programs along with state and regionaleconomic development partners” Activities will focus on providing integrated business servicesto employers in targeted industries and occupations46

ORGANIZATIONAL STRUCTURE Must provide a reliable strategy for contactbetween the workforce/economic developmentsystem and employers. Form will vary according to region and sector. Existing relationships may be most fruitfullyutilized as the initial point of contact.51

MANAGEMENT OF BUSINESSINTELLIGENCE Given the need to share information,management of business intelligence is critical. Purchase or development of a new CRM systemwould be very challenging in the currentbudgetary environment. With that reality, “Management of BusinessIntelligence” must take on a wider meaning.52

MANAGEMENT OF BUSINESSINTELLIGENCE Regional Level Base functionality for any use of existing products - or new product development -- at thelocal/regional level: Track business lead, account, contact and activityinformation. Track contact information associated with thesebusinesses. Track new business leads that are not currentlyreceiving services. Track all emails, calls, meetings, tasks and follow-upsfor these businesses.53

SOLUTIONS-BASED SERVICEOFFERINGS Provide businesses with service offerings thatdeliver direct solutions to expressed businessneeds. Standardize processes for contacting employers ineach targeted industry sector. Provide direct access to appropriate services, orreferral to others who can provide those services. Partner with employers – and groups of employers-- to identify their needs and provide timelysolutions.54

EMPHASIS ON WORK-BASEDLEARNING Closely tied to the types of solutions sought bybusinesses is the expanded use of work-basedlearning. An attractive mechanism for delivering Training andEducation solutions. In an environment that is directly shaped to and for theneeds of the employer – their own business . These types of programs naturally invite moreexplicit involvement by employers. As such, work-based learning is often the most effectiveroute to solution-based services.55

ACCOUNTABILITY & PERFORMANCEMEASUREMENT Enable the measurement (and dissemination)of the meaningful results of business servicesactivities. Establish feedback loops to drive data-drivencourse corrections to the other four frameworkelements. More closely measure the value propositionfor businesses that receive system services.56
