Tank farm inventoryand movement managementTank Inventory SystemThe Tank Inventory System (TIS) provides a uniformapproach for managing tank inventory information andsingle-window interface to all major gauging systems(e.g., Varec, Saab, L&J, Enraf). TIS calculates, displays,and historically archives all level, volume, temperature,quality, operating state, and alarm data related to atank and its contents. TIS provides information to theoperator to safely operate the tank, and to all otherAVEVA Offsites Management modules and externaloperational and decisionsupport systems.TIS stores strapping tables, performs American Societyfor Testing and Materials/ American Petroleum Institute(ASTM/API) table volume and density corrections,estimates flow rate from level changes, continuouslyupdates Time-to-Completion and Time-to-Limits,provides level and tank operational states and alarms,and generates standard tank detail, pool, and midnightinventory reports.TIS can provide the necessary tank data for optionalon-line Environmental Protection Agency (EPA) tankemissions monitoring, calculation, and reporting.Accurate online tank status data managed by thetank information system is the foundation for closedloop movement and blend control and optimizationwithin the Refinery Off-sites. All additional functionalmodules leverage TIS information through the commonapplication architecture. Order and Movement ManagementThe Order and Movement Management (OMM) systemprovides a convenient and consistent tool for thetranslation of business orders into process movementsto be executed by the Operations staff. Orders can bedownloaded electronically or manually entered andbroken down into discrete movements.The OMM system tracks in real-time, recording thehistory of each movement and order. Volume and timeare updated continuously to complete the calculations.Movement data are validated using all available metersand gauges.The system is used by Planning and Operations toschedule, set up, monitor, and historize all tank farmmovements. It handles all receipts, transfers, rundowns,and shipment orders (for any tank/unit/transportsources and destinations), as well as blending and othercomplex operations. Accounting uses the movementhistory data for mass balance reconciliation and forimproved billing accuracy.Terminal management functions are included with theuser interface and database structure to handle truck,rail, and vessel transport equipment with configurabletime sheet logging for demurrage tracking. Docksmanagement is facilitated with Estimated Time ofArrival (ETA)/lay date/lay day visibility and drag-anddrop berth assignment in a real-time Gantt chart. OMMcan also be used to manage ownership of “comingled”product in leased tankage in independent terminals.Standard order and movement level reports areincluded with the package and custom reports can bedeveloped as necessary.An optional Product Composition Tracking (PCT)module manages all incoming and outgoing flows tocalculate material compositions of any tank. An optionalTank Quality Integration (TQI) module can calculateany quality of the aggregate product using linear ornonlinear models. Movement Automation SystemMobileMAS supports a wide range of rugged mobilehandheld devices to accommodate even the moststringent hazardous or environmental requirements.MobileMAS is built on the Wonderware IntelaTrac technology. MobileMAS handheld devices are readyto support operator inspection rounds leveragingWonderware IntelaTrac, the industry-leading mobileworkforce and decision making support system forremote data collection, event tracking, procedureexecution and validation.Complete automation of movements are achievedwith the Movement Automation System (MAS). Each movement categoryis assigned a state diagram, movement operations, andmovement calculations.Mobile Extension for the MovementAutomation SystemThe Mobile Extension to the Movement AutomationSystem (MobileMAS) closes the collaboration gapbetween the field and control room operators. Today,typical verbal synchronization is error prone due tomisunderstandings in communication, mix up and lackof verifications, leading to operator errors and falsecontrol system status.MobileMAS delivers a mobile tool for field operatorsthat contains all of the field procedures involvedto prepare the line setup for movements andcommunicates updated equipment status in real-timeto the control system using mobile handheld devicesand wireless technology. Setting up MobileMAS is easy.Field procedures are automatically generated anddeployed to the handheld devices.MobileMAS enforces line up sequences and equipmentidentification by radio frequency identification (RFID)location tags deployed, so operators are certain theyare at the right piece of equipment. Any equipmentstatus change confirmation entered as new statusby the operator is communicated with the scannedequipment identifier to the control system. Material BalanceThe Material Balance (MAB) module provides thematerial balance for a single site or over multiple sites.Based on a chosen period defined by the user MABtakes the starting inventory, the quantity moved overthe period and the ending inventory and calculates abalance. Any imbalances are clearly indicated, andthe user interface allows for quickly zooming in to theroot cause.Fixing imbalances is done by correcting invalid data,changing the reported inventory or material movedand/or entering transactions to book against the error.The views and calculations of the material balanceaccounting module provide the extra information anaccountant can use to make booking decisions. Finally,the MAB software can report the consolidated andchecked dataset.Batch Tracking ManagerThe Batch Tracking Manager (BTM) module is capableof tracking batches, mainly in large pipelines whichcontain multiple batches at a given time. BTM candetermine the exact location of batches in a pipelineand model the interface between batches of differentproducts adjacent in a pipeline.BTM can inform the operator about batches and batchinterfaces at defined positions of the pipeline. Theoperator or other modules can be informed which batchis currently passing a pipeline location, what the nextbatch will be and how much time it takes for the nextbatch to reach a pipeline location.Emission Monitoring SystemThe Emission Monitoring System (EMS) moduleperforms real time tank emission calculations accordingto the AP42 standard of the EPA.From a tank gauging system or the Tank InventorySystem (TIS) the EMS receives tank data such as level,temperature and volumes and continuously calculatesthe emissions for each tank.The emission calculations comprise of breathinglosses, expellation losses, evaporation losses and totalemission. Blend control and optimizationBlend Optimization and Supervisory SystemThe Blend Optimization and Supervisory System(BOSS) provides off-line blend setup, validation,pre-blend optimization, and continuous, online optimalcontrol. BOSS supervises and adjusts the operationof the Foxboro Digital Blender System or a 3rd-partyblend ratio system to ensure that blend specificationsare met in an economically optimal manner, subject toall operational constraints.BOSS minimizes product cost, quality giveaway,and/or recipe deviation, subject to:y All pump, line, and tank constraintsy Header and final tank/batch specificationsy Component inventory/ullagey Integrated tank/batch specification pointsEquipment-specific expert operator advice is providedin the event of any operational infeasibility. An optional,automated pump selection feature can be used tooptimally balance component delivery capacities.BOSS can be applied to any fuel product or crude inlineblenders and handles traditional tank-to-tank, tank-topipeline/ship, and continuous rundown operations withboth controlled and “wild” component streams. Tankswings and component changes are accommodated.BOSS can also simultaneously optimize multiple,parallel blend headers that produce differentproducts from shared components. The packageincludes a library of standard conventional, RFG,and CARB blend models and provides a convenientsoftware framework for the addition of site-specific,custom models. Blend model predictions are biasedusing online analyzer (or lab) header feedback andused directly if analyzer signals fail validation.Component property feed-forward can be providedfrom lab sampling, online analyzers, and/or OMMcomponent tank quality integrations.08AVEVA Offsites Management

Blend Planning OptimizerAMADAS interfaces to both online analyzers andthe refinery laboratory information system (LIMS) tostatistically assess and validate analyzer performanceand manage maintenance activities. All performancedata and maintenance work orders are archived intothe Refinery Off-sites relational database.The Blend Planning Optimizer (BPO) module providesmulti-period, multi-blend offline planning and onlineoptimization. Unlike other blend planners developedas completely independent software products, BPOis truly an extension of BOSS, with a consistentuser interface, database, models, biases, objectives,constraints, and solver engine. In addition to providingtraditional offline planning capability, BPO also runsonline to continuously update and improve the multiblend plan and rigorously enforce current and futureinventory constraints.AMADAS provides a key component of onlinecertification programs:y A high-frequency online analyzer based statisticalimprovement in pushing property specificationsy Eliminates delays and inventory hold between blendcompletion and certificationBPO generates optimal recipes, rates, and starttimes for a series of blends. The optimization issubject to inventory constraints forecast across theplanning horizon, considering component rundowns,imports, and exports, as well as product tank mixing,certification, and lifting time constraints. In the event ofinfeasibilities, current blend constraints are prioritized.In the offline mode, BPO allows the user to generateand store a series (monthly and/or weekly) of blendsto be executed by BOSS. In the online mode, BPO runsin concert with BOSS, using online measurements tofully exploit the potential for economic optimization –without compromising the multi-blend plan by ignoringlong-term inventory constraints.Analyzer Management andData Acquisition SystemOnline blend control & optimization is most profitablewhen products can be certified for customers andregulatory authorities using online analyzers. Thisrequires a rigorous and auditable statistical qualitycontrol program.The Analyzer Management & Data AcquisitionSystem (AMADAS) is specifically developed forthis purpose, incorporating applicable EPA and EUguidelines for waiver applications. Digital Blender SystemThe Digital Blender System (DBS) is a standardFoxboro EVO DCS application for the base regulatory,ratio, and sequential control of in-line blenders. DBSincludes a complete set of operator displays for thecreation and stand-alone execution of blend orders.When operated with BOSS, blend orders, start/stop commands, and optimal recipe updates aredownloaded automatically.DBS automatically opens valves, starts pumps, rampsthe total blend rate, and regulates the individualcomponent loops to achieve the pre-set recipe.The system will initiate pacing if one or morecomponents cannot be delivered to recipe at the targetrate. When the pre-shutdown volume is reached, thesystem ramps the blender to the shutdown rate, andthen stops the blend when the final volume is reached.DBS can also handle continuous in-line blendingoperations with rundown “wild streams.”10AVEVA Offsites Management
