What does Arizona licensureregulate?The Arizona licensure law is a "practiceact" that restricts the practice ofpsychotherapy to behavioral healthprofessionals (clinical social workers,professional counselors,marriage/family therapist, andsubstance abuse counselors).

Psychotherapy“Means a variety oftreatment methodsdeveloping out of generallyaccepted theories abouthuman behavior anddevelopment. “ Practice of Behavioral HealthARS 32-3251

Who is exempted fromArizona licensure? Currently licensed, certified or regulatedbehavioral professionals (for examplepsychologists, psychiatrists). Any student, intern or trainee. Non-Arizona resident professionals Performs svcs for 90 days of service or lessAuthorized in the state/country in which theprofessional resides. Is authorized to perform these svcs pursuant to thelaws of a Federal Recognized Tribe

Exemptions A Rabbi, priest, minister or clergy Member-run self-help or self-growthgroups With NO direct or indirect financialcompensation. Behavioral Health Technician orparaprofessional employed by an agencylicensed by Az. Dept. of Behavioral Health

Exemptions DES Employee practicing within thescope of their assigned duties. Employee of an agency licensed byDES. Person contracting with the SupremeCourt or person employed by anagency contracting with the SupremeCourt.

How does licensure define the practiceof clinical social work? The practice of social work means the professionalapplication of social work theory, principles, methodsand techniques to treat mental and emotionaldisorders and to assist individuals, families, groupsand communities to enhance or restore their ability tofunction physically, socially, emotionally, mentally andeconomically. The practice of social work includes thefollowing:Assessment, appraisal and diagnosisThe use of psychotherapy for the purpose ofevaluation, diagnosis, and treatment of individuals,couples, families and groups.

Social Work QualificationsLicensed Clinical Social Worker (LCSW)Direct Practice means the performance of therapeutic or clinicalfunctions related to the applicant’s professional practicelevel of psychotherapy that includes diagnosis, assessmentand treatment and that may include psychoeducation formental, emotional and behavioral disorders based primarilyon verbal or nonverbal communications and interventionwith, and in the presence of, one or more clients. ARS. 323251Indirect Practice means training for, and the performance of,functions of an applicant’s professional practice level inpreparation for or on behalf of a client for whom directclient contact functions are also performed, including caseconsultation and receipt of clinical supervision. Indirectclient service does not include the provision ofpsychoeducation. ARS 32-3251

As a New graduate where do I startif I am interested in being licensed?You would start with applying for theLBSW or LMSW (depending onyour social work degree).In the future if you intend to engage in theindependent practice of psychotherapy youwould need to prepare for the LCSW.Must I be licensed first as a LMSW in order towork towards my LCSW? YES

Criteria for Temporary LicenseYou must have already submitted an application for aregular license or a license by endorsement to beeligible for a temporary licenseYou must either Submit an application within 12 months ofgraduation from the education program submittedto meet licensure requirements and be approvedfor licensure pending passage of the requiredexam. You are not eligible under this section ifyou have previously taken and failed to pass therequired exam. (Fee 50 – Must take the test in120 days of being licensed); or Be currently licensed or certified by another statebehavioral health regulatory entity (Fee 50 – Ingeneral this license is good for 12 months)

If you are a currentArizona State University student you may requestyour transcripts online at ASU Interactive.Please note that your social work degree must be from aprogram accredited by the Council on Social Work Education(CSWE).The ASU SSW- MSW Program has been accredited by CSWEsince 1965 and the BSW Program has been accredited by CSWEsince 1974. DO NOT submit transcript until degree has been posted.

Background Check/Reporting All licensure applicants are required to submit information with regard to theircriminal background history: Submit Setof Fingerprints Card with 40 fee for thecriminal history background check.If I have a current fingerprint clearancecard, can I send a copy of my cardinstead of the fingerprint card? Steps to Databank ReportGo to http://www.npdb-hipdb.hrsa.gov/ Perform a self query and enter data Click submit on the website IMPT – This starts the 90 day time clock. Nowyou must submit your licensure application within90 days. When you receive an envelope from thedatabank, DO NOT OPEN even though it says foraddressee only. Submit the UNOPENED envelope with yourapplication packet.

As a licensed social worker am Irequired to engage inContinuing Education? YES A licensee who maintains more that one license mayapply the same continuing education hours for eachlicense renewal if the content of the continuingeducation relates to the scope of practice of eachspecific license. 30 clock hours during the two years before theexpiration of the date of the license. Within the 30 hrs of CE you will need 3hrs. Ethicsor mental health law and 3 hrs in culturalcompetency/diversity training.

Ok, now I am licensed as a LMSW what do Ineed to do to work towards the LCSW?You may decide that theLMSW is your preferred levelof licensure.Or, you may be interested inpreparing for independentclinical practice as a LCSW.

SupervisionThere are two types of supervision: Direct Supervision Clinical SupervisionNote: Sometimes your direct and clinicalsupervisor may be the same individual ortwo separate individuals.

Direct Supervision for the LMSWDirect Supervisor: Immediate responsibility andoversight for all services provided by a supervisee.R4-101.A.24 as prescribed in R4-6-211Typically a direct supervisor is the administrative boss.A direct supervisor must be employedby the same entity as the supervisee.An individual shall provide directsupervision to a maximum of fifteensupervisees at the same time.

Clinical Supervision in preparation forthe LCSWClinical supervision is typically provided by aLCSW, however there are exceptions when a LMSW is unable towork with a LCSW due to size and geographic location of theprofessional setting.50/50% Exemption:Up to 50% of hours may be supervised by a licensedpsychiatrist, or psychologist, or Nurse Practitionerw/certification in mental health or LMFT, or LPC.No hours from a substance abuse counselor would be accepted.R4-6-212 & R4-6-212.01

Clinical Supervision Requirements Receive 100 hours of clinicalsupervision 25% of these hours must beindividual supervision 10 hours must be directobservation (in vivo, orvideoconference, or reviewof audio/videotape) 50 of the supervision hoursat minimum must beacquired from an LCSW(there are exceptions)

Clinical SupervisionCan I receive clinical supervision from a privateLCSW supervisor outside my agency?Yes, please remember that you would need toconsult with your agency regarding thearrangement for private supervision.

What training does my clinicalsupervisor need?Initial Qualification: 12 clock hoursof supervision training.Continuing Education After initialqualification: 6 hours of supervisioncontinuing education.

Clinical Supervision: What is it?Clinical Supervision: Face-to-face,videoconference, or telephonic direction oroversight provided by a qualified individual toevaluate, guide and direct all behavioral healthservices provided by a licensee to assist the licenseeto develop and improve the necessary knowledge,skills, techniques and abilities to allow the licenseeto engage in the practice of behavioral healthethically, safely and competently.

Clinical Supervision: What is it?1. Time spent discussing non-clinical issues, such as staff meetings,does not qualify as clinical supervision2. All clinical supervision hours must occur during identifiedsupervised work experience3. A clinical supervisor cannot verify supervision hours provided bysomeone else4. The Board can request copies of clinical supervision documentation5. Clinical supervision episode must be for a minimum of 30 minutes

Clinical Supervision: What is it?7 No more than 90 hrs. of the clinical supervision wereprovided by videoconference and telephone. No more than15 of the 90 hrs. of clinical supervision by videoconferenceand telephone were provided by telephone.8. 10 hours of clinical supervision must include directobservation, or videoconference, or audiotape orvideotape review9. Must provide clients with the name and telephonenumber of the clinical supervisor10. Clinical supervisor must monitor client records11. Maximum of 6 clinical supervisors

TIPS for New ASU Grads Understand supervision rules before you start yoursupervision. Let the Board know when you move so they can findyou when they need you. Read Board materials carefully. It will save you timeand money and will reduce your stress levels whenworking with the Board. YOU ARE ULTIMATELYRESPONSIBLE FOR KNOWING AND FOLLOWINGBOARD RULES so make sure you know andunderstand the rules of the game. Tell the truth, the whole truth and nothing but thetruth, in all communications with the Board. When in doubt e-mail or write the board for guidance.
